Chairman Love called the meeting to order at 6:00pm. He noted there was no one to speak under
Privilege of the Floor and asked if anyone had questions about the minutes for the previous meeting.
On a motion made by Mr. Monti, seconded by Ms. Doyle, the minutes for August 12, 2026 were
unanimously approved.
The most recently updated draft of the Code of Conduct was then reviewed by the Committee, and
the following revisions were made:
Page 2. Section 2
“Covered Persons shall also comply with Fewn-Pelicy PRO-0001{(Credit Card Peliey) and
anyother duly adepted-all Town policies applicable to their service.”
Page 3. Section 4q
“Failure to abide by the provisions of Fowa-Pelicey-PRO-0001-Credit-CardPoliey any duly
adopted Town policy.
Page 3. Section SA
Eliminate #10 and its four bullet points.
Additionally, Mr. Monti was assigned to add Section 17 that would empower the Board of
Selectmen to revise this code as it determines is necessary, and Mr. O’Connor volunteered to
confirm the accuracy of citations included in the document, particularly references to the CT
General Statutes.

The meeting was called to order by Chair Burt Stevens at 4:30 p.m. The Chair asked First
Selectman Paul Zulpa to record the meeting and provide our Town Clerk with an audio
recording of the meeting.

Members present were Michael Giordano, Christina Zausner, Henrik Kjaer, David Snieckus, Tom Malloy
and Gary O’Connor. In addition,1st Selectman Paul Zulpa and Selectman Richard Coates were in
attendance.
There was a brief review and discussion of the July meeting minutes when the meetings were approved.
There was no public comment at this month’s meeting.
There was a discussion regarding currently identified blighted properties in town and their status. The
committee was informed by Giordano that one of the properties was currently on sale for $600,000 with
no updates on interest. It was also reported that a second property identified as blighted was rumored to
be coming up for potential sale, in both case good news. A third property (gas station property) there were
no updates on where that property stood in any regard. Overall, the committee viewed these as positive
developments as in 2 of the cases the situation may resolve itself without any ordinance or enforcement
of such potential ordinance.
The committee then discussed the potential blight itself on how best to make the ordinance effective in its
result while at the same time makingit palatable to the residents of Woodbury. It was mentioned on how
neither the BEDC committee nor the selectmen …

Chairman Love called the meeting to order at 6:15 pm.
There was no one to speak under privilege of the floor.
On a motion by Mr. Monti seconded by Mr. O’Connor, the minutes of the July 30 meeting were
unanimously approved.
Chairman Love indicated his desire to develop a submission to the Board of Selectmen as soon as
possible. He and Mr. Monti agreed that it would be helpful to integrate the material that had
been submitted by Committee members into one comprehensive document for review by the
Committee.
Mr. O’Connor said he had created such a document by copying/pasting, editing, and expanding
documents submitted by other Committee members in accordance with the outline the
Committee had adopted.
Copies of the document were distributed, and the remainder of the meeting centered on Mr.
O'Connor leading the Committee through the sections of the document with questions and
comments from Chairman Love, Mr. Monti, and Mr. Lagasse.
It was agreed that Mr. O’Connor would transmit a Word version of the document to each member
for review and editing suggestions. Those suggestions would be shared with all members prior

Chairman Love called the meeting to order at 6:00pm and noted there was no one from the
public wishing to address the Committee. On a motion by K. Doyle, seconded by S. Love, the
minutes of the July 16 meeting were approved unanimously.
Chairman Love called on individual members to report on their assignments from the June 16
meeting. K. Doyle began by citing several towns that reference rules for Social Media under the
more general heading of Technology which also includes a variety of other topics such as e-mail,
use of Town computers, and use of personal flash drives. R. Lagasse noted that Woodbury has a
public use flash drive regulation and that new employees are advised of the Town’s social media
policy. K. Doyle concluded that rules for technology use need not be part of a code of conduct;
rather the Town should develop a policy that includes use of all aspects of technology including
social media that would apply to staff and board members and would be referenced in the code
of conduct as with the P-Card policy. It was agreed that such a recommendation would be part
of the Committee’s final report to the BoS and that a Technology policy could be developed by

member of the ad hoc Technical Committee which the First Selectman did, after which Bill
signed an NDA which he submitted to the Chair.

