The Burt County Board of Supervisors held a special meeting on Monday, August 17,
2026 in the County Boardroom at the Burt County Courthouse in Tekamah,
Nebraska. Notice of the meeting was given in advance thereof by Publication in the
Burt County Independent (8-13-2026), upon a 1st floor bulletin board within the
courthouse and on the County’s website; a proof of publication is on file in the office
of the County Clerk. The following Burt County Board Members were present: Ted
Connealy, Gary “Bird” Swanson, Sam Titus, Carl Pearson, Paul Richards, Jay
Johnson and Jeff Kutchera.
The meeting opened at 9:00 A.M. with the pledge of Allegiance. Chairman Kutchera
declared the Open Meeting Act is posted on the website and in a binder in the
meeting room.
The agenda was approved upon motion by Connealy, seconded by Richards. By Roll

the Boardroom of the Burt County Courthouse in Tekamah, Nebraska. Notice of the
meeting was given in advance thereof by Publication in the Burt County Independent

publication is on file in the office of the County Clerk. Present were Supervisors: Gary
“Bird” Swanson, Samuel M. Titus, Carl Pearson, Jay W. Johnson, Paul Richards and Jeff
Kutchera. Absent was: Ted Connealy. Also present: Katie Hart, Burt County Assessor and
Robin Olson, Burt County Treasurer.
The meeting opened at 9:18 A.M. with Chairman Kutchera informing the public that
the Nebraska Open Meeting Act was posted on the wall.
Property Exemptions:
2026 is a year that requires completion of Statements of Reaffirmations (Form 451A’s) for
those organizations/societies who have existing exemptions. Assessor Hart reported that
there were five (5) new Property Exemption applications (Form 451’s) filed for 2026; public
hearing and BOE decisions will be held for those during a 3/11/2026 BOE mtg. Hart
reported on reviews she has planned; such reviews will be the subject of public hearing also
during the 3/11/2026 BOE mtg.

Independent; follow-up correspondence was received from the newspaper that they
did not get such notice in that edition and in lieu of, they placed notice on their

being no objections, the Board of Equalization approved the Tax List Corrections upon
motion by Connealy, seconded by Pearson. Roll Call Vote: Ayes – Connealy, Swanson, Titus,
Pearson, Johnson, Richards and Kutchera. Nays –none.
