Toledo Council Approves $12,000 Each to History Center, Railroad Society

The Toledo City Council approved $12,000 in fiscal support each to the Toledo History Center and the Yaquina Pacific Railroad Historical Society at its Aug. 19 meeting, according to official minutes. The funding, paid from the Strategic Reserve Fund, was approved 6-0. The council also adopted a fee schedule for the traffic calming application program and approved a special event license for Rusty Truck Brewing.

Council actions

The council approved Resolution 1617, which adopts traffic calming application fees, by a 5-1 vote. It also approved the OLCC recommendation for a special event license for Rusty Truck Brewing by a 6-0 vote. In addition, the council directed the city manager and attorney to draft a services agreement with the Chamber of Commerce, and formed a volunteer appreciation event planning committee consisting of members Burns, Riley, and Brewster.

Notices and cancellations

Earlier in the week, the city issued two notices of possible quorum. On Aug. 11, council members may attend a Library Community Meeting at the Toledo Public Library, and on Aug. 12, they may gather to build a boat in the City Hall parking lot for the Wooden Boat show on Aug. 15-16 at Waterfront Park. No official business or votes were listed on either agenda.

The Toledo Planning Commission's regular meeting scheduled for Aug. 12 was cancelled. The next regular meeting is set for Sept. 9.

Coming up

The Toledo Contribution Committee will meet Aug. 24 to review submitted City Enhancement & In-Kind Services Applications and make funding recommendations to the City Council. The agenda also includes approval of the Aug. 4, 2025 meeting minutes.

The City Council work session scheduled for Aug. 26 has been cancelled and rescheduled as a Urban Renewal Agency (URA) Work Session. The URA will discuss the future use of its funds; no decisions are scheduled, only discussion and information.

Toledo's City Council and Urban Renewal Agency held a packed round of mid-July meetings, formally accepting the city's annual financial audit, filling a vacant council seat, and approving a $10,000 forgivable loan to the local Dairy Queen for exterior building repairs.

At its July 15 regular meeting, the City Council appointed Stu Strom to the vacant council seat on a 4-1 vote. The council also approved the minutes of its July 8 special meeting, 5-0, and adopted Resolution 1616 to receive the 2024-2025 financial audit, passing 6-0.

Urban Renewal Agency approves Dairy Queen loan

Also on July 15, the Urban Renewal Agency board unanimously approved a $10,000 forgivable loan to the Toledo Dairy Queen for exterior building improvements. The board unanimously adopted Resolution URA-11, formally accepting the FY 2024-2025 financial audit.

The Curry Marine rehabilitation application was withdrawn, and no action was taken on it. Board members discussed the need for stronger reporting mechanisms but made no decision. They agreed to schedule a dedicated URA work session in August to address program reporting and eligibility issues.

Council work session: history funding and county advocacy

At a July 22 work session, the City Council reached consensus on several items but took no formal votes, as the meeting was for discussion only.

Council members reached consensus to disburse $12,000 each to the Toledo History Center and the Railroad Museum in single payments for the current fiscal year. They also reached consensus to incorporate history organization contributions as dedicated budget line items in the next annual budget.

Additionally, the council reached consensus to draft a statement of support for local organizations seeking Transient Lodging Tax funds from Lincoln County, to be presented at the August 5 Board of Commissioners meeting. That statement is contingent on consent from the organizations involved.

Because the July 22 session was a work session, no votes were taken and no formal action was finalized.