issues for which he was seeking the committee’s assistance:

addition, 1st Selectman Paul Zulpa and Selectman Karen Reddington Hughes and were in attendance.
There was a brief review and discussion of the June meeting minutes when the meetings were approved.
Kathy Doyle was present and provided public comments during the meeting . She mentioned that the
discussion of the Farmers Market was a good but needed to be pursued several months prior to the
summer season . Giordano mentioned that the discussion and pursuit of a Farmers Market had been a
ongoing process for several months but a big stumbling block was we could notdefine a area or day of the
week for any of the potential groups spoken to. Jock Lawrason mentioned that going forward we should
pursue a small group to get the project off the ground which all agreed was a good idea. Giordano then
mentioned part of the problem was who was going to oversee this for Woodbury and that it was a
suggestion by the BEDC but it would be difficult to make it their responsibility to oversee and run.
Henrik Kjaer a realtor for Keller Williams and the BEDC’s newest member then did a presentation on real
estate in Woodbury and in the surrounding towns and its impact on the …

Also Present: First Selectman Paul Zulpa, Director of Personnel Ray Lagasse
First Selectman Zulpa called the meeting to order at 4:12pm. He introduced all at the table and reviewed the charge
of the Committee. He then called for nominations for Committee offices.
Bill Monti nominated Stan Love as Chairman, and the nomination was enthusiastically seconded in unison by Ms.
Doyle and Mr. O’Connor. There were no other nominations, and Mr. Love was declared Chairman. He nominated
Mr. Monti to be Secretary of the Committee, and there was unanimous approval.
Chairman Love asked the First Selectman to discuss the charge of the Committee in more detail. Mr. Zulpa began
by making the distinction between ethics (what you should be doing) and conduct (how you should be doing it). The
former is in Chapter IX of the Charter, and the latter is the main purpose of the Committee. Areas of concentration
should be interactions of staff and board members with the public and with each other stressing mutual respect and
appropriate language. A secondary goal should be updating of the Guide to Serving on Boards and Commissions.

CALL TO ORDER
The meeting was called to order at 6:01 p.m. by Chairman W. Geddes.
MINUTES
Motion was made to approve the minutes of May 19, 2026 as amended by |. Budzynski and seconded by
M. Calvi-Rogers. Chairman Geddes had one correction. Under Arts & Culture Organization List Review,
remove M. Russell as an attendee. Unanimous approval.
PUBLIC COMMENT
Christina Zausner spoke about the BEDC effort to develop a ‘live/work/play website’ promoting the
Town of Woodbury. The website would promote arts, culture, small businesses and events. The site
would be separate from the Town but would have a direct link to the Town website. She is looking for
grants to fund this effort.

COMMUNITY SURVEY RESULTS
Committee members had a general discussion about the survey responses. Members were asked to

Chair Stevens introduced his business partner, Rick Wilson and suggested that they were
willing to donate their produce to the Town if the Town felt they could utilize the product. As
he did not want to overly influence the members, he recused himself and turned the meeting
over to FS Zulpa then left the room until the presentation was completed.

Members present were Michael Giordano, Christina Zausner, Henrik Kjaer and Gary O’Connor. In
addition, 1stSelectman Paul Zulpa , Selectman Richard Coates, Selectman Karen Reddington Hughes and
Michelle McCabe (Ct. Main street) were in attendance.
Chairman Gioirdano welcomed our newest BEDC member Henrik Kjaer at which point Henrik said as a
local realtor he was appreciative of the committee and becoming a member of it. 1* Selectman Paul Zulpa
then took that opportunity to swear in Henrik making his appointment official, welcome aboard Henrik.
Giordano then introduced Michelle McCabe from Main Street, Ct. Center to the committee, thanked her
for attending and asked her to make her presentation. Michelle spoke about their organization and how
they try to help create a thriving Main street/downtown in communities just like Woodbury. Main st. Ct. at
their core helps develop at the local level key stakeholders (town employees, business owners and
community volunteers to help create a vibrant and attractive Main st./downtown. They have built their
program on 4 transformative pillars; Economic Vitality, Design, Promotion and organization. Economic
Vitality focuses on creating a diverse economic base showing tools available for new and existing

✓ Decided: Conservation Commission hears $114K tree grant plan, approves May minutes
The Woodbury Conservation Commission approved the May 5, 2026 meeting minutes (5-0) and received updates on several projects. The Shade Tree & Sidewalk Committee reported receiving a $114,000 federal grant to plant 100 trees in the Route 6 and 64 MS4 aquifer area, with planting sessions scheduled through fall 2027. survey for review by the full committee. The goal is to collect information about the organization, their
events and activities for the development of a master calendar.

