Woodburn Council to review audit finding WDO out of compliance with 15 state housing laws
The City Council is reviewing a draft audit of the Woodburn Development Ordinance (WDO) conducted by Cascadia Partners. The audit found the WDO is fully compliant with only one of 26 state housing statutes, partially compliant with six, and not compliant with 15, plus it identified about 90 instances of non-compliant clear and objective standards. The Council will consider these findings as part of a project to update the WDO to comply with state law and improve clarity, with completion planned for Spring 2027.

Project Overview and WDO Audit Report
The City of Woodburn is working with Cascadia Partners (CP) to review and update the
Woodburn Development Ordinance (WDO). This project began in late March, 2026, and is
planned to be complete in Spring of 2027. The City is updating the WDO to comply with
state statutes governing housing development, ensure that housing approval standards and
procedures are clear and objective as required under ORS 197A.400, and to incorporate
minor edits for clarity and organizational improvements. Cascadia Partners audited the
WDO for compliance with 26 state housing statutes and administrative rules, as well as
performed an audit specific to the requirements for clear and objective housing standards.
The attached report outlines the findings from both audit components.
Recent Changes in State Law
There have been numerous recent updates to state laws governing local housing regulations
that this project is intended to address. Some of the key recent changes that the WDO was
audited for compliance with include:

43rd ANNUAL NATIONAL NIGHT OUT
WHEREAS, the National Association of Town Watch (NATW) sponsors a
national community-building campaign on Tuesday, August 4, 2026 entitled
“National Night Out”; and
WHEREAS, the National Night Out campaign provides an opportunity for
neighbors in Woodburn Oregon to join over 38 million neighbors across 17 thousand
communities from all 50 states, U.S. territories and military bases worldwide; and
WHEREAS, National Night Out is an annual community-building campaign that
promotes strong police-community partnerships and neighborhood camaraderie to
make our neighborhoods safer, more caring places to live and work; and
WHEREAS, neighbors in Woodburn Oregon assist the Woodburn Police Department
through joint community-building efforts and support National Night Out 2026; and
WHEREAS, it is essential that all neighbors of Woodburn Oregon come together with

WHEREAS, the National Association of Town Watch (NATW) sponsors a
national community-building campaign on Tuesday, August 4, 2026 entitled
“National Night Out”; and
WHEREAS, the National Night Out campaign provides an opportunity for
neighbors in Woodburn Oregon to join over 38 million neighbors across 17 thousand
communities from all 50 states, U.S. territories and military bases worldwide; and
WHEREAS, National Night Out is an annual community-building campaign that
promotes strong police-community partnerships and neighborhood camaraderie to
make our neighborhoods safer, more caring places to live and work; and
WHEREAS, neighbors in Woodburn Oregon assist the Woodburn Police Department
through joint community-building efforts and support National Night Out 2026; and
WHEREAS, it is essential that all neighbors of Woodburn Oregon come together with

PROCLAMATION
APRIL AS CHILD ABUSE PREVENTION MONTH
WHEREAS, every child deserves to live in a safe, loving, and caring family
environment; and
WHEREAS, in 2024, of all completed CPS assessments in Oregon, 8,242
were found for abuse and involved 11,669 victims (34.9% were 5 years old and
younger), of which 814 were victims in Marion County; and
WHEREAS, we stand together as individuals, organizations, and government
agencies to commit to preventing child abuse in our county, by raising awareness
throughout the community and by educating and supporting caregivers; and
WHEREAS, we assert that strong families and safe, stable, and nurturing
environments free from violence, abuse, and neglect are essential for children’s
optimal growth and success, which ensures a secure future for our communities,
where the needs of children are a priority, and the needs of families are met.
NOW, THEREFORE, I, Frank J. Lonergan, Mayor of the City of Woodburn,
ask everyone to join together in protecting our children, and do hereby proclaim
April 2026 as
CHILD ABUSE PREVENTION MONTH

MONTH OF THE MILITARY CHILD
WHEREAS, millions of American children have parents serving in our nation’s armed
forces, demonstrating remarkable strength and courage in the face of unique challenges; and
WHEREAS, military children contribute significantly to the strength and resilience of our
military families and communities; and
WHEREAS, these resilient young individuals serve alongside their parents, demonstrating
unwavering commitment, adaptability, and separations from loved ones while maintaining their
academic and personal growth; and
WHEREAS, the sacrifices often go unnoticed, yet they play an essential role in supporting
the Army’s mission; and
WHEREAS, the Month of the military Child provides an opportunity to recognize and
celebrate their contributions and sacrifices, achievements, honor their past, cherish the present, and
shape a brighter future; and
WHEREAS, in honor and support of these resilient children, Woodburn will observe
Purple Up! Day on April 15th by illuminating the Woodburn overpass in purple and inviting the
community to participate and dress in purple.
NOW, THEREFORE, be it proclaimed that we recognize and appreciate the contributions
of military children.
BE IT RESOLVED by the Woodburn City Council that April 2026 is hereby declared the
Month of the Military Child, and as Mayor, I encourage all residents to celebrate and observe the
month as a way of bringing our community together.
