Rogers County commissioners approve two zoning changes, interlocal agreements

Rogers County commissioners approved two zoning changes at their Aug. 10 meeting, allowing a 9.99-acre property in Inola to be rezoned from agricultural to residential and a 1.48-acre tract in Claremore to be rezoned to a higher commercial classification. Both votes were 3-0.

Zoning changes approved

The Inola property at 15405 E. 530 Rd. was rezoned from AG to AR and RS-60 (Case ZC-26-1). The Claremore property at 21052 S. 4175 Rd. was rezoned from C-2/C-4 to C-4 (Case #2684). No public opposition was reported for either change.

Other board actions

The board also approved an AT&T utility permit to parallel county roads, 11 blanket purchase orders totaling $41,750, and interlocal agreements with the Catoosa, Inola, and Verdigris school districts, Mayes and Wagoner counties, and the towns of Talala and Oologah. All votes were 3-0.

Tabled items

The board tabled three items for further review: a final plat for Dun-Rite Commercial in Owasso (Case #2687), a request for proposals for a Comprehensive Safety Action Plan, and a bid for the Rogers County Annex Renovations. Each was tabled by a 3-0 vote. These items are scheduled to be reconsidered at the Aug. 24 meeting.

Other recent meetings

The Rogers County Excise Board met Aug. 12 to consider a tabled assessor's report, a $400 fund transfer, and three new hires; minutes have not yet been published. The Board of County Commissioners met Aug. 17 to consider the Dun-Rite Commercial plat and safety plan bid, but no minutes are available. The Board of Adjustment met Aug. 18 with no items on its agenda. The Metropolitan Area Planning Commission held a public hearing Aug. 18 on a zoning request for a property at 15742 E. 480 Rd. in Claremore, seeking a change from agricultural to agricultural-residential for single-family lot splits; no decision was reported.

Coming up

The Board of County Commissioners will meet today, Aug. 24. The agenda includes a public hearing on the zoning change for the property at 15742 E. 480 Rd. (Case ZC-26-0002), and decisions on three previously tabled bids: the Comprehensive Safety Action Plan (with bids from HALFF at $90,890, KIMLEY-HORN at $113,000, and TSW at $125,745), the Rogers County Annex Renovations (project total $4,366,113.64), and Retained Human Resource Management Services (monthly fees ranging from $2,900 to $12,000). Rogers County boards weigh EV charging, zoning changes, and contracts

Rogers County officials are set to consider a range of items in the coming weeks, including an electric vehicle charging project with the City of Claremore, multiple zoning changes, and contracts for county services. All items are on meeting agendas; no decisions have been made, as minutes have not yet been published.

Board of County Commissioners – July 27

The board will hold a public hearing on a request to rezone agricultural land to residential near Collinsville (Case #2682). The property is south of E. Maple Dr. and near N. Hobbs Creek Rd. The change would allow a single-family residential lot split.

The board will also discuss a possible interlocal agreement with the City of Claremore to install electric vehicle charging infrastructure at the Rogers County Courthouse. In addition, commissioners will consider a 12-month contract with ConnectWise for Remote Monitoring and Management services for the Sheriff’s Office, which was tabled from the July 20 meeting. They will also review Resolution 2027-15 to accept a $1,000.00 donation from the Cherokee Nation for Sheriff’s Office Mounted Patrol equipment, and a transfer of $400.00 from General Government Maintenance and Operations to Professional Services for a wildlife services/trapper contract.

Renewals of interlocal agreements for services with Foyil, Justus-Tiawah, Sequoyah, Chelsea, and Claremore Public Schools are also on the agenda.

Board of County Commissioners – August 3

At its August 3 meeting, the board will consider bids for two projects: an Audio-Visual System Installation for the Firearms Range (Bid #2027-12) and Tree Removal & Trimming Services (Bid #2027-13).

The board will also discuss an opioid abatement project presentation and the creation of a grant writing committee. An agreement for School Resource Officers with Catoosa Public Schools for FY27 is up for approval, along with the engagement of Hood & Associates for FY 25-26 financial statements and a contract renewal for Endex of Tulsa.