Call to Order:
The meeting was called to order by Chair Burt Stevens at 4:30 p.m.
Attendance:
Present: Chair Burt Stevens, Tom Benedetto, Brian Flanagan, Woodbury CFO Nyree Pieck,
Ron Soltis, and First Selectman Paul Zulpa.
Absent: Bill Hayden.
Guests: Kathy Doyle, and from Vancord: Jeff Grande, Lou Ardolino, VP Client Success &
Dan Kaupp, VP Service Delivery
Welcome
Chairman Stevens welcomed new member, Ron Soltis to the Committee. He also welcomed
the Guests to this committee meeting and conveyed that they were welcome to participate in
all conversations other than voting.
Approval of Minutes
Minutes of the April 21, 2026 meeting were presented for approval and were approved
unanimously.

Chair Stevens discussed that several issues that should probably remain confidential could
come before the Committee and, as such, distributed Non-Disclosure Agreements (NDAs)

and, if they agreed, their signature agreeing to not disclose information deemed confidential.

1. Call-to-Order at 7:05 pm Motion by Chairman Giordano, Second by Christina Zausner
Members present were Michael Giordano, Christina Zausner, Jock Lawrason, Tom Malloy and Gary
O'Connor. In addition, 1st Selectman Paul Zulpa and Selectman Richard Coates were in attendance. We
also had Henrik Kjaer attend our meeting from the public.
Henrich KJaer introduced himself as a realtor from Keller Williams who was very interested in learning
about the BEDC and would potentially be interested in joining the committee.
Chairman Giordano called the meeting to order at 7:08 and the 1* order of business was to approve the
minutes from the April meeting which was done. Giordano reiterated that the committee has 3 distinct
areas of focus ; Blighted properties on Main st., Business Advocacy and Town marketing and each area
would be reported on by the committee members focusing on those areas.
Blighted Properties was reported on by Giordano and Gary O’Connor. O’Connor felt it was very
necessary to define the area in which the potential Blight ordinance would be focused on. After a spirited
conversation it was felt the best area to focus on was Main street. O’Connor explained after his legal
investigation it was ok in the state of Connecticut to focus on a specific area of a town as opposed to the
entire town if there was a reason. In this case it …

Also in attendance: Selectman Paul Zulpa, Selectman Richard Coates, Andrew Sherman.
Janet Morgan called the meeting to order at 7:02pm.
The Woodbury Grant Committee reviewed state funding updates, infrastructure projects,
and departmental grant statuses.
State Funding: Woodbury received a $250,000 one-time ECS grant and a $27,000
supplemental grant. While labeled "one-time," the language suggests these may be
renewable based on OPM reporting.
Pequot Grant: Mr. Monti reported it has not been restored yet and may not happen
this year, but it is not a dead issue. He will continue to follow this issue.
Opioid Settlement Allocation: Funds have been approved and the purchase of a
LifePak 35 for the ambulance, nine AEDs for police and town buildings, and a
payment on a five-year contract for police tasers has be placed.
Infrastructure Priorities: The Town held a strategic brainstorming session and
ranked Public Works (building and equipment) as the top priority, followed by road
repairs. Preliminary estimates for a new Public Works building range from $13M to
$20M. The overall ranking of projects throughout the entire town will help the
committee in looking for grants for future projects.

Arthur initiated the conversation of Version 7.1 of the Committee’s Action Plan and Version 7 of the
Timeline. Significant discussion ensued: Phase 1 is complete. However, upon review, it is Burt’s
suggestion that bullet 4 under Agenda Items in Phase 1 be removed from the Action Plan.
