Otherwise, can I get a motion approved? Second. All in favor, say aye. It's approved. And what's that? It's 33. We'll start with you this evening. I'm going to review our July Treasurer's Report. Just a note, I think this is kind of an unadjected month, so we'll go through this pretty quickly. So we'll go through the Treasurer's Report. Director Sarno will review our community investment program. Director Larson will go through the financial forecast assumptions. And then Director Lockhart will go through the discussion and review of the public safety staff. To start us off, this is the seventh month of the year. We should be about 58.3% of our budget. With property taxes, we are more than prior year by $2.4 million, and 65.6% of budget. We're moving the second installment tax receipts, the pre- back to 2025. We're still more than prior year by $229,000, so that 49.6% of budget, which is right on target. There is a two-month delay for second installment bills to be sent out. And we were notified earlier this month that as of August 3rd, the County Clerk's Office has finished calculating the tax year 2025 extension of the tax rates. And now the Clerk has turned the file over to the Treasurer's Office …

We can move ahead to the next slide. So let's start off with the property taxes. So on your financial reports, we have with the $2.1 million that was for 2025, the second installment, the prior year is less by $919,000, which would put us at 36.6% of budget. But backing out those, where we're really at is less than prior by $3.1 million, which is about 20.6% of our budget. The disbursements in February and March, we still are waiting for the Cook County portal to be updated. We still do not have reports to dictate exactly what years those are going to. But I did want to note that in the beginning of April, which will be on next month's financial report, we have received some larger disbursements, we believe, are the first installments for 26. And that's equalling to about $3.96 million across to all of the police pension general and debt and fire funds. So net net, we're going to be close to budget. Yes, correct. We budgeted $6.4 m …

And then we're going to review and have a discussion about the possible local impact fees. So first starting off with our general fund, our property taxes are less than prior year by $295,000. And it's 16.8% of budget. That is including the January tax reimbursement that was for 2025 tax levy 24. Without those, I don't have it on the slide, but that means we're at a deficit of $2.4 million and we're only at 0.8% of our budget for property taxes. In the first couple of weeks of March, have there been any slugs of cash coming in from the county? Yes. So getting right to there on my last bullet point. We had a February disbursement. The county has not updated the portal to define if it's for the 26th year or 25 year. But then in March, we got disbursements that are clear that they say they're for 25 tax levy 24 and pr …

So this evening we'll be going over the January Treasures Report, going through our fund highlights, looking at our cash flow projections and reserve monitoring . We will look at our community investment program updates. And then we have Heidi Ann Dorfer from Foster and Foster, our actuary, who's going to discuss the potential impacts of tier two pension benefit enhancements on the police pension fund. In your packet there was a, on page 57, there was a staff report and then followed by the two foster and foster reports that they prepared. I have extra copies if anybody is interested in looking through those while Heidi goes through her presentation later this evening. And then we'll be looking at the consideration of the 2026 Glencoe Alfresco sponsorship program. So going on to our monthly Treasurer's report for January, we should be at about 8.3% of our budget. I'll start off talking about the property taxes. So property taxes are currently showing more than the prior year by $2.1 million at 16% of budget. …
