Northfield boards meet without decisions; Select Board weighs $1.24M in warrants

Northfield's town boards held a full week of meetings from Aug. 11 to Aug. 20, but none of the sessions produced final decisions — every agenda is posted without accompanying minutes. The most consequential items on the table include a $1.24 million in Select Board warrants, a solar array special permit, and a new ambulance building budget.

Select Board

The Select Board met Aug. 11 to consider warrants totaling $1,240,120.24 — a payroll warrant of $109,912.22 and a vendor warrant of $1,130,208.02. The board also planned to vote the Primary Election warrant, select a municipal representative for PVRS collective bargaining negotiations, reappoint Donald Baker to the Agricultural Commission (term expires June 2029), and appoint Melissa King to the Cultural Council (term expires June 2029). An executive session was scheduled to discuss strategy for negotiations with the non-union EMS Chief.

Planning Board

The Planning Board held two public hearings on special permit applications: one for a property at 304 Millers Falls Rd. (Jacob Fuller) and another for the BWC Ashuela Brook Solar Array. The solar array hearing continued at a second meeting Aug. 20, where the board also discussed litigation strategy in Bluewave v. Planning Board in executive session. A further hearing on the solar array is scheduled for Aug. 25 via Zoom.

Board of Assessors

The Board of Assessors met Aug. 12 to discuss the revaluation process, the Bluewave PILOT agreement, and a memorandum of understanding for the Firstlight appraisal with Erving and Gill. An executive session was scheduled to discuss strategy with Firstlight/Northfield Mountain LLC.

Northfield boards weigh tax deals, solar array, sewer fixes; no votes taken

Over the past two weeks, Northfield's Select Board, Sewer Commission, Energy Committee, Recreation Commission, and Planning Board all met to consider a range of items — from tax agreements and a solar array permit to sewer billing corrections and street light upgrades. None of the meetings produced final decisions; all items remain pending action at future sessions.

Select Board: tax agreements, event permits, and fire department update

The Select Board met July 28 to review several items, including two special event permits for Northfield Mountain Recreation Area: the Kilowatt Cross event on Sept. 25–26, 7 a.m. to 6 p.m., and the All of the Above Trail Fest on Aug. 29, 8 a.m. to 4 p.m. The board also considered Payment in Lieu of Taxes agreements with BWC Merriam Brook LLC and BWC Pine Meadow Brook LLC. Financial warrants on the agenda included a July 22 payroll warrant of $112,404.26, FY26 vendor warrants of $100,779.93, and FY27 vendor warrants listed as $229,?96.78. The board also received an update on the Fire Department building project, including job descriptions and Standard Operating Guidelines.

Sewer Commission: billing corrections and capital projects

The Board of Sewer Commissioners met twice. On July 30, the board reviewed previous minutes and discussed billing commitments. On Aug. 6, it took up a proposal to void prior billing documentation entered in error, reviewed FY26 delinquent accounts as of July 31, and discussed the status of the Siphon and Ridge expansion projects. The board also received updates on the FY27 Search Grant and One Stop Grant for engineering and expansion on Ridge, plus FY28–FY29 cross-department coordination with Highway and Grandin Water. Stabilization Fund research was also on the agenda.

Energy Committee: building assessments and street lights

The Energy Committee met Aug. 4 to review minutes from June and July 2026. Members discussed a comprehensive building assessment, a follow-up on a Green Communities site visit and scope development with Expeditor, and next steps for street light information.

Recreation Commission: pool, sports, and road race

The Recreation Commission met Aug. 5 to discuss an out-of-school program, a pool advisory group update, a summer road race, fall sports, and a Great River Challenge update. The board also reviewed minutes from July 1 and heard treasurer's and director's reports.

Planning Board: solar array public hearing

The Planning Board held a public hearing Aug. 6 on a special permit application for the BWC Ashuela Brook Solar Array, covering parcels on Assessor Map 55 Block A4 Lot 1, Map 55 Block A5 Lot 1, Map 55 Block A7 Lot 1, and Map 72 Block A1 Lot. The board also entered executive session.

