Town Council
Salem property values rise 25-53% in 5-year revaluation
The Town Council is reviewing the 2026 town-wide revaluation, which updates property assessments to reflect market conditions from April 2021 to April 2026. This process is required by state law to ensure uniform taxation and does not change the total tax revenue collected, as the tax rate will be adjusted to match the new values. The agenda includes an update on the revaluation status and a list of upcoming meetings.
- Single-family home values increased by 51% on average
- Multi-family (2-3 family) values increased by 49%
- Residential condo values increased by 52%
- Manufactured housing values increased by 53%
- Commercial property values increased by 25%

Town Council Meeting- August 17, 2026
•
The process of assessing all property to reflect the current market as
of a certain date
•
Mass Appraisal: Value groups of property, using common data,
standardized methods and statistical testing
•
The last time this was done was 2021
•
Values that have been used for taxation purposes have reflected
market conditions as of April 1, 2021
•
The revaluation this year accounts for the market as of April 1, 2026.
It’s not a change over 1 year… it’s the difference over 5 years
2
What is a Revaluation?
•
Meets State requirement of 5-year revaluation (RSA 75-8-a)
•
Required to assess property at its full market value (RSA 75-1)
•
Corrects disproportionate taxation. New Hampshire law requires that every
property within a municipality be assessed at the same uniform
percentage of value
•
When assessment equity exists, it ensures the tax burden is distributed
equally and fairly among all taxpayers as it relates to market value
•
Public process and transparency
