Commissioner Sparacino presented Ms. Tenney with her certificate and thanked her for her service to the
County. Commissioner Roberts congratulated Ms. Tenney on being the Employee of the Month and
thanked her for making the County a better place to live. Mr. Green said that Ms. Tenney has proven to be
a reliable, high-level employee and noted that the support staff are the real heroes behind the scenes.
He expressed his appreciation for everything Ms. Tenney does for the District Attorney’s Office.

Commissioner Dyer welcomed Ms. Becky Foster to the meeting and thanked her for accepting the award
on behalf of the Senior Health Insurance Benefits Assistance (SHIBA) volunteers. He read about the many
ways in which the SHIBA Program, through the Community Volunteer Network (CVN), has been an asset
to the community. Commissioner Sparacino presented the award to Ms. Foster and thanked the SHIBA
volunteers for their service to Jackson County residents. Commissioner Roberts expressed her appreciation
for SHIBA’s decades of service to the community and the outstanding guidance they provide to the senior
population. Ms. Cassie Rose, Executive Director, CVN, thanked the Board and praised SHIBA volunteers

Section of the Wastewater Division of Public Works. He confirmed that both facilities voluntarily
collect samples and test for circulating illnesses in the interest of public health. He said that the
facilities are not required to perform the service and do not receive compensation for it. The Board
agreed to move forward with scheduling the special recognition at a future Board meeting.

Pursuant to the Codified Ordinances of Jackson County, Section 213.06, members of the public may address
any item not on the agenda. However, pursuant to ORS 192.640, the Board of Commissioners is prohibited
from discussing a principal subject that is not on the agenda. Therefore, the Board of Commissioners will
listen to your concerns and may consider the matter you raise by asking staff to follow up on any questions

July 15, 2026, at 9:31 a.m. in the Courthouse Auditorium and by audio/videoconference. Those

10.00 Request for and Discussion of Non-Agenda Items (5-Minute Limit)
Scott Walter, Eagle Point, spoke, in-person, regarding challenges related to wildfires. He expressed
the need to limit citizens who are arriving at wildfire locations solely to view the event.
Mr. Benton explained how law enforcement responds to wildfires and said that the Jackson County
Sheriff’s Office is working overtime to ensure that people are not entering affected areas
unnecessarily. He also noted that additional resources are in place to block roads as needed.

Commissioner Dyer read the order by title. Mr. Benton explained that Jackson County is a member
of the Association of O&C Counties (AOCC). AOCC has an interest in certain litigation relating
to matters of interest to both AOCC and the County. The County wishes to contribute towards the
cost incurred by AOCC in this litigation.
Commissioner Sparacino made a motion to approve Order No. 187-26 as read.
Commissioner Roberts seconded the motion. Those who voted aye: Commissioner Sparacino,
Commissioner Roberts, and Commissioner Dyer. Motion passed.

Mr. Benton explained the Federal government’s proposed changes to the rules that govern grants
and noted that Jackson County receives approximately $30,000,000 in direct Federal grant funds
each year, and additional funding passed through the State. He said that the new rules could allow
Federal agencies to cancel or unilaterally amend grant agreements based on policy preferences,
creating operational and financial risks for the County. Commissioner Roberts said that the draft

overview of SOAPP and discussed current healthcare challenges in southern Oregon, including the
recruitment of providers. Dr. McArdle explained that the purpose of SOAPP is for local medical
