Expenditures tracking well across categories with the fiscal year ending. Josh
detailed the available financials. Josh also pointed out where Finance moved budget
from Materials & Services to Personnel Services with the blessing of the City
Council recently to cover part time employee expenses.
STAFF UPDATE
Ken updated the TAC on our ongoing Beach Towel Tuesdays promo at the Welcome
Center and our Fourth of July Communications Toolkit for lodging partners. He
also touched on Sunday operations and recent visitor interactions.
STATS

Council to consider exempting HVAC project from competitive bidding

REGULAR MEETING OF THE TOURISM ADVISORY COMMITTEE Minutes / April 15, 2026, at Seaside City Hall / 2 p.m. Members Present: Linda Wyss, Keith Chandler, Kristine Poole, Sadie Mercer Members Absent: Ruth Swenson City Council Liaison Present: None Staff Present: Josh Heineman, Ken Heman Guest Present: Jennifer Leroux, Michelle Tennent MINUTES APPROVAL Minutes from March 2026 were reviewed. Motion to approve by Keith, seconded by Kristine. All in favor. FINANCIAL REVIEW Expenditures tracking well year-to-date across categories. STAFF UPDATE Ken reported on a successful recent presentation to Holiday Inn hotel staff and upcoming presentations scheduled for Kathryn Inn and Best Western staff covering resources available in the annual travel guide. STATS March tourism stats were reviewed. Welcome Center foot traffic was down 14.9 percent, phone volume was even, and web use continues to be up. Leads for guide orders have been higher quality this year with more direct mail-order guides going out than last year. However, overall distribution around the region and town have been lower. The Seaside City Council unanimously approved several utility rate adjustments and adopted multiple ordinances and resolutions. Key decisions include a 3% Recology rate increase for residential trash service, new water access and consumption charges, and higher sewer service user rates. The council also extended the Downtown Maintenance District assessment and changed how business license fee revenue is distributed. All votes were 5-0.

The Seaside Library Board unanimously approved the April meeting minutes and voted to send a completed Board Role Review document to Spencer. The board also discussed a priority revision of the Behavior Policy, including removing a no-sleeping rule and debating restrictions on adults in children's areas, but took no final vote. Program and operational updates were presented, including strong attendance for an artist talk and concerns about bookstore inventory.
