APRIL 14TH, 2026
The Board of Adams County Commissioners met in regular session with the following present: Dustin Laufer, Kevin
Pagel, and Steven West.
Chairman Dustin Laufer called the meeting to order at 8:00 am
MARCH 10, 2026, MINUTES: Commissioner West moved to approve the minutes of the regular meeting as
presented, second by Commissioner Pagel by unanimous vote. Motion carried.
AGENDA: Commissioner Pagel moved to approve the agenda as amended, second by Commissioner
West, and by unanimous vote; motion carried.
OFFICE FEES: Fees collected by county officers were paid to the Auditor/Treasurer for Road and Bridge
$98,983.06, Sheriff $2,020.00 & Recorder $1,603.60
NEXT MEETING DATE: May 12th, 2026, at 8:00 am as the next meeting.
FINANCIAL STATEMENT: financials were reviewed.
BOARD APPOINTMENTS: Two positions on the Weed Board and three positions on the ACDC require
appointments. Commissioner West moved to re-appoint Kalen Manthei to the Adams County Weed Board, second by
Commissioner Pagel, and by unanimous vote; motion carried. One remaining position on the Weed Board and the
three on the ACDC board.

VIA PHONE CONFERENCE
The Board of Commission met in special session via telephone conference at 8 am for a resolution for
bridge structure replacement and removal project with NDDOT.
Commission Chair, Dustin Laufer called the meeting to order at 8:00 am.
Commissioner Laufer was in attendance in office. Commissioner West and Commissioner Pagel were in
attendance via telephone
AGENDA: Commissioner Pagel moved to approve the agenda for the special meeting, second by
Commissioner West, and by unanimous vote; motion carried.
NDDOT-RESOLUTION FOR PROJECT #BRJ-0001 (054): A resolution drafted by the NDDOT for the bridge
replacement and removal project was reviewed. The project is 100% funded by the State, and a bid
opening was held on Friday January 16th. Commissioner West moved to approve the following resolution
for the project, second by Commissioner Pagel, and by unanimous vote; motion carried
WHEREAS, the bid in the amount of $786,300.92 from Gladen Construction Inc. received in the bid
opening of January 16, 2026 for Project BRJ-0001(054) was the low bid received.
WHEREAS, this bid is considered reasonable.
NOW THEREFORE, be it resolved by the Board of County Commissioners of ADAMS County will
award to Gladen Construction Inc. the contract for Project BRJ-0001(054) and hereby authorizes the
Chairman of the Board to sign said contract.
