Joint Review Board approves new tax district, TID 11 spending

The Joint Review Board on Aug. 17 approved creation of Tax Incremental District No. 20 and a resolution allowing expenditures within a half-mile of TID 11, passing 3-1. The TID 11 funds will cover street and parking lot projects on Stephenson Street, Pierce Avenue, Merchant's Park, and Ludington Street. The TID 20 project plan was updated to remove a specific developer name and add parcels along Hall Avenue.

Other decisions from the week

Facade Improvement Program – The committee approved a $2,000 project cost with a $1,000 city match for facade improvements at A Place For Coffee, 1059 Marinette Ave. It also noted the 134 E. Russell Street project is proceeding with up to $25,000 in grant funds. The 2027 budget discussion was tabled until the next meeting.

Historic Preservation Commission – Approved installation of the Meridian Plate Monument in grass without a concrete base. City workers will handle installation, with a target completion by mid-September.

Civic Affairs, Traffic & Lights & Cemetery – Recommended the Common Council approve an amended vehicles-and-traffic ordinance (Chapter 415, Section 415-7 C (11)). Also recommended a $600 plot buyback for Renee P. Johnson, a bench for Patrick Olsen at Woodlawn Cemetery (Section WDLN, Block 6, Lot 3, Grave 5, with a 3-foot size restriction), and directed staff to bring back a quote for reconstructing the Mary Street entrance wall at Forest Home Cemetery. The committee added a request to repair the cemetery chapel roof and parapet walls to the 2027 budget.

Public Safety & Code Enforcement – Unanimously recommended the Common Council approve a Memorandum of Understanding between the City of Marinette and County of Marinette. Minutes from the July 20 meeting were approved, with one abstention.

Finance & Insurance – Unanimously recommended approval of July 2026 expenditures and accepted the year-to-date budget report through July 2026. Prior meeting minutes from Aug. 4 were also approved.

Parks & Recreation – Approved minutes from the July 20 meeting and heard monthly reports. The Recreation Director noted an ammonia boiler system needs decommissioning, estimated at $9,000–$10,000, but no action was taken.

Marinette boards to weigh TID 20, road projects, and liquor licenses this week

No decisions have been made by Marinette city boards in the past two weeks, as minutes from recent meetings have not yet been published. But several consequential items are on upcoming agendas, including a proposed new tax increment district, road and parking projects, and new liquor licenses.

Recent meeting agendas

Common Council (Aug. 4) – The council was set to consider annexing territory from the Town of Peshtigo into the city (Ordinance No. 2560), repealing and amending the city's fee schedule (Ordinance No. 2559), and new Class 'B' beer and liquor licenses for Main Street Bar (1719 Main St.) and Stateline Beer & Liquor (432 Bridge St.). Also on the agenda were a Wisconsin Welcome Center marketing agreement and a sidewalk project at Menekaunee Harbor. No minutes have been published.

Planning Commission (Aug. 5) – The meeting was cancelled due to a lack of action items.

Room Tax Commission (Aug. 10) – The commission discussed and possibly acted on several grant applications, including $76,520 for baseball field repairs at Dale Minzlaff Field and Haase Field, and $20,000 for a film production called "Get Out of Town." It also reviewed updates on previously approved grants and discussed the 2027 room tax budget. No minutes have been published.

Marinette Common Council creates Tax Incremental District No. 20; committees advance ordinance amendments

The Marinette Common Council voted unanimously on July 21 to create Tax Incremental District (TID) No. 20, approving its project plan and boundaries on approximately 6.0 acres at 1905 Hall Avenue. The district is classified as Mixed-Use. The council approved Resolution #05-2026 with an amendment adding two parcels — 251-02017.000 and 251-02016.000 — to the district boundaries. The vote was 7-0.

Common Council

The TID No. 20 creation was the council's listed action item for July 21. Tax incremental districts allow municipalities to use property tax revenue generated by new development within a defined area to pay for project costs in that area. The approved resolution covered the district's creation, project plan, and boundary establishment, with the amendment to include the two specified parcels.

