Forney council weighs bond election, budget; fire talks, incentives on agenda

Over the past two weeks, Forney city boards and committees met on agendas including a potential November bond election, the proposed FY 2026-27 budget, fire department negotiations, and economic development incentives. As of Aug. 24, minutes for these meetings had not been published, so no official decisions or vote tallies are available.

City Council

The council held a special meeting Aug. 11 to consider calling a November bond election. The only action item was considering all matters related to the bond election, including adopting an ordinance. Public comments were limited to three minutes per speaker.

At a regular meeting Aug. 18, the council heard a presentation on the proposed FY 2026-2027 budget and considered a resolution to set a proposed property tax rate for adoption in September. The consent agenda included a resolution denying a rate increase filing by SiEnergy Gas, LLC, and a site plan for a BJ's Restaurant and Brewhouse north of U.S. Highway 80. A public hearing was held on a conditional use permit for a Brake Masters auto repair business at the Village at Gateway Addition.

Fire Association talks

Representatives from the City of Forney and the Forney Fire Association held "meet and confer" deliberations on August 10 and again on August 17. The Aug. 17 session ran from 1:00 to 4:00 PM at City Hall, Conference Room 109, 401 Pinson Road. The public could attend and monitor but could not participate. Closed caucuses were permitted under Texas law.

Economic Development Corporation

The Forney Economic Development Corporation met Aug. 13. The board considered rescheduling its Oct. 8 meeting to Oct. 15. In executive session, it discussed economic development negotiations and potential incentives for four named business prospects: Doe Belly's, Project Sale, Project Health, and Mix It Up Creamery.

Parks & Recreation Board

The Parks and Recreation Board met Aug. 19 and again Aug. 20. Both agendas included appointing a vice-chairperson, discussing the FY27 parks and recreation budget and forecast, approving the July 15, 2026 meeting minutes, and a public communication period. The Aug. 19 agenda also included a department update on special events and recreational opportunities.

Coming up

The Animal Adoption Center / Shelter Advisory Committee will meet Aug. 26 to review shelter statistics, discuss fundraising and adoption events, and schedule its next meeting for Oct. 21.

Forney roundup: Data center ban, police and fire talks on recent agendas; budget votes set for Aug. 4

Forney's City Council had a packed agenda July 21, including a proposed citywide ban on data centers and appeals of two denied land-use permits. Minutes from that meeting and several others over the past two weeks have not yet been published, so outcomes are not yet available in the public record.

City Council — July 21

The Council and the Crime Control and Prevention District held a joint meeting. Agenda items included:

• A public hearing on the CCPD budget for FY2026 and proposed FY2027.
• An appeal of the denial of rezoning 5.4 acres near FM 1641 for a data center under a Planned Development Overlay.
• Discussion of initiating a text amendment to remove data centers as a conditional use and prohibit them citywide.
• An appeal of the denial of a conditional use permit for truck rental and outside storage at 109 Industrial Drive.
• Consideration of funding for Mulberry Park Four-Plex renovations and drainage improvements.
• Consent agenda items including plats for Forney Carwash Addition and Ace Forney, a site plan for Forney Marketplace Lot 2F, and interlocal agreements.

Meet and Confer Sessions

The City held open deliberations with two employee associations:

The Tax Increment Reinvestment Zone No. One Board agenda included:

• A resolution to add Cypress Hollow Drive to the Third Amended Project Plan and Reinvestment Zone Financing Plan.
• A third amendment to the Owner Reimbursement Agreement with Meadow Ridge Farms, LP.
• Review of project costs including the Gateway Bridge, North Spine Bridge, and South Spine Bridge.
• An update on projects within the TIRZ.
