RESOLUTION 26-08 THE THOROUGHFARE PLAN:
A resolution to adopt the proposed Thoroughfare Plan, making it a part of the Comprehensive Plan for Tippecanoe County to replace the existing Thoroughfare Plan from 1981.
UZO AMENDMENTS
UZO AMENDMENT 127 THOROUGHFARE PLAN UPDATE RECONCILIATION:
This amendment, and a similar amendment to the Unified Subdivision Ordinance (Amendment 15 below), are necessary so that terminology used in the new Thoroughfare Plan will be the same as our ordinances.
UZO AMENDMENT 129 LARGE DATA CENTERS:
This amendment, regarding data centers and large data centers, replaces the previous amendment which will sunset in November.

County Council to consider income tax rate change and bond issuance
The Tippecanoe County Council will hold its regular meeting on August 11, 2026, with first readings of an ordinance modifying local income tax rates and another authorizing taxable economic development revenue bonds. The council will also consider numerous fund transfers, additional appropriations, and amended salary statements, including a $419,594 appropriation for the Prosecutor's office and a $215,000 appropriation for economic development machinery. Budget hearings are scheduled to begin later in August.

RDC approves Northwest Economic Development Area and pledges Millbrook Phase 1 tax revenues
The Tippecanoe County Redevelopment Commission will vote on a confirmatory resolution designating the Northwest Economic Development Area and its allocation areas. The body will also vote to pledge tax increment revenues from the Reserve at Millbrook Phase 1 Allocation Area. The Board of Commissioners approved a rezone of 7.726 acres from NB to R1B for the Greenridge subdivision, part of a larger 372-lot single-family development. FAIRFIELD TOWNSHIP RELIEF APPEAL HEARING: NICOLE LEE VS. FAIRFIELD
TOWNSHIP TRUSTEE
County Attorney Doug Masson presented the appeal process by stating that the purpose of
the meeting was to hear an appeal of the Fairfield Township Trustee’s decision in the case of
Nicole Lee. Both the Township and Petitioner can provide testimony. Commissioners can ask
clarifying questions and have five days to render a decision. He stated that housing
assistance in the amount of $825 was declined by the Township based on income thresholds
for one adult household of $1,956, with additional financial findings. He then asked Ms. Lee to
explain her situation.
Ms. Lee stated that the income amount of $1,956 was from mid-May to mid-June. She
explained that she had been caring for minor family members since January 2026, resulting in
excess costs, while her working hours for a transportation company were reduced due …

President Hamilton called the meeting to order and led the Pledge of Allegiance.
Auditor’s Financial Report- Jennifer Weston
Auditor Weston stated she adjusted the Miscellaneous Revenue for the amount of $655,000 extra LIT
Supplemental that was received in late May, resulting in the General Fund Beginning Net Balance of
$1,602,575. Appropriations granted to date totals $797,705, with appropriation requests this month in
the amount of $930,836; the balance available for appropriation is $2,399,057.
Auditor Weston reminded that County budgets are due Friday, July 17 and budget books would be
completed July 27.
Treasurer’s Report- Yadira Salazar
The month of June ended with a balance of $197,090,068.49. The weighted average interest rate of
3.77% earned the County $983,956.31 in total interest for the month of June. The year-to-date interest
earnings were over $4.04M and the General Fund received $2.46M year-to-date, representing about
61% of all interest earned across County funds.

Committee amends transportation plan to shift CityBus funds to bus purchases
The Technical Transportation Committee met to review INDOT access permits and amend the FY 2026-2030 Transportation Improvement Program (TIP). The committee approved a funding reallocation for CityBus to purchase new buses instead of building sidewalks, as federal rules changed. They also approved a $324,113 funding trade with the Columbus MPO for the County Road 600N/50W project.

hundred feet therefrom. Street B intersects Street C with a curved radius that matches the
appropriate offset off the McCarty lane right-of-way. The intersection does not meet the
one-hundred-foot rule. However, the current design of the intersection does not impact
sight distances and will be a stop-controlled intersection.
2. Section 5.3.2.a (Table 1): Minimum paverent wath for a local, residential road shall be 26’.
Streets C & D will both have a mid-block pedestrian crossing, which will reduce the
