Eastland appoints interim city manager, tables mayor election

The Eastland City Commission voted 3-0 on Aug. 10 to table the election of a mayor until after the Nov. 3, 2026, special election. In the same meeting, the commission appointed Chief of Police Tim Pitts as interim city manager, replacing Ron Holliday, who is on vacation. The action came after an executive session on personnel.

City Commission

At the Aug. 10 meeting, three commissioners were present. The motion to table the mayor election passed 3-0. The commission also noted Pitts' appointment as interim city manager.

On Aug. 14, the commission held Budget Workshop #1 for the fiscal year 2026-2027 budget draft. No action was taken. During public comment, the Swimming Pool Manager presented a report on the pool's 21st year of operation and requested funding for six improvements: replastering the pool and replacing orange bricks and blue tiles; overlaying concrete decking and replacing a severely corroded fence; replacing kiddie slides with an interactive water play area; and upgrading the chlorine distribution system.

The commission's Aug. 17 agenda included a proposed Resolution 2026-15 approving a negotiated settlement with ATMOS Energy Corp. for 2026 rate reviews; second readings of Ordinance 26-936 (changing zoning from Local Business (C1) to Single-Family Residence (SF) on South Daugherty, West Valley, South Mulberry, and South Green) and Ordinance 26-937 (removing the requirement for mobile food vendors to obtain a city license); a request for Eastland Police Department participation in the U.S. ICE 287(g) Task Force Model Program; and budget increase requests from the Eastland Centennial Library, Eastland County Museum, and Eastland Fine Arts Association.

Planning & Zoning

The Planning & Zoning Board held a public hearing on Aug. 10 on a Specific Use Permit request (P26-007) by Sam Williams to operate a church in a Manufactured Home (MH) zoning district at 203 N. Virginia. The board was scheduled to vote on the permit after the hearing.

Economic Development

The Eastland Economic Development Board met on Aug. 11 to discuss a development agreement with Placer Water Works for equipment purchases, consider paying for infrastructure improvements at 310 E Main St, and deliberate the executive director's contract in closed session. The board also reviewed its finance report and approved minutes from prior meetings.

Historic Preservation

The Historic Preservation Board met on Aug. 19 to discuss 2027 Historic Preservation Grant applications from the Eastland Community Foundation, the Eastland Fine Arts Association (Majestic Theater), and Bear Creek Taphouse. No dollar amounts or final decisions were listed on the agenda.

Eastland commissioners considered rezoning, police chief and city manager personnel; outcomes pending

Eastland's Board of City Commissioners took up rezoning for seven properties, a potential change to mobile food vendor rules, and closed-door personnel discussions about the interim city manager and police chief over the past two weeks. July 20 regular meeting

The board scheduled a public hearing and first reading of Ordinance 26-936 to rezone seven properties from Local Business District (C1) to Single-Family Residence District (SF): 405, 410, 412, 414 S. Daugherty; 209 W. Valley; 415 S. Green; and 403 S. Mulberry. Rezoning affects what property owners can do with their land and what uses are allowed nearby.

July 27 special meeting
