a burn permit was needed. Chief Vlietstra explained that he emailed Cook County and has not heard back but he started
an online application that required an IEPA permit number. Chief Vlietstra stated that he was familiar with the IEPA
process and then searched the Cook County municipal code for open burning and found under section 30-385 and stated

lease agreement but needs direction from the board on the terms of the lease. Mayor Matthews asked Clerk Linan
to explain. Clerk Linan stated that the Clear Channel billboard company reached out for follow up on lease terms.
She explained that the lease is for rent of a billboard sign located on village owned property. Clerk Linan explained
that this item was brought to village board in February 2026, but no lease was drafted. Clerk Linan provided the

Matthews stated that this special use permit is before this board for discussion prior to going to the Zoning Board
for a recommendation. Mayor Matthews asked Robert Haddad to step forward to explain. Robert Haddad
explained that they want to park 8 semi-trailers in the fenced area at 18 East Sauk Trail. He stated that getting a
license for what is being stored at this location is the only pending item in litigation. Discussion ensued amongst
the board regarding what is stored in trailers, if vehicles will be stored, 100% clean up the property, litigation
pending, and dumping garbage in lot. …

Mayor Matthews presented the resolution and made a statement for the record. Mayor Matthews reached out to State
Rep. Anthony Deluca and asked him to speak with Chicago Heights Mayor Dave Gonzalez regarding opting out of the
next South Chicago heights election. Mayor Gonzalez stated that he would not be involved unless Mayor Matthews gave
him good reason. Mayor Matthews stated that if the board approves this contract and Mayor Dave Gonzalez gets
involved in our elections, it would be unethical for his firm to complete our FY 2025 Audit. Trustee Diederich motioned to

summarized the business license application that was submitted for a Smoke Shop called Society LLC Cigar
Lounge. The owner was supposed to be present but was not. Mayor Matthews read the hours of operations and
Lisa Estock explained that he wanted Bring your Own Booze. Attorney Welch explained that our community has
passed ordinances that set the regulations for this type of business and that his firm has done research on this in

Regular meeting was held on Monday, May 4, 2026, at the Village Hall, 3317 Chicago Road, South Chicago
Heights, Illinois. Mayor Matthews called the meeting to order at 7:01 p.m. Mayor Matthews apologized for
being late and requested Clerk Linan to calli roll and the Pledge of Allegiance followed.

April 20, 2026. Trustee Marrufo motioned to approve the Regular meeting minutes of April 20, 2026, seconded
by Trustee Stanton. There being no further discussion, the roll call vote being:
Ayes: Trustee Bosco, Trustee Marrufo, Trustee Stanton, Trustee Crudup, and Trustee Diederich.
Nays: None.
Abstain: None.
Absent: Trustee Ross.