The Zoning Board of Appeals will hold a public hearing Aug. 17 at 34 Ashuelot Road for a special permit application for a residential accessory vehicle repair shop. The board may also discuss data center zoning regulations and will review minutes from July 23. Northfield Boards Tackle Solar Permit, Tax Agreements, and Sewer Finances in Busy Late-July Stretch

Northfield's boards and commissions held a packed schedule of meetings between July 20 and July 30, covering everything from a floodplain-remand hearing on a proposed solar array to potential tax agreements with two LLCs. Minutes have not yet been published for any of these meetings, so what follows reflects agendas only — not confirmed outcomes.

Select Board: Event Permits, PILOT Agreements, and Fire Department Project

The Select Board's July 28 agenda included two special event permit requests at Northfield Mountain Recreation Area: the Kilowatt Cross event on September 25–26, 2026 (7 a.m.–6 p.m.) and the All of the Above Trail Fest on August 29, 2026 (8 a.m.–4 p.m.).

The board was also scheduled to vote on Payment in Lieu of Taxes (PILOT) agreements with BWC Merriam Brook LLC and BWC Pine Meadow Brook LLC. Warrants on the agenda included a July 22 payroll warrant of $112,404.26, FY26 vendor warrants of $100,779.93, and FY27 vendor warrants listed as $229,?96.78 (the agenda contains an unclear character in that figure). Planning Board: Solar Array Special Permit Hearing

On July 20, the Planning Board held a public hearing on a special permit application for the BWC Ashuela Brook Solar Array at 0 Pine Meadow Road, covering Assessor Map Parcels 55 A4 1, 55 A5 1, 55 A7 1, and 72 A1 1. The hearing was a remand to address all floodplain-related issues. No minutes are available yet to confirm what testimony was received or whether any vote was taken.

Board of Assessors: Firstlight/Northfield Mountain LLC Litigation

The Board of Assessors met July 22 at Town Hall to sign a Motor Vehicle Excise Commitment and Warrant, then planned to enter executive session under M.G.L. c.30A, §21a(3) to discuss litigation strategy regarding Firstlight/Northfield Mountain LLC. The open session was set to conclude at the start of executive session.

Conservation Commission: Sisson Pond Restoration and Stewardship

The Conservation Commission's July 23 agenda included a Notice of Intent hearing for an Ecological Restoration Project at Sisson Pond. The commission also planned to appoint Craig Hefner as Stewardship Committee Chair, discuss a Pierson Road campground update, review a new PermitEyes app, and discuss a 24-acre landlocked property.

Board of Sewer Commissioners: Billing and FY26 Finances

The Sewer Commission met twice — July 22 and July 30. The July 22 agenda included a billing commitment update from Michele Turner, a delinquent account list and end-of-year fee review, an FY26 financial update, and an East Street house status update from Isaac Golding. The July 30 meeting was set to review prior minutes and discuss billing commitments.

Zoning Board of Appeals: Data Center Regulations on the Horizon

The ZBA's July 23 agenda included signing a Notice of Decision for WTF Customs LLC (Daniel Whitney) and a discussion of possible data center zoning regulations. That data center discussion is also listed on the ZBA's upcoming August 17 agenda.

Other Meetings

The Council on Aging met July 21 at the Senior Center, with agenda items including June 16 minutes approval, a treasurer's report, discussion of a new part-time position, an update on the Senior Tax Work Off program, and volunteer coordination.

The Board of Health met July 22 to discuss how future building permits will be handled, receive an update on the search for a permanent Health Inspector, and review 2026 food, septic hauler, well, camp, and special event permit applications along with Title V reports and test results.

The Grandin Water District Commission met July 23 to welcome a new member, elect a chair, and enter executive session to discuss East Northfield Water Company property negotiations.
