Cherry County Courthouse Meeting Room
The meeting was called to order at 4:30 pm CDST by Chairman Duane Kime in the
advertised location of the Cherry County Courthouse Meeting Room.
Roll Call
Roll call was taken. The following members were present: Sherri Bacon; Bill Wachob;
Gordon Witte; Marla Shelbourn; Gary MacLeod, and Duane Kime. Absent were: Gary
Swanson; Chad Tetherow; Wade Andrews. Also present were Jane Stolzenburg, Interim
Zoning Administrator, and various members of the public.
The Open Meetings Act was noted as well as verification of proper advertisement for the
meeting. The meeting was advertised in the Valentine Midland News, August 5, 2026.

were filed by George Adam, who was not present. For Protest 422-26-01 Assessor Bancroft recommended no changes due to
this property being part of the 6-year review, home remodels, and a new building that was not currently on the property
card. Several buildings were removed and the record card reflected current buildings. For Protest 422-26-02 the Assessor

The Cherry County Board of Commissioners convened as a Board of Corrections on May 26, 2026 in the Commissioner
Meeting Room of the Cherry County Courthouse, as per notice published in the Valentine Midland News. The current
agenda being on file in the office of the County Clerk. The meeting was called to order at 1:39
p.m. by Chairman McConaughey. Present were Commissioners Mike McConaughey and Martin DeNaeyer, County Clerk
Samantha Leonard and Justice Administrator Sharon Hesse. The Open Meetings Act Poster was acknowledged by
McConaughey. Commissioner Nina Nelson had an excused absence.
No comments from the public were received during the allotted time.
Administrator Sharon Hesse provided a jail and staff update via email. A medical claim was discussed for a juvenile. By
law, the county is required to cover payment, Ms. Hesse stated she is unsure what fund to pay this claim from. She
informed the board County Attorney Scott stated it needs to come from the General Fund, not the Jail Fund. The board
asked Clerk Leonard to code the claim; however, Clerk Leonard informed the board that multiple funds, including the Jail
Fund are within the General Fund and they must be specific of what fund within the General Fund to pay this claim from.
It was a consensus of the board to pay the claim from the Inheritance Tax Fund, not the General Fund. No board action
taken.

The meeting was called to order at 2:02 pm CDST by chairman Duane Kime in the

The Cherry County Board of Commissioners convened as a Board of Equalization on May 26, 2026 in the
Commissioner Meeting Room of the Cherry County Courthouse, as per notice published in the Valentine Midland
News. The current agenda being on file in the office of the County Clerk. The meeting was called to order at 1:15
p.m. by Chairman McConaughey. Present were Commissioners Mike McConaughey, Nina Nelson, Martin DeNaeyer,
County Clerk Samantha Leonard and County Assessor Melissa Bancroft. The Open Meetings Act Poster was
acknowledged by McConaughey.

Bryan Hill, Lake Mac Assessments, was present to discuss the valuation changes. Mr. Hill stated valuation notices will
be out prior to June 1. Majority of the changes come from the Assessor’s office changing values to be table driven to
be consistent and easily adjust as necessary. Starting Fall 2026, Mr. Hill will begin assessing commercial properties.
Assessor Bancroft stated the office did reviews of farmhouses that have not been assessed in 8-9 years and also put a
5% increase on all grassland.

The Cherry County Board of Commissioners convened as a Board of Corrections on April 28, 2026 in the
Commissioner Meeting Room of the Cherry County Courthouse, as per notice published in the Valentine Midland
News. The current agenda being on file in the office of the County Clerk. The meeting was called to order at 1:30
p.m. by Chairman McConaughey. Present were Commissioners Mike McConaughey, Nina Nelson, Martin DeNaeyer,
County Clerk Samantha Leonard and Justice Administrator Sharon Hesse. The Open Meetings Act Poster was
