Regional boards to weigh $257.5M transit allocation, housing fees, and contract approvals

Regional agencies across the Bay Area have a busy week of meetings ahead, with major funding decisions, contract approvals, and policy discussions on the table. None of these items have been voted on yet—all are on agendas for upcoming meetings, with minutes not yet published. The most consequential proposal is a $257.5 million allocation of Regional Measure 3 capital funds to three transit projects, which will be considered by the Programming and Allocations Committee on August 12.

Transit funding and planning

The Programming and Allocations Committee will consider allocating $257.5 million in Regional Measure 3 funds: $192.5 million to VTA for BART to Silicon Valley Phase II, $50 million to BART for Transbay Corridor Core Capacity, and $15 million to the SR4 Bypass Authority for Vasco Road Safety. Housing and regional planning

The ABAG Housing Committee and BAHFA Oversight Committee will meet jointly to vote on a proposed fee schedule for owners/operators using the Doorway program (BAHFA Resolution No. 0041) and receive an update on BAHFA's Mixed-Income Finance Program, including a proposed expansion of debt products.

The Joint MTC ABAG Legislation Committee will consider a support position on Proposition 1, an $11.25 billion statewide housing bond, and hear updates on SB 1087 (Cabaldon) to modernize sustainable communities strategies, as well as the FY 2026-27 state budget and Cap-and-Invest negotiations.

The ABAG Executive Board will consider a $13.9 million contract with the U.S. EPA for the North San Francisco Bay Habitat Restoration and Sediment Dynamics Analysis Project, plus additional EPA and SFEI contracts for estuary and wetlands work. The board will also preview Plan Bay Area 2060, the next long-range regional plan.

The ABAG ACFA Governing Board will vote on Resolution No. 2026-002 authorizing a First Supplemental Indenture of Trust for the La Terrazza Apartments project.

Administration and other items

The MTC Administration Committee will consider a consent calendar that includes a $509,999 legislative advocacy services contract with Actum LLC, a $60,000 amendment for Bay Area Bike to Work/Wherever Days with the Silicon Valley Bicycle Coalition, a $125,000 amendment for public engagement support with Kearns & West, Inc., a $1.75 million auditing contract with Macias Gini & O'Connell LLP, and amendments for the Pavement Management Technical Assistance Program (P-TAP) Round 26 totaling $844,156.

The Bay Area Partnership Board will discuss the draft One Bay Area Grant (OBAG 4) Regional Programs, receive an introduction to Plan Bay Area 2060, and hear updates on transit priority initiatives and federal surface transportation reauthorization.

Regional transit boards weigh $300,000 Clipper network contract; no decisions recorded yet

Over the past two weeks, several committees and boards under the Metropolitan Transportation Commission (MTC) met to review transit programs, contracts, and planning efforts. All five meetings were held on an agenda-only basis; minutes have not yet been published, so no final votes or decisions are recorded. The most consequential item under consideration is a $300,000 purchase order for AT&T network services for the Clipper fare system, which will be taken up by two bodies.

Clipper network contract and system updates

On July 27, the Regional Network Management Council and the Clipper Executive Board held a joint meeting. Both bodies will consider approving a $300,000 purchase order for AT&T to provide Clipper Network Services for fiscal year 2026–2027. The agenda also includes updates on the Next-Generation Clipper system implementation and customer transition, regional mapping and wayfinding pilot projects, and regional fare policy coordination and integration efforts. Customer advisory group reviews fare programs

On July 28, the Regional Network Management Customer Advisory Group met to discuss regional fare initiatives, including Clipper START, Clipper BayPass, and discounted transfers. The group received a progress update on the Next-Generation Clipper system implementation and cardholder transition. Members also reviewed a proposed work plan for the group through December 2027 and approved minutes from the May 26, 2026 meeting.

RM 3 oversight committee

On August 3, the Regional Measure 3 (RM 3) Independent Oversight Committee discussed the format and timeline for the fiscal year 2026 annual report. The committee received a summary of RM 3 Expenditure Plan revisions approved in June 2026, along with updates on capital and operating program allocations and expenditures. A semi-annual update and Agreed-Upon Procedures report for the capital program were also presented.

Community transportation planning guidelines

On August 7, the MTC ABAG Community Advisory Council reviewed draft guidelines for the Community-Based Transportation Planning (CBTP) program, which funds community-led planning in Equity Priority Communities. The council heard preliminary findings from internal listening sessions on the Equity Priority Communities (EPC) refresh and considered a revised council work plan that elevates equity as a foundational principle. The council also approved minutes from the June 5, 2026 meeting.

Bay Area transit agencies weigh $300,000 AT&T contract, special election request, and possible Cubic litigation

Doorway program fee schedule under review

The Bay Area Housing Finance Authority Advisory Committee met July 23 to consider recommending a fee schedule for owners and operators participating in the Doorway program.
