All right, thank you, everyone. Madam Clerk, would you please do the roll call? Yes, Mr. Mayor, let the record reflect that all counsel is present. Okay, Ms. Hall-Barlow, do you have a closed session report? Thank you, Mr. Mayor. There was discussion on the items on the agenda, but no reportable action was taken. All right. Order, everybody. Now I call the meeting to order. It's the regular meeting of the City Council and Housing Authority of Tuesday, September 15, 2026. Now, please join me in standing, and we're going to sing the national anthem together as they play a video and then say the Pledge of Allegiance together. Ready, begin. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation, under God, indivisible, with liberty and justice for all. Well, I just want to say that was about the best timing and pitch that I've heard from a group, an audience this year, so congratulations. Okay, so now is the time for our moment of solemn expression, led by Pastor Christine Nelf from the Redemption Church. We're always happy to have her. Pastor, you have the floor. Thank you. Good evening. Hello, Council. Hello to my neighbors, Costa Mesa neighbors. Tonight, I'd like to make an invitation to all of us, particularly to the Council, as you step into this meeting, to surrender our burdens and worries. I'm going to read from Jesus' most famous passage, well, his most famous sermon in Matthew 6. Do not store up for yourselves their, excuse me, 620. Therefore, I tell you, do not worry about your life, what you will eat or drink, or about your body, what you will wear. Is not life more than food and the body more than clothes? Look at the birds of the air. They do not sow or reap or store away in barns, and yet your heavenly Father feed …

Good evening, everyone. I now call to order the regular meeting of the City Council and Housing Authority for Tuesday, September 1st, 2026. Now, please join me in standing, and we're all going to sing as a video plays the National Anthem, and then stay standing, and we'll say the Pledge of Allegiance together. Okay, now we'll do the Pledge of Allegiance. Ready, begin. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Well, that's good. I mean, the timing was a little off, but we generally did a pretty good job. So, you know, especially for the benefit of our young athletes and our students, it's good to know the words to the national anthem. The National Anthem, of course, the Pledge of Allegiance. Yesterday, I was at an event, and a woman got up and spoke, sung the National Anthem, and she had a beautiful voice, but she messed up the words like five times. So, get those words right. It's a story. The National Anthem is a story. If you just remember the story, usually you get the words wrong. But, you know, everybody's so nervous, so I get it. So, I'll tell you one person, you know, who's not nervous. He's never nervous. And that's Pastor Phil Eiskens from the Lighthouse Church. One of our good friends here, and he's going to do the moment of solemn expression. Pastor Phil, you have the floor. It seems like I was just here, but I always appreciate the …

I'm here as a community member with deep concern for the Tennis Center's current state and the diminishing community engagement with what is a very unique and special place. As background, I'm a local resident. My home is less than a mile away. In fact, I walk my dogs every night at the Costa Mesa Boys and Girls Club Park …

Good afternoon everyone. I am now calling to order the meeting regular meeting of City Council and housing authority of Tuesday August 4th 2026. May you please join me in standing and singing the Pledge of Allegiance. Oh the video? My scripture you're wrong I love it. Oh say can you see by the dawn's early light? What so proudly we hailed at the twilight's last gleaming? Whose broad stripes and bright stars through the perilous fight? O'er the ramparts we watched were so gallantly streaming? And the rocket's red glare? The bombs bursting in air? Gave proof through the night that our flag was still there? Oh say does that star-spangled banner yet wave O'er the land of the free and the home of the brave? Oh great America America America Home Please remain standing. I pledge allegiance to the flag of the United States of America and to the republic for which it stands one nation under God indivisible with liberty and justice for all. Thank you everyone. Now it is time for a moment of solemn expression led by Calvary Chapel Dave Mann, Pastor Emeritus. Pastor the floor is yours. Thank you. God we come before you again this evening and we lift up our council, our mayor in Africa. Lord we pray you'll keep them safe and help them to return home with us and we pray for this evening's business matters and decisions that are before us. Guide us and direct us Lord in our conversations. We pray also Lord for our city, all of our officials and staff, our police department. We lift up the c …
