At 6:00 p.m. the meeting was called to order by Chairman Brett Muccino, and the Pledge of
Allegiance was recited.

The members present were Brett Muccino, Anthony Marino, Kelly Mazza, Lionel Brault, James
Natale and Larry Desmarais. Member who was absent was Darlene Gelinas. Also present was
Angela Serrano, Secretary, AJ Mastrofrancesco and Bob Thomas from American Legion.
. Approval of Meeting Minutes:
A MOTION was made by Kelly Mazza and seconded by Anthony Marino to APPROVE the
Minutes of the May 27, 2026 meeting with revision to the Post University and Frank Monteiro
donation for a total of $1,000. The Motion carried unanimously.
. Correspondence:
Commission Secretary Angela Serrano received the following correspondence:
1. A thank you letter from Joseph Brenes, recipient of the Rear Admiral Kevin Delaney
Memorial Scholarship;
2. Aninvoice from the Wolcott Community News for a full-page ad in the August newspaper;

Chairman Muccino mentioned he was not able to attend the Scholarship Awards night. He
thanked Kelly Mazza for attending and presenting the scholarship for the commission.

Tansley, dated June 11, 2026, and a copy of the updated text amendment was received from Attorney
Olson (attached).
Chairman Mastrofrancesco read the public hearing script into the record,
Attorney Peter Olson came forward and presented the changes for the proposed text amendment.
Chairman Mastrofrancesco asked how this text amendment will benefit the Town. Attorney Olson
replied that the benefit to the Town is better developments when a multifamily is proposed. Attorney
Olson said it benefits them (the applicants), which is why they are here, but it will also allow the

The Town Council unanimously approved a $560,212.86 contract with Highway Rehabilitation Corp. for heater scarification of asphalt pavement on four roads, and unanimously approved Resolution #494 for a $140,000 Long Island Ecosystems Grant. The council also unanimously approved the reappointment of Linda Fercodini to the Board of Ethics and tabled a proposal to name a walking-trail bridge after Michael Santogatta. ✓ Decided: ZBA denies 12-foot addition variance at 12 Petrie Road (3-1)
The Wolcott Zoning Board of Appeals held a public hearing and voted on Appeal #1983 by Hilary Stanchfield for a variance to add a 12-foot addition to the back and a 16-foot addition to the right side of the house at 12 Petrie Road. The board denied the variance in a 3-1 roll call vote, with Joseph Silva voting no and Anthony Lombardi, Ken Barnes, and James Treanor voting yes. The denial was based on the board's decision that the hardship was not sufficient under the Stillman v. Zoning Board of Appeals standard.

Chairman Barnes called the Public Hearing to order at 6:00 p.m. Attendance was
taken; a quorum was present.

Chairman Barnes notified the applicant that they only had 4 board members present
and he gave the applicant an opportunity to table this appeal till next month and
hopefully they will have 5 members and that time. Mr. Stanchfield replied that he would
like to move forward tonight with the hearing.
Mr. Lombardi inquired if he had explored any other options to add square footage to the
house. Mr. Stanchfield explained he thought about going up but due to his injuries from
his time in the military stairs would not be a good option. He cannot go to the east side
because the property line is too close and going back any more than 12' is not an option
due to the septic system and the leach fields.

She stated it was a lot of fun, and the individuals really enjoyed it. She also needs
to send a thank you note to Mark Bove for the use of the trailer.
Dance
She informed the commission members that on June 19th from 6:00 – 8:00 p.m.
they will be holding a sock hop dance and having ice cream, she thinks they will
need to buy some.

✓ Decided: Commission accepts RSK Realty application to add buildings at Lyman Oaks
The Inland Wetlands and Watercourses Commission unanimously voted to accept for review an application from RSK Realty Inc. to add two buildings to the existing age-restricted Lyman Oaks development at 86 Potuccos Ring Road. The proposal includes filling about 1,600 square feet of wetlands and creating 2,000 square feet of new wetlands elsewhere on the site. properties in the Town, but the development of 210 Munson Road by RLP Associates (Lou Mazzeo

Chaitman Sean Hughes called the meeting to order at 7:00 p.m. with the Pledge of
Allegiance. A moment of silence was observed in remembrance of the troops who never
teturned home in honor of Memorial Day. Attendance was taken; a quorum was present.
MEMBERS PRESENT: Chairman Sean Hughes, Vice-Chairman Joseph Skerritt, Charles
Nappi, Cory Lagasse, Michael Macaty, Rachel Wisler, Maggie Gugliotti, Terri Sheehan &
Anthony Guertera
MEMBERS ABSENT: None
ALSO PRESENT: Mayor Thomas Dunn, Municipal Finance Officer Susan Hale, Chief
of Police Edward Stephens, Deputy Chief Sara Carrillo & Town Attorney Michael
