The St. Charles Parish Council is scheduled to take up Ordinance 2026-0173 on Oct. 26 — the ordinance that would adopt the parish's Consolidated Operating and Capital Budget for Fiscal Year 2027. Public hearings on the budget appeared on the council's Oct. 20 and Oct. 22 agendas, and the Oct. 20 agenda listed a budget message from Parish President Matthew Jewell.

Agendas for the nine meetings held in the past two weeks list items for consideration. Minutes have not been published for any of them, so no votes, approvals or final amounts are available from those meetings. Everything below is drawn from agendas.

2027 budget and 2026 amendments

The Oct. 22 council agenda listed four amendments to the 2026 budget alongside the 2027 adoption item: Amendment No. 6, a transfer of $350,000 from Monsanto Linear Park to the Fairfield/Oakland Micro Drainage Study; Amendment No. 8, a transfer of $243,099 from EB Bridge Park Gymnasium to Houmas Canal Articulating Block Mat; Amendment No. 12, a reduction of CPRA Grant funding by $1,845,000 and New Sarpy Culvert Improvements by $2,155,000; and Amendment No. 4, an addition of $50,000 to the Fortified Roof Program and $10,000 for rental assistance.

Contracts, land and zoning on the Oct. 26 agenda

The same agenda lists a contract with Madden Gulf Coast, LLC for Willowdale Blvd. Overlay and Widening for $1,005,483.00; a Cooperative Endeavor Agreement for $200,000.00 for the Des Allemands Bulkhead; Change Order No. 1 for Kinler Lift Station Replacement to decrease the contract by $34,677.75; a rezoning request for Esperanza Plantation from C-3 to M-1 and M-2 (Ordinance 2026-0340); and a member appointment to the River Parishes Tourist Commission.
