Oxford City Council agenda includes parking lease, EV chargers, zoning change

Oxford's City Council met Aug. 18 with an agenda that included a proposal to lease 77 parking spaces to Miami University, a $250,000 grant application for a synthetic play field, and first readings on an EV charger easement and a zoning change. Minutes of the meeting have not yet been published, so no vote outcomes are available. The following meetings also took place in the past two weeks, all with agendas only and no published minutes.

City Council (Aug. 18)

The council considered several resolutions and ordinances:

• A resolution to rent 77 city parking spaces on South Campus Avenue to Miami University.
• A resolution to apply for a $250,000 ODNR grant for a synthetic play field at Oxford Community Park.
• An ordinance for a utility easement with Duke Energy for Level 3 EV fast chargers at the Main & Church Street parking lot (first reading).
• An ordinance to repeal and replace zoning code Section 1143.10 to allow retail services up to 20,000 sq ft in the Uptown District (first reading).
• An ordinance accepting annexation of 6.753 acres from Ambassadors' Pointe Community Church (West), Inc. (second reading).

Recreation Board (Aug. 10)

The Recreation Board reviewed old business including a skate park design concept and survey results, a park master plan update, and city-wide event permitting. New business included a state capital grant. Administrative reports were also on the agenda.

Public Arts Commission (Aug. 10)

The commission reviewed the final design for the Amtrak Platform Mural Project from Key Detail, discussed an Arts Advocacy Class Survey Committee, and considered $3,000 for repair/repainting of the Changemakers of Oxford Civil Rights Mural. Updates on the Parking Garage Mural and Toni Morrison projects were also listed.

Historic & Architectural Preservation Commission (Aug. 12)

The commission considered a certificate of appropriateness for a new backlit wall sign at 121 E High Street, applicant Terry Amarantos. Administrative decisions were on the agenda for a patio at 9-11 S Main Street (applicant Scott Webb) and window replacement at 100 W High Street (applicant Lawrence Trent). An update on design guidelines and a preservation plan was also scheduled.

Parking & Transportation Board (Aug. 17)

The board discussed the Bicycle & Pedestrian Master Plan update, including a sidewalk gap analysis status, and received a staff update on the Walnut Street Pedestrian Safety Project. It also held nominations and a vote for Vice-Chair and approved draft minutes from April 17, 2026.

Coming up

The Board of Zoning Appeals will hold a quasi-judicial hearing on Aug. 25 at 102 S Locust Street (variance BZA-2026-02, applicant Scott Webb) and at 5081 Red Cloud Court (variance BZA-2026-03, applicant Northern Equities Group) to permit play equipment in the front yard. The board will also approve minutes from the March 24, 2026 meeting. Public comment is not considered testimony.

Oxford City Council takes up annexation, budget; boards review murals, skate park

Oxford City Council held a first reading Aug. 4 of an ordinance to annex 6.753 acres for Ambassadors’ Pointe Community Church, along with supplemental budget appropriations for fiscal year 2026. The council also took up a second reading on parking restrictions and authorized the internet auction of surplus city property. Minutes from the meeting have not yet been published, so no final actions are known.

The council’s agenda included:

• First reading of an ordinance to annex 6.753 acres for Ambassadors’ Pointe Community Church.
• First reading of Supplemental Budget Ordinance Number 5 for Fiscal Year 2026.
• Second reading of an ordinance updating Code Section 351.03 regarding prohibited standing or parking places.
• A resolution to authorize the internet auction of surplus city property.
• A resolution approving “Then And Now” certificates for purchase orders over $3,000.
