Chair Grayson Boucher called the meeting of the Public Safety Committee to order at
approximately 1:05 p.m. Councilman Green offered the invocation; and the Pledge was
offered by Councilman Taliaferro.
Committee Members Present: Chair Grayson Boucher, Councilwoman Tabatha Taylor,
Councilman Jim Taliaferro, Mayor Tom Arceneaux, Police Chief Wayne Smith, and Fire
Chief Clarence Reese.
Also Present: Councilwoman Ursula Bowman, Councilman James Green, Councilman
Alan Jackson, CAO Tom Dark, Stephen Terese, Jackie White, RJ Johnson and additional City
staff and citizens (see sign-in sheet).

City Council to vote on surplus property sales and mineral leases
The Shreveport City Council will hold its regular meeting on July 28, 2026, at 3:00 P.M. in the Government Chamber at Government Plaza (505 Travis Street). The City Council meeting of the City Council of the City of Shreveport, State of Louisiana was
called to order by Chairwoman Taylor at 3:00 p. m. Tuesday, July 14, 2026, in the Government
Chamber at Government Plaza (505 Travis Street).
Invocation was given by Chief Reese.
The Pledge of Allegiance was led by Councilman Taliaferro.
The roll was called. Present: Councilwoman Tabatha Taylor, Councilmen Gary Brooks, Jim

Chairman James Green called the meeting to order at 1:34 p.m. Because a quorum was not
present at the beginning of the meeting, approval of the previous meeting minutes was deferred to
a quorum was present.

Opening remarks welcomed those in attendance and noted that the committee would proceed with
informational agenda items despite the lack of a quorum.

Chair Grayson Boucher called the meeting of the Public Safety Committee to order at
approximately 1:31 p.m. Councilman Green offered the invocation; and the Pledge was
offered by Councilman Taliaferro.
Committee Members Present: Chair Grayson Boucher, Councilwoman Tabatha Taylor,
Councilman Jim Taliaferro, Mayor Tom Arceneaux, Police Chief Wayne Smith, and Fire
Chief Clarence Reese.
Also Present: Councilwoman Ursula Bowman, Councilman James Green, Councilman
Alan Jackson – 2:00 p.m., Councilman Brooks – 2:30 p.m., CAO Tom Dark, Stephen Terese,
Attorney Marcus Edwards, Jackie White and additional City staff and citizens (see sign-in
sheet) .
Opening Comments
Chair Boucher expressed condolences to the families impacted by the recent tragedy
involving the deaths of eight children and thanked members of the Police and Fire
Departments for their continued service and support to the community.
Public Comments
Sammy Mears addressed the committee regarding the removal and theft of traffic signs
and signals, requesting that city-installed signs remain protected and that individuals
refrain from damaging or removing public property.
Approval of Minutes
Motion by Councilwoman Taylor, seconded by Councilman Taliaferro, to approve the
minutes from the April 14, 2026 Public Safety Committee meeting. Motion carried
unanimously approved.

The special meeting of the City Council of the City of Shreveport, State of Louisiana was called

purposes of the Act, which economic development districts are political subdivisions of the State
of Louisiana and possess such power and authority and have such duties as provided by the Act

Chair Grayson Boucher called the meeting of the Public Safety Committee to order at
approximately 1:33 p.m. Chief Clarence Reese offered the invocation.
Committee Members Present: Chair Grayson Boucher, Councilwoman Tabatha Taylor,
Councilman Jim Taliaferro, Mayor Tom Arceneaux, Police Chief Wayne Smith, and Fire
Chief Clarence Reese.
Also Present: Councilwoman Ursula Bowman, Councilman James Green, Councilman
Alan Jackson, CAO Tom Dark, Stephen Terese, Attorney Marcus Edwards, David Smith, Jim
Flurry, Russell DeLancy, Representative Tammy Phelps, and additional City staff and
citizens (see sign-in sheet) .
Opening Comments
Chair Boucher expressed condolences to the families impacted by the recent tragedy
involving the deaths of eight children and thanked members of the Police and Fire
Departments for their continued service and support to the community.
Public Comments
Qiante Taylor addressed the Committee regarding concerns surrounding the investigation
into the death of his nephew, Lamario Broce. Mr. Taylor discussed concerns about
communication with investigators and requested that SPD review additional video
evidence related to the case. Committee members and Police Chief Smith assured the
family that SPD would continue communication regarding the investigation.

