TIF District. He was concerned about the impact TIF would have on the schools. He thought
developers should be charged an impact fee to compensate the schools for their tax loss.
Resident Charlie Pick stated that he was a member of the Sunset School District #29 Board and
the appointed Public Member of the Joint Review Board (JRB). He noted that the school
district’s position was officially opposed to the TIF, and they don’t believe the statutory
requirements to create a TIF District have been met. He emphasized that District #29 wants to

Resident Charlie Pick applauded the rezoning done last year by the Village . He asked the Board
to refrain from filing the TIF in June and advised them to slow down, review the TIF in
Kenilworth, conduct a public process, and be prepared to justify how establishing a TIF District
is necessary.
Dan Behr stated he was running for election to the Illinois House of Representatives . He strongly
urged the Village to oppose the proposed Illinois BUILD Act (Building Up Illinois Development
Plan) , a package of proposed bills introduced in February 2026 in the Illinois General Assembly .
Resident Beverly Smith said that she is Chair of the Northfield Village Caucus. She noted that
the Caucus had ratified a platform in 2024 . She stated that the platform encourages the board to
