The Douglas Advisory Board was originally created as the Douglas Service Area Advisory Board in 1970 when the
City of Douglas unified with the City of Juneau and the Greater Juneau Borough to become the City and Borough of
Juneau. In 2007 the Assembly adopted Resolution 2331 which repealed the previous governing legislation for the
board and recreated it as the Douglas Advisory Board giving it new focus to encompass issues related to all of Douglas
Island rather than that portion of the island previously covered by the Douglas Service Area.

Per Ordinance 2025-16, the Historic Resources Advisory Committee (HRAC) shall consist of

A. Airport 101 Board Orientation
Staff developed an Airport 101 presentation covering JNU’s governance, finances,
operations, capital program, and the roles of the FAA and TSA. Because a full presentation
would require substantial meeting time, the material will be introduced and provided to
Board members as a self-guided orientation and ongoing reference resource.
B. Airport Movement Area Remarking Contract Award
On July 22, 2026, JNU received one bid for the Airport Movement Area Remarking term
contract from Specialized Pavement Marking (SPM). SPM submitted an annual bid of
$302,489.50 for the anticipated remarking work. The contract provides for an initial 2026
term followed by three annual renewal periods through 2029.
Board Action: Approve award of the Airport Movement Area Remarking term contract to

1. Elect Chair of Workgroup: Deborah Craig is nominating John Brett.
2. Purpose of Workgroup: develop the JCOA Resource Table for November's AARP
Caregivers Conference. Our table will highlight JCOA's work including a Housing
component that provides attendees with information for an Age-Friendly Home
AND resources in town, such as contractors, CBJ ADU grants, and grants for home
renovation. Our base document will be the AARP Home Fit Guide. I hope to also
highlight T&H's project to build age-friendly homes on Douglas (Laura!!).
3. Our first task is to reach out to Juneau Contractors and determine who can assist
with Age-Friendly Home Renovations. We will contact local contractors, explain Age-
Friendly Reno's using the Home Fit Guide — I have copies for all of you and to share
with contractors. For everyone who approaches the table, we will have Home Fit