A. Update on Water Quality:
Kiana Maple-Lars, Superintendent for Water Purification, provided an update regarding
seasonal adjustments to the City’s water treatment processes. Adjustments have been made
to chlorine dioxide and carbon feed systems in preparation for warmer weather and
increased demand. Monitoring efforts continue regarding taste, odor, and manganese levels.
Staff reported no significant impact on water quality from recent pipeline issues and
indicated that water quality has remained strong.
B. Update on Street Projects:
David Smith and Chris Ericksen provided updates on street and bond-funded infrastructure

Chair Grayson Boucher called the meeting of the Public Safety Committee to order at 1:33 p.m.
Councilman James Green lead with a prayer, followed by Councilwoman Bowman leading the
pledge.
Committee Members present: Chair Grayson Boucher, Councilwoman Tabatha Taylor,
Councilman Taliaferro, Mayor Arceneaux, Chief Reese and Chief Smith
Committee Member Absent: None

Chair Boucher opening statements:
The committee discussed clarification of voting membership and quorum for the
committee under the originating ordinance. The city attorney explained that the six voting
members consist of the mayor (or designated representative), the police chief, the fire
chief, and three appointed council members—identified this year as Councilman
Boucher, Council Chair Taylor, and Councilman Taliaferro. Although the ordinance is
silent regarding voting procedures, past committee practice over the last six years has
included voting participation by the mayor, and at times the police chief and fire chief,
with quorums recognized under that structure. Based on precedent and no language to the
contrary, the chair affirmed that the mayor, police chief, and fire chief would continue to
serve as voting members of the committee moving forward.

The meeting of the Economic Development District F was called to order by Tabatha Taylor at
2:15 p.m., Monday, April 13, 2026, in the Government Chamber in Government Plaza (505
Travis Street).
The roll was called. Present: Tabatha Taylor, Jim Taliaferro, Grayson Boucher, Alan Jackson,
James Green and Ursula Bowman. 6. Absent: Gary Brooks. 1.
The meeting was called to consider the adoption of a resolution.
Tabatha Taylor asked for public comments. No one rose to speak.
CONSIDERATION OF A RESOLUTION:
RESOLUTION NO. 1 OF 2026
A RESOLUTION APPROVING AND DIRECTING THE EXECUTION OF A
COOPERATIVE ENDEAVOR AGREEMENT (“CEA”) BETWEEN THE CITY OF
SHREVEPORT, STATE OF LOUISIANA (“CITY”) AND ECONOMIC DEVELOPMENT
DISTRICT F (“DISTRICT”); AND OTHER MATTERS WITH RESPECT THERETO
WHEREAS, Part II, Chapter 27, Title 33 of the Louisiana Revised Statutes of 1950, as amended
(La. R.S. 33:9038.31, et seq.) (the “Act”) authorizes municipalities, parishes and certain other
local governmental subdivisions to create economic development districts to carry out the
purposes of the Act, which economic development districts are political subdivisions of the State
of Louisiana and possess such power and authority and have such duties as provided by the Act
and other law; and WHEREAS, by Ordinance No. 156 of 2023 adopted on December 12, 2023

The Administrative Conference of the City Council of the City of Shreveport, State of Louisiana,
was called to order by Chairwoman Taylor, at 3:00 p.m., Monday, April 13, 2026, in the
Government Chamber of Government Plaza, 505 Travis Street, Shreveport, Louisiana. Invocation
was given by Councilman Taliaferro and the Pledge of Allegiance was led by Councilman Green.