Utility permits are on the agenda for ONG on Redbud Drive and Cox Communications on E. 390 Rd and E. 410 Rd.

Planning Commission – August 4

The Planning Commission will hold public hearings and vote on two zoning changes and one final plat. All actions are contingent on approval by the Board of County Commissioners.

Items include:

• Final Plat for Dun-Rite Commercial at 16351 E. 116th St. N, Owasso (Case #2687)
• Zoning change from AG to AR (7.99 acres) and RS-60 (2 acres) at 15405 E. 530 Rd, Inola (Case ZC-26-1)
• Zoning change from C-2 and C-4 to C-4 on 1.48 acres at 21052 S. 4175 Rd, Claremore (Case ZC-26-1)

Rogers County commissioners approve EV charging station contract, school agreements, and $28,350 in purchase orders

Rogers County commissioners approved an engineering contract for an electric vehicle charging station at the District 3 warehouse, interlocal agreements with two school districts, and 30 blanket purchase orders totaling $28,350.00 during their July 20 meeting. All approved items passed 3-0.

Board of County Commissioners — July 20

The Board approved a contract with EDA+FKI Engineers PC for EV charging station installation at the District 3 warehouse. Commissioners also approved an interlocal agreement with Foyil Public Schools for walking track construction and an agreement with Sequoyah Schools for building demolition and removal.

Three Cox Communications utility permits were approved for locations at E. Grand Meadow Dr, E. 535 Rd, and S. 4090 Rd. FY26/27 contract renewals for the Assessor, District 2, District 3, General Government, and Maintenance all passed 3-0.

Commissioners approved the renewal of a Projects Agreement with the Rogers County Industrial Development Authority and 30 Blanket Purchase Orders totaling $28,350.00, both on 3-0 votes.

The Board tabled a 12-month contract with ConnectWise for Sheriff's Office Remote Monitoring and Management services for one week, also on a 3-0 vote.

Planning Commission — July 21

The Claremore-Rogers County Metropolitan Area Planning Commission was scheduled to consider final plats for The Coves at Stone Canyon Phase IV (Case #2685) and Phase V (Case #2686), along with an accelerated release of a building permit for Lot 1, Block 9 in Phase IV. A public hearing was set for a zoning change from AG (Agriculture) to AR (Agriculture-Residential) for property south of E. Maple Dr. and east of N. Hobbs Creek Rd. (Case #2682). Minutes from this meeting have not yet been published.

Board of Adjustments — July 21

The Rogers County Board of Adjustment was scheduled to hold public hearings on multiple variance requests:

• Reducing a front building setback from 40 ft to 15 ft at 24306 S. 4180 Rd, Claremore (Case #599)
• Allowing chickens in an RS-40 zoning district at 25100 Singletree Ln, Claremore (Case #600)

Rogers County commissioners approved a $340,000.00 contract with the Rogers County Industrial Development Authority and 105 blanket purchase orders totaling $218,700.00 during their July 6 meeting, part of a batch of fiscal year 2026-2027 actions taken on a 3-0 vote.

The Board let bid for Tree Removal & Trimming Services and for a Comprehensive Safety Action Plan, both 3-0. It struck the bid for Electrical Service Upgrades & EV Charging Infrastructure, 3-0. June 29 meeting minutes were approved 3-0.

Board of County Commissioners — July 8

The Board approved bid 2027-16 for Network Security Equipment Installation and Configuration on a 3-0 vote, and approved Special Payroll for the Planning Commission, 3-0. Presentations on tax deductions, timesheets, injury procedures, and budgets were held without action.

The Rogers County Metropolitan Area Planning Commission scheduled public hearings on three zoning cases:

• Case #2679: rezoning 4800 N. 193 E. Ave. from Light Industrial and Residential to I-3 (Medium Industrial) for manufacturing oil and gas equipment
• Case #2680: rezoning 9452 E. 460 Road — 6.38 acres from Agriculture to Agriculture-Residential and 1.12 acres to RS-40 (Residential Single-Family Low-Medium Density)
