Shreveport City Council approves $25M water/sewer transfer, Mooretown lease

The Shreveport City Council made several consequential decisions at its August 11 meeting, including a $25 million transfer to the water and sewer fund and a 30-year lease to redevelop the former Mooretown Elementary School. The council also upheld a police denial of an alcohol card and endorsed a $175 million transit grant application.

Water and sewer funding

The council voted 6-0 to transfer $25 million from the General Fund to the Water and Sewer Enterprise Fund to maintain a Rate Stabilization Account. The transfer is intended to support the city's water and sewer operations.

Mooretown redevelopment

In a 6-0 vote, the council authorized a 30-year ground lease with the Caddo Parish School Board to redevelop the former Mooretown Elementary School into a Community Resource Center. The lease is a step toward repurposing the property for community use.

Transit and other approvals

The council endorsed, 6-0, a $175 million application to the Federal Transit Administration's Capital Investment Grants program for the Linwood Bridge and Medical Corridor BRT Phase II project. It also approved a cooperative endeavor with Shreveport Green for the Glen Cove Community Garden, and accepted a water/sewer main donation from Provenance Development for Phase IV-Unit B.

In a separate 6-0 vote, the council approved an oil, gas, and mineral lease for District C property, with a $3,000 per acre bonus and a 25% royalty. Two other mineral leases were not approved: Resolution 66 (District A) was tabled, and Resolutions 78 and 80 (District G) were postponed, all by 6-0 votes.

Alcohol card appeal

At an administrative conference on August 10, the council voted 6-0 to uphold the Shreveport Police Department's denial of a Class A alcoholic beverage handling employee card for Timothy Prewitt. The ruling allows Prewitt to pursue a Class B license instead.

Public Safety Committee

The Public Safety Committee met August 19 and approved the minutes from its June 23 meeting. It also voted unanimously to table a police and fire equipment update until the next meeting.

Coming up

The City Council will hold an administrative conference and regular meeting on August 24. The agenda includes public hearings on endorsements for the Louisiana Restoration Tax Abatement Program for Andress Artist and Entrepreneur, LLC and Twin Oak Investments, LLC; zoning changes for Jack Wells Island, Lassus Lane, and Monkhouse Drive; authorizations for oil, gas, and mineral leases on city-owned property in Districts A and G; water and sewer connections for properties at 11140 Norris Ferry Road and 5915 Buncombe Road; and budget amendments for several special revenue funds, including Diversion, Public Safety, and the General Fund.

City Council approves $1.44 million ambulance contract; adopts hazard mitigation plan

The City Council approved a $1,435,272 contract for four new fire department ambulances and adopted the Caddo Parish Hazard Mitigation Plan Update at its July 14, 2026 meeting. Both actions passed 7–0.

Ambulance contract and hazard mitigation plan

The council authorized the mayor to contract with BFA of LA, Inc. for four ambulances for the fire department under Resolution 64, at a cost of $1,435,272. The vote was 7–0.

The council also adopted the Caddo Parish Hazard Mitigation Plan Update (Resolution 63), also by a 7–0 vote. Adopting the plan update is a procedural step that keeps the jurisdiction aligned with parish-level hazard planning.

Transit management agreement extended through 2031

Resolution 65, approved 7–0, authorized the mayor to amend the management agreement with Metro Management Associates, Inc., extending the term through 2026–2031. The minutes do not specify the dollar value of the amended agreement.

Mineral lease bid request postponed

Resolution 66, which would have authorized requesting public bids on an oil, gas, and mineral lease in District A, was postponed. The postponement passed 7–0. No new date for consideration was listed in the minutes.

Zoning amendments adopted

At the July 13, 2026 Administrative Conference, the council adopted two zoning map amendments:

• Ordinance 67: rezoned the Freestate Blvd area to IMU.
• Ordinance 68: rezoned the Crockett St area to D-1-AC Conditional.

The minutes do not record individual vote tallies for these ordinances.

Alcoholic beverage handling card denials upheld

The council voted 6–0 to uphold police department decisions denying Class A alcoholic beverage handling cards for two applicants: JaVentress Hill and Angel Waters. A third denial listed on the Administrative Conference agenda did not show a recorded vote in the available minutes.

Administrative Conference minutes approved

The council approved the minutes of the July 13 Administrative Conference and the June 23 council meeting on a motion by Councilman Green. The vote was 6–0.

Property Standards Committee (July 13)

The Property Standards Committee met July 13 for informational updates only. No votes or decisions were scheduled. Agenda items included enforcement of vacant apartments and vacant buildings, the bid process for apartments, block-by-block blight status, SWEEPS status, grass cutting coordination among SPAR, Property Standards, and Public Works, and bulk pickups. The Planning & Infrastructure/GIS Committee met July 14 for discussion only, with no votes scheduled. Topics included grass mowing progress, plans for keeping interstates and on/off ramps clean, drainage and right-of-way upkeep, repair work on interstate lane markings, and pothole repairs.