Civic Affairs, Traffic & Lights & Cemetery Committee

On July 20, the committee recommended that the Common Council approve two ordinance amendments:

• Amending Chapter 415, Vehicles and Traffic, Section 415-7 C (11).
• Amending Chapter 20-76, Article XIV, regarding the Transportation Coordinating Committee.

The Personnel & License Committee had an agenda posted for July 21 covering several items, though minutes have not yet been published. The agenda listed discussion and possible action on:

• Placing the Recreation Program Coordinator position on the administrative pay scale.
• Placing the Senior Center Administrative Assistant position on the administrative pay scale with comparable benefits.

Plan Commission approves animal hospital permit; Common Council set to vote on $2.96M TID #20

Marinette's Plan Commission unanimously approved a conditional use permit for a veterinary clinic on an unimproved lot, while the Common Council is scheduled to vote July 21 on creating Tax Incremental District No. 20 with a $2.96 million project plan centered on the former City Hall site.

Plan Commission: Animal hospital, signage, and fence approved

On July 6, the Plan Commission unanimously approved a conditional use permit for an animal hospital and veterinary clinic on parcel 251-00164.014 in a B-4 Highway Business District. A public hearing was held with no comments from the public. The commission also unanimously approved site plans for wall and pylon signage at Turn 4 Carwash, 1215 Marinette Avenue, and a commercial fence replacement at Iron House Fitness, 1439 Main Street. Prior meeting minutes from June 2 and May 6 were approved unanimously.

Joint Review Board: Officers elected for TID #20

The Joint Review Board met July 6 and elected Joanne Vieth as Public At-Large Member and Mayor Steve Genisot as Chairperson. The board set its next meeting for August 17, 2026, contingent on the City Plan Commission and Common Council adopting the district project plan.

Personnel & License Committee: Temporary beer license recommended

On July 7, the committee unanimously recommended that the Common Council approve a temporary Class "B" fermented malt beverage license for the Marinette Moose Lodge's Logging & Heritage Festival at 1600 Bridge St. on July 10–11, 2026.

Historic Preservation Commission: Minutes approved, chapel discussed

The commission met July 13 with a quorum and unanimously approved minutes from June 1, 2026. Commissioners discussed the status of the Meridian Plate Monument and planned for a volunteer to attend a Civic Affairs meeting regarding the Cemetery Chapel. No other actions were taken.

Marinette eyes $2.96M redevelopment of old City Hall; council to weigh bike plan, new fees

The past two weeks saw no decisions from Marinette's boards and commissions: the July 1 Planning Commission meeting was cancelled due to a lack of action items. But a busy week ahead includes a proposed tax district to redevelop the old City Hall into apartments and a restaurant, a public hearing on that plan, a council vote on a bicycle-and-pedestrian master plan, and a dental office's request for a parking variance.

Joint Review Board, Planning Commission: TID No. 20 for old City Hall

On Monday, July 6, the Joint Review Board will meet to organize and review a draft project plan for Tax Incremental District No. 20. The district would fund redevelopment of the old City Hall site at 1905 Hall Avenue into a mixed-use project by developer T.Spell. The plan calls for $2.96 million in costs, including $500,000 for development incentives and $500,000 for infrastructure. The project would create 60 housing units: 50 workforce apartments and 10 market-rate units, plus a restaurant.

Immediately following the review board, the Planning Commission will hold a public hearing at 3:30 PM on the proposed TID boundaries and project plan. The commission may then vote on a resolution to establish the district and approve the plan.

Common Council: Bike plan, new fees, festival licenses

The Common Council will meet on Tuesday, July 7. Council members will discuss and possibly adopt the City of Marinette Bicycle and Pedestrian Master Plan 2026. They will also vote on several contracts, including a professional-services agreement with ROCK I LLC for an event and a line-striping agreement with Marinette County.

Ordinances up for final action include:

• Ordinance 2554, adding police and fire fees to Schedule A.
• Ordinance 2555, amending outdoor burning rules for recreational fires.
• Ordinance 2556, amending municipal court fees.
