Good morning, everybody. Maybe I should just say morning. Some of you don't know if it's a good morning or not. Say it's Thursday, August 27th, the year of 2026. We're in City Hall Council Chambers at 401 East Virginia Street in the great city of McKinney. We'll start with the Pledge of Allegiance. If you'll please join me. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Do not believe anyone to sign up for public comments. Is that correct? Okay. We'll move to information sharing item 260806, 30 years of MCDC Community Partner Spotlight, District 121. Miles, I believe you're going to present. Thank you. Miles Prestonman, 6850 TPC Drive here in McKinney. Just want to congratulate the MCDC for 30 years of excellence investing certainly in the past through the historic district, the present and ongoing incentives. And the future will certainly all the parks and open spaces that have been invested that will last many years beyond our lifetimes. I've been fortunate to be here 28 of the 30 years being with Stonebridge Ranch and Craig Ranch. So I've seen firsthand the work that the MCD has done over these years. Many times the last dollars needed for a project have come from the MCDC. These dollars change a project from just a piece of paper to reality as I'll show you. Do I -- am I running it? Do I push the button? All right. Maybe I'm pressing the wrong but …

Mr. Beller, are you good? All right, it's 3 p.m. Welcome to the City of McKinney's special meeting. It is Tuesday, August 25th. It is 3 p.m. We're at City Hall, 401 East Virginia Street in McKinney, Council Chambers. First order of business will be to call the meeting to order, which we will do now. The meeting is in order. We do have a quorum. Next item is the opportunity for anyone in the audience to address the City Council on agenda items. Seeing no one has signed up, we will move on. First item will be 26-0804. Consider 2627 board and commission appointments and pleading fulfilling vacancies resulting from expired terms, resignations, reassignments, and removals. Okay, how we are going to roll this out. We're going to do MEDC and MCDC first. As you know, in the last few weeks, we 've made some changes to this appointment process. Each council member will have a nomination to put forth and then the rest of the council will vote on that nominee. We will do seven different nominations and votes rather than a full slate. That gives anyone an opportunity to weigh in on someone or against or remain silent. So we will start with the community development corporation. Mr. Hauser, am I missing anything? No, sir. That's what we understood from the change. Thank you. And you will obviously select the order of people's nominations. I don't think you mentioned the alternate, however. So there will be alternates selected and the mayor will pick those alternates. With that, are there a …

We're good. Good afternoon. It's 3:05 p.m. This is Tuesday, August the 18th, 2026. This is the City Council special meeting. Thank you for being here. If you are going to participate in our meeting, we do appreciate you taking time out of your day to be with us. The first order of business will be to have public comments on any agenda item. Mr. Rainey, do we have anyone signed up ? No one signed up. Very good. We'll move on. Next item will be discussion of agenda items. Anyone have any item for discussion that's on our regular agenda at our 6:00 p.m. meeting? None? All right. Our next item is 26-0767, resolution amending the City's policy for board and commission and member appointments and eligibility. Empress Drain, City Secretary. Good afternoon, Mayor Cox and Council. This is a follow-up to the previous discussion that you had regarding potential amendments to the boards and commissions. We have a policy regarding the appointment procedure for the Economic Development Corporation and Community Development Corporation. This amendment will enable the Council members to each nominate a member to be considered and approved individually rather than collectively by the typical preferencing policy. Unless you have any questions or additional comments, we can move forward with the action . Questions? I just want to ask for any questions. Comments? Comments? No. I just want, Empress, clarification just before we look at this. Isn't it, is it or is it not state law that each board …

And the commissioners also ask that you focus on the issue, that you treat each other with respect, and that you're concise in your comments. We do want to act in the best interest of the citizens of McKinney, and your comments do become part of the city's public record. When you do approach to speak on an item, you will also ask that you limit your remarks to three minutes, and you can only speak once on any agenda item. Okay, it's 4.02 p.m. This is Tuesday, July the 28th. This is City Council and McKinney Economic Development Corporation joint work session. First item will be the opportunity. Hi, Julie. First item will be the opportunity for anyone in the audience to address the joint session on an agenda item that does not have a public hearing. Anyone in the audience ? Seeing only staffers, staff types in the room, we'll move on. First, we do have a quorum of the City Council, so we 'll call on Mr. Keene. Thank you, Mayor. We'll open your session in this joint session. Thank you, sir. Kurt Keene, Vice Chairman of the EDC. In absence of Mr . Lockmiller, I call our board to quorum, and so we are all here and accounted for. Perfect. First item is 26-0736. Consider, discuss McKinney Economic Development Corporation activities and strategic priority update. Mr. Kowski. Thank you, Mr. Mayor, Council Members, City Manager Paul Gr imes. Thank you for a moment again to spotlight a few things that we are working on. This is one of my favorite first maps to show when I present now. As a reminder, each state in blue has a population smaller than DFW. What a responsibility we have to do what we're doing to build out this piece of the U.S. Here's a new one. I borrowed this one from the Dallas Regional Chamber. These are all the cities by population that would fit into the DF W Metroplex. So look at this patchwork, San Diego, Charlotte. We're similar to Salt Lake City. I'll give you a point of reference …

And the true impact not known for several years beyond that . So we're …
