COUNTY BOARD OF SUPERVISORS MEETING MINUTES
The Clay County Board of Supervisors met at the Courthouse, Clay Center, Nebraska
on August 18, 2026 at 9:00 A.M., as per public notice given in the Clay County News
on August 12, 2026 a copy of the proof of publication being on file in the County Clerk’s
Office. Availability of the agenda was communicated in advance notice of the meeting.
All the proceedings hereafter shown were taken while the convened meeting was open
to the attendance of the public.
All present stood for the Pledge of Allegiance.
Chairman L. Wayne Johnson stated that the open meetings act was posted on the West
wall and presided with roll call showing the following present: Scott Bitterman, Eric
Samuelson, Glen Becker, James Pavelka, Jesse Mohnike, Richard Shaw and L. Wayne
Johnson.
Minutes of the meeting held August 11, 2026 were provided to the board members prior
to the meeting. Motion by Mohnike and seconded by Pavelka to approve the minutes
of the meeting held August 11, 2026. Upon roll call, the vote was as follows: Aye:

The Clay County Board of Supervisors met at the Courthouse, Clay Center, Nebraska
on July 21, 2026 at 9:00 A.M., as per public notice given in the Clay County News on
July 15, 2026 a copy of the proof of publication being on file in the County Clerk’s Office.
Availability of the agenda was communicated in the advance notice of the meeting. All
of the proceedings hereafter shown were taken while the convened meeting was open
to the attendance of the public.
Chairman L. Wayne Johnson stated that the open meeting law poster is posted on the
west wall in the back of the room and presided with roll call showing the following
present: Scott Bitterman, Eric Samuelson, Glen Becker, James Pavelka, Jesse
Mohnike, Richard Shaw and L. Wayne Johnson.

water. And that for the size of data centers that are being built, that the return in jobs

Nebraska on July 13, 2026 at 5:30 P.M., as per public notice given in the Clay County
News on July 8, 2026 a copy of the proof of publication being on file in the County
Clerk’s Office. Availability of th e agenda was communicated in the advance notice of
the meeting. All of the proceedings hereafter shown were taken while the convened
meeting was open to the attendance of the public.
Chairman L. Wayne Johnson had a copy of the open meetings act available for review
and presided with roll call showing the following present: Glen Becker, Jesse Mohnike,
Richard Shaw and L. Wayne Johnson; absent: Scott Bitterman, Eric Samuelson and
James Pavelka.
Chairman Johnson opened the meeting with an introduction of the County Board
Members Present and the Highway Superintendent, Tom Roemmich. Johnson
followed with an overview of the current status of township operations in Clay County.
In Nebraska there ar e only approximately 21 Counties that still operate under a
Township governance and only a few of them actually have operating Townships (i.e.,
meaning that the Townships still own and operate their equipment and employ the

COUNTY BOARD OF SUPERVISORS MEETING MINUTES
The Clay County Board of Supervisors met at the Courthouse, Clay Center, Nebraska
on June 16, 2026, at 9:00 A.M., as per public notice given in the Clay County News on
June 10, 2026 a copy of the proof of publication being on file in the County Clerk’s
Office. Availability of the agenda was communicated in the advance notice of the
meeting. All of the proceedings hereafter shown were taken while the convened
meeting was open to the attendance of the public.
Chairman L. Wayne Johnson stated that the open meeting law poster is posted on the
west wall in the back of the room and presided with roll call showing the following
present: Eric Samuelson, Glen Becker, James Pavelka, Jesse Mohnike, Richard Shaw
and L. Wayne Johnson. Absent: Scott Bitterman
All present stood for the Pledge of Allegiance.

on May 19, 2026 at 9:00 A.M., as per public notice given in the Clay County News on
May 12, 2026 a copy of the proof of publication being on file in the County Clerk’s Office.
Availability of the agenda was communicated in the advance notice of the meeting. All
of the proceedings hereafter shown were taken while the convened meeting was open
to the attendance of the public.
Chairman L. Wayne Johnson stated that the open meeting law poster is posted on the
west wall in the back of the room and presided with roll call showing the following
present: Scott Bitterman, Eric Samuelson, Glen Becker, James Pavelka, Jesse

COUNTY BOARD OF SUPERVISORS MEETING MINUTES
The Clay County Board of Supervisors met at the Courthouse, Clay Center, Nebraska
on March 24, 2026 at 9:00 A.M., as per public notice given in the Clay County News on
March 18, 2026 a copy of the proof of publication being on file in the County Clerk’s
Office. Availability of th e agenda was communicated in the advance notice of the
meeting. All of the proceedings hereafter shown were taken while the convened
meeting was open to the attendance of the public.
Chairman L. Wayne Johnson stated that the open meeting law poster is posted on the
west wall in the back of the room and presided with roll call showing the following
present: Scott Bitterman, Eric Samuelson, Glen Becker, James Pavelka, Jesse
Mohnike, Richard Shaw and L. Wayne Johnson.
All present stood for the Pledge of Allegiance.
Minutes of the meeting held March 17, 2026 were provided to the board members prior
to the meeting. Motion by Mohnike and seconded by Shaw to approve the minutes of
the meeting held March 17, 2026. Upon roll call, the vote was as follows: Aye:
