RESPONSIBILITIES UNDER FEDERAL SECURITIES LAWS
The Finance Department recommends that the Council receive
information regarding the issuance of municipal bonds and training
regarding the responsibilities of elected officials under federal securities
laws. The training is provided in accordance with Council Policy 000-58,
Statement of Debt Management and Disclosure Policy. The Council will
not take action on this item but may discuss the information presented
and provide direction to staff.
Scott Wagner, Chief Financial Officer, and Chris Lynch, Consultant -
Jones Hall LLP, and Craig Hill, NHA Advisors, presented and

The Design Review and Preservation Board will hold a public hearing to consider approving Major Design Review for the Emerald Isle Continuing Care Retirement Community at 2021 Gullane Drive and 0 Thomas Lake Harris Drive. The Santa Rosa Violence Prevention Partnership, meeting jointly with its Policy and Operational teams, will hear updates from police, probation, and school partners on crime data and trends, share success stories, and receive an overview of the 2026 Community Needs Assessment. Members will also participate in a tabletop exercise to launch the assessment. Public comment is allowed for items not on the agenda.

and Operational teams.

This is a time when any person may address matters not listed on this
agenda, but which are the subject matter of the jurisdiction. The public may
comment on agenda items when the item is called. Each speaker is allowed
three minutes.
3. SCHEDULED ITEMS
3.1 CLIMATE UPDATE
In preparation for the Community Needs Assessment presentation and
discussion, the Policy and Operational teams will hear updates from Santa
Rosa Police Department, Probation, and school partner representatives.
These updates will include relevant data, hot spots, and trends.
3.2 OPERATIONAL TEAM SUCCESS STORIES
Operational Team members will have an opportunity to share success
stories with the Policy Team.
3.3 2026 VIOLENCE PREVENTION COMMUNITY NEEDS ASSESSMENT AND
ACTIVITY
Partnership staff will provide an overview of the 2026 Community Needs
Assessment and outline roles for Policy Team and Operational Team
members. Members will also have an opportunity to participate in a
tabletop exercise to kick off the assessment.

Meeting was called to order by Vice Chair Rogers at 9:10am.
This meeting will be a joint meeting between The Partnership's Policy
and Operational teams.
1. WELCOME AND OPENING REMARKS
Ernesto Olivares made opening remarks to the group about the
current status of The Partnership and the importance of
collaboration and shared responsibility to meet the needs of this
moment.
Ellen Bailey then made remarks reminding partners of the
community support for their work and its impact.
2. PUBLIC COMMENT
None.
3. SCHEDULED ITEMS
3.1 CLIMATE UPDATE
Sgt. Travis Menke of SRPD commented on the lingering impact
of COVID era changes to criminal justice policy on gang activity
in Santa Rosa, and the successes of the Gang Crimes Team in
preventing gang-related homicides in the last three years.
Lt. Tommy Isachsen of SRPD commented on the impact of The
Partnership’s work in the success of reducing gang-related
homicides, the increase in gun seizures, and the importance of
proactive work as a community to address violence.
