Regular meeting of the Fine & Cultural Arts Commission will be held as an in-person meeting. Please

The purpose of the Fine and Cultural Arts Commission is to:

Increase citizen access to the arts by providing leadership, advocacy, and the support for
art that enriches the cultural vitality of our community.

Provide advice and work cooperatively with the city council to promote fine and cultural
arts in the city.

Foster and promote an appreciation of fine arts within the city by enlisting and encouraging
public and private agencies, as well as the general public, to support art and cultural events
within the city.

worship pursuant to Article 14.1.1 to allow the renovation of an existing building and the construction
and use of additions totaling 34,000 square feet, all on property commonly known as 900 E. Geneva
Road.
Chair Aranas stated that following a presentation by the applicant and questions/ comments from the
Planning and Zoning Board and public on May 27, 2026, the public hearing was continued until at least
June 23, 2026 to give the applicant time to provide additional information. Since this meeting, the

Strategic Plan Discussion
City Manager Munch revisited the previous Strategic Plan discussions held at the June 8 and June 22
Planning Sessions. At the June 22 Planning Sessions, councilmembers discussed adding metrics or key
performance indicators to assess the success of Strategic Plan initiatives. Assistant City Manager
Kolschowsky reviewed the goals and initiatives, stating that the strategic priorities remain the same
but a few goals and initiatives have been revised to incorporate Council feedback. He noted that this
draft of the Strategic Plan includes “measures of success” under every strategic priority. The measures
of success are outcomes that demonstrate the success of goals and initiatives. Each desired outcome

Regular meeting of the Fine & Cultural Arts Commission will be held as an in-person meeting. Please
note that civility and a sense of decorum will be strictly followed.
The purpose of the Fine and Cultural Arts Commission is to:
1. Increase citizen access to the arts by providing leadership, advocacy, and the support for
art that enriches the cultural vitality of our community.
2. Provide advice and work cooperatively with the city council to promote fine and cultural
arts in the city.
3. Foster and promote an appreciation of fine arts within the city by enlisting and encouraging
public and private agencies, as well as the general public, to support art and cultural events
within the city.
4. At the request of the City Council, review and make recommendations directly to the City
Council for artworks for public buildings and public spaces.
5. Assist in creating and maintaining a city-wide arts and culture webpage on the city website
that includes links to art-related organizations and individuals who advance art in the city.

Library Board
Board will vote on new non-resident fee method and copy fee increase
The Wheaton Library Board will consider several items, including the election of officers for July 2026–July 2027, motions to approve non-resident card participation, a tax method to calculate non-resident fees for homeowners and renters, and an increase in the public copy fee for colored copies from .25 cents to .50 cents. Call to Order
The Board of Trustees of the Wheaton Public Library held their Board meeting on Monday, July
20, 2026. Board President Laurie Metanchuk called the meeting to order at 7:00 p.m. Members
present in person at roll call: Christine Fenne, Alan Herbach, Bob Rammer, Steve Siemer, and
Vallari Talapatra. Absent: Bob Lyon, Ralph Holmen, Simone Morton. Betsy Adamowski, Library
Director, Ed Sirovatka, IT/Facilities Manager, Michelle Secor, Business Office Manager and
recording secretary for this meeting, were also in attendance.

Sean Casten will arrive early at the library for a tour and move into the dedication at 4:30
