The Douglas Advisory Board was originally created as the Douglas Service Area Advisory Board in 1970 when the
City of Douglas unified with the City of Juneau and the Greater Juneau Borough to become the City and Borough of
Juneau. In 2007 the Assembly adopted Resolution 2331 which repealed the previous governing legislation for the
board and recreated it as the Douglas Advisory Board giving it new focus to encompass issues related to all of Douglas
Island rather than that portion of the island previously covered by the Douglas Service Area.

Airport Board weighs selling former Hertz wash bay building, keeps land
The Juneau Airport Board meets October 8, 2026 to decide whether to competitively sell or lease the former Hertz wash bay building while JNU retains the underlying land. It also votes on appropriating three FAA Airport Improvement Program grants totaling about $6.0 million for elevator design, airfield remarking, and snow removal equipment. A. Hertz Wash Bay Building – Disposition Options
As part of the Hertz lease closeout under the current franchise owner (see Manager’s
Report, Item A), staff confirmed that the wash bay building formerly leased by Hertz is
owned by JNU. This was not previously understood. The building was originally
constructed in 1969, rebuilt in 1985, and last renovated in 1997 by the lessee’s contractor.
It has been included as part of the leased premises since at least 1999.
Given the age and condition of the facility, staff sees two primary options: retain the
building and lease it as-is to a future tenant, or dispose of the building while retaining
Airport ownership of the underlying land. Under a sale scenario, the purchaser would
assume responsibility for future maintenance, rehabilitation, and improvements and
would also be required to enter into a new ground lease with JNU.
Several parties have expressed interest in both purchasing the building and leasing it as-is.

Juneau Human Rights Commission to discuss FY27/FY28 budget and Resolution 4043 engagement plan
The Juneau Human Rights Commission meets on October 6, 2026 at 5:00 PM via Zoom. The agenda includes approval of the September 22, 2026 draft minutes and discussion of standing topics: the FY27/FY28 budget, treasurer report, community engagement project, and the JHRC Strategic Plan 2026-2027. Members will also discuss a townhall, celebrating Black History Month 2027, personal safety training, and collaboration with the Systemic Racism Review Committee. The JHRC Annual Report is scheduled for the November Assembly Human Resources Committee agenda, and Resolution 4043 on increased JHRC engagement in boards, commissions, and committees is tentatively scheduled for the November Assembly Committee of the Whole work session.
