Moab adopts daytime irrigation restrictions to conserve water
The Moab City Council passed Ordinance 2026-15 to repeal and replace Section 13.20.030 of the Moab Municipal Code. The new rules establish daytime irrigation restrictions to protect the culinary water system during drought conditions. The ordinance takes effect on August 10, 2026.
- Prohibits operation of landscape sprinkler irrigation systems between 10:00 a.m. and 6:00 p.m.
- Exempts drip irrigation, subsurface irrigation, bubblers, watering cans, and tree watering bags
- Allows a 30-day exemption for newly installed seed, trees, shrubs, or sod

The following findings describe the reasons for this ordinance and explain its purpose:
a. On May 21, 2026, Spencer J. Cox, Governor of the State of Utah, issued Executive Order 2026-02, declaring a state of emergency throughout Utah due to ongoing and persistent drought conditions.
b. In Executive Order 2026-02, Governor Cox recommended that impacted cities should consider 'taking other steps to promote water conservation for the upcoming irrigation season in order to protect drinking water supplies.'
c. The City of Moab owns and operates a municipal culinary water system that supports the protection of public health, safety, and welfare.

AN ORDINANCE OF THE CITY COUNCIL OF MOAB AMENDING MOAB MUNICIPAL
CODE, TITLE 17, CHAPTER 17.30 NEIGHBORHOOD COMMERCIAL ZONE, SECTION
17.30.020 PERMITTED USES AND REGULATIONS, TO INCLUDE MEDICAL CLINIC AS
A PERMITTED USE.
WHEREAS, the following findings describe the intent and purpose of this ordinance:
a. The City has enacted Title 17 Zoning, of the Moab Municipal Code (MMC), that governs
land use and development regulations within the City Limits, and from time to time the City
undertakes revisions of Title 17 to improve the quality and consistency of land development
regulations; and
b. Any person having a proprietary interest in any real property may submit an application for a
zoning map amendment or a zoning text amendment to the Land Use Code; and
c. The City received an application to amend code sections 17.30.020 to add Medical Clinic to
