Members of the public are invited to participate in City Council meetings either in person or
remotely using the City’s online public comment platform located on the City’s website and
instructions are included on the agenda. Meeting agendas and staff reports are available at
www.cityofredding.gov and in the Public View binder located on the podium on the north side of
the Chambers.
Pursuant to Senate Bill 707, effective July 1, 2026, public participation instructions have been
updated as noted below.
Public comments may be provided on Non-Agendized Public Comment, Consent Calendar,
and Regular Agenda items. Speakers may register in advance through the City’s Public
Comment Registration Portal or submit a request to speak in person at the meeting. Each speaker
is allotted up to a maximum of three minutes.
In-Person Participation

PM-2025-00991, by EP2 Redding Oasis, LLC. The amendment application seeks to
amend Use Permit UP-23-02 to allow for the construction of a commercial center,
including hotels, restaurants, drive-throughs, retail, and a gas station. The parcel
map application seeks to reconfigure the 36.5-acre site into nine (9) parcels while
also relocating Twin View Boulevard. The proposed amendment and parcel map are
for properties located at 2415, 2427, 2439, 2451, 2460, 2463, 2475, and 2503 Twin
View Boulevard, and 5840 and 5850 Oasis Road in an “RC-SP” Regional
Commercial, Specific Plan Overlay District.
Recommendation:
Conduct a public hearing and, upon conclusion, determine the necessary findings

The meeting was called to order at 6:03 p.m. by Mayor Mike Littau with the following Council
Members present: Tenessa Audette, Dr. Paul Dhanuka, Jack Munns, and Erin Resner.
Also present: Interim City Attorney Mary Anne Wagner, Interim City Manager/Public Works
Director Michael Webb, City Clerk Sharlene Tipton and Executive Assistant II Erin Barnhart.
The Pledge of Allegiance was led by Mayor Littau.
Mayor Littau acknowledged the passing of City Manager William Tarbox and expressed
condolences on behalf of the City Council, City staff, and community to Mr. Tarbox’s family,
friends, and colleagues. The Mayor recognized Mr. Tarbox’s dedicated service to the City of
Redding and invited those in attendance to observe a moment of silence in his honor.
The Invocation was provided by Reverend Colin Duffy, Redding Nazarene Church.
PUBLIC COMMENT
Tiffney Ottoboni, co-director of the Lake Redding Regatta, provided a historical overview of the
Redding Regatta and invited everyone to attend the event to be held August 1-2, 2026, at Lake
Redding Park.
Chris Begley, Michael Rychard, and Kim Malson, opined their opposition to the proposed Shasta
County Alternative Custody Campus on City of Redding-owned property located at 7251 Eastside
