Troy boards weigh housing, firefighter posts; no decisions published yet

In the past two weeks, Troy city boards met to review housing proposals, temporary firefighter positions, and a police captain exam. However, none of the meetings have published minutes yet, so no official decisions are on record. The most consequential items remain under review, including a 205-unit workforce housing project and a $17 million senior housing development.

Recent meetings

Planning Board (Aug. 18)

The board held a public hearing on several site plans and subdivisions. The largest item was the Lansingburgh Gateway: a 6.27-acre redevelopment of the former Price Chopper site into 205 workforce housing units and 11,000 square feet of commercial space (PLPB 2026 0046). Civil Service Commission (Aug. 14)

The commission considered establishing three temporary Firefighter positions for the City of Troy Appointing Authority, Public Safety Unit, and reviewed a promotional exam announcement for Police Captain (Exam #70031660). The agenda also included approval of minutes from the June 16 and July 21 meetings.

City Council (Aug. 20)

Three council meetings were held, all procedural. The Public Safety Committee meeting listed no agenda items. A Finance Committee meeting included only a finance notice and finance agenda as PDF documents. A special meeting had no substantive items listed. No decisions are recorded for any of these.

Troy Local Development Corporation (Aug. 28)

The Audit & Finance Committee will approve minutes from April and May and conduct a mid-year financial review. The full board will review project updates for Proctor's, King Fuels, and Monument Square, including legislation to transfer the One Monument Square property to the board.

Zoning Board of Appeals (Sept. 2)

The board will hear three use variance requests: converting a take-out restaurant/spa to a professional office at 2412 Fifteenth St.; converting a membership club to a warehouse for a marine transport business at 75 Water Plant Rd.; and constructing a 60x100 ft metal storage garage for an auto repair business at 3113 Seventh Ave. The board will also adopt minutes from its Aug. 5 meeting.

Troy City Council passes budget amendments, police and fire vehicle purchases; IDA weighs $17M senior housing

The Troy City Council approved a series of budget amendments, vehicle purchases for police and fire departments, and the sale of city-owned property at its July 9 meeting, all by 7-0 votes. Meanwhile, the Troy Industrial Development Authority has scheduled a public hearing on a proposed $17 million senior housing project at 74 New Turnpike Road.

City Council: Budgets, vehicles, and property

The council approved amendments to the 2026 General, Water, and CD Fund budgets, each by a 7-0 vote. It also authorized the purchase of two Ford and five Chevrolet police vehicles from McGovern Mhq, Inc., and a surplus 2007 American Lafrance Rescue Pumper from Averill Park - Sand Lake Fire District #2, both 7-0.

The council approved the sale of certain city-owned real property parcels by auction and the reconveyance of real property at 315 Second Street, each 7-0. A claim settlement in the matter of Neon Conyers vs. The City of Troy was approved 7-0.

Contracts and the City Charter override

The council approved a one-year contract with Are Event Productions, Inc. for the Troy Turkey Trot and a contract with Allmark Services, Inc. for tree services, both 7-0. It also overrode a veto on Local Law No. 4 of 2026 regarding the City Charter, 7-0. An appointment of a Commissioner of Deeds for the City of Troy was approved 7-0.

July 13 City Council meeting

The agenda for the July 13, 2026 City Council meeting was not found on the City of Troy's website, which displayed an error indicating the file was not retrieved. Minutes for that meeting have not been published.

Troy Industrial Development Authority: $17M senior housing hearing

The Troy Industrial Development Authority held a public hearing on a proposed project by Gulfstream Developers, LLC at 74 New Turnpike Road. The project would build 86 one-bedroom units for residents 55 and older on a 6.43-acre site, with a $17 million capital investment.

The board was scheduled to consider a Project Authorizing Resolution that would provide financial assistance including sales/use tax exemption, mortgage recording tax exemption, and a partial real property tax abatement through a PILOT agreement. The agenda also included a Consultant Funding Request for a NY Forward Grant application and approval of minutes from the June 26, 2026 board meeting.
