I. PURPOSE
The East Providence Public Schools recognizes that personal electronic devices can create
significant distractions during the school day and can negatively impact student learning, school
climate, privacy, and the safety of students and staff.
This policy is established pursuant to Rhode Island General Laws § 16-21-43 and is intended to
provide a consistent, systematic, and equitable districtwide standard governing personal
electronic devices.
The goal of this policy is to create schools where students can focus on learning, engage with
their peers and teachers, and participate fully in the educational environment without the
distraction or inappropriate use of personal electronic devices.
II. LEGAL AUTHORITY
Rhode Island General Laws § 16-21-43 requires every public school to adopt a policy regarding
personal electronic devices and requires the policy to include a prohibition on students having
physical access to covered personal electronic devices during the school day.
The statute requires the School Committee to establish the policy in conjunction with the
Superintendent and in consultation with applicable collective bargaining representatives. The

STAFF HIRING POLICY
Proposed Revision
I. Purpose
The East Providence School District will hire qualified and effective employees through a fair, lawful,
and transparent process. This policy preserves the Superintendent's authority to appoint personnel
while reserving to the School Committee the approval of employment contracts, compensation, and
other financial commitments for employees who are not covered by a collective bargaining agreement.
II. Scope
This policy applies to the hiring and appointment of District employees. The contract-approval
requirements in Section V apply to principals, administrators, and all other employees whose terms of
employment are established by an individual contract and who are not covered by a collective
bargaining agreement.
This policy does not alter rights established by law, an applicable collective bargaining agreement, or
an existing contract.
III. General Hiring Standards
1. All hiring decisions shall comply with federal and state law, Rhode Island Department of
Education regulations, District policies, the approved table of organization, applicable collective
bargaining agreements, and the adopted budget.
2. Applicants shall be evaluated on job-related qualifications, experience, certification or licensure
when required, demonstrated effectiveness, references, background checks, and the needs of
students and the District.

This policy governs the access and use of all means and methods of communication including but not limited to
telephone, voice mail, electronic mail, mail, computers, handheld devices, mobile phone, faxes and the use of the
internet, sent by or received by a member of the East Providence School District community (staff, scholar,
parents, volunteers, students) using East Providence School District communication and computer systems
("Systems").
The use of these systems is intended for educational use only. Use of these systems for any other reason is
prohibited. All information transmitted, received, or stored using these systems is the property of the East
Providence School District. The District reserves the right to monitor its systems for compliance with this policy and
with federal and state regulations. While the District will take reasonable measures to protect student privacy,
users sheuld-understandthatihey should not expect complete confidentiality when using district-owned systems.

I. Call to Order - Open Session
The East Providence School Committee met in Open Session on Tuesday, June 9, 2026 at 6:00
pm in the auditorium at East Providence High School. Present: Davd Luiz, Chair, Antonio
deSimas, Vice Chair, Anthony Ferreira, Clerk, Ryan Queenan and Jessica Beauchaine.
Superintendent Forand and Assistant Superintendent Lisa Benedetti-Ramzi were also present.
Mr. Luiz called the meeting to order at 6:03 pm.
II. Executive Session
Motion by Mr. deSimas, seconded by Mr. Ferreira and carried unanimously to move into the
main office conference room for the purpose of: Discussion regarding Certified Employee
Settlement pursuant to RIGL §42-46-5(a)(9); and consider & vote on motion to adjourn and
convene into public session. Appropriate disclosure was made by the Chair concerning
compliance with RIGL §42-46-5(a)(1) indicating that any person to be discussed had been
appropriately notified in advance in writing and given the opportunity to have the discussion
held in public session. No request had been made.

Mr. Luiz stated that pursuant to RIGL §42-46-4(b) on May 18, 2026 the Committee voted in
executive session to offer the Superintendent's position to Dr. Perry and to negotiate an
employee contract with him. That vote was 3-0 with Mr. Ferreira and Ms. Beauchaine
abstaining.
III, Adjournment
Motion by Ms, Beauchaine, seconded by Mr. Queenan and carried by unanimous consent to
adjourn the meeting at 5:03 p.m.

II. Student Liaison — Hope Moran highlighted events from the final stretch of the school
year. EPHS continues to stay incredibly active both inside and outside of the classroom, with
students achieving success in academics, athletics and leadership. She announced Caden
Vaughn, East Providence’s Youth of the Year, was recently named Rhode Island Youth of the
Year through the Boys & Girls Club. Caden will now travel to New York City to compete for the
title of Northeast Youth of the Year. The athletic programs have also seen tremendous success
throughout the spring season. Many teams are heading into playoff competitions. Academically,
students have been hard at work as AP testing continues through this week. They recognized
all of the students challenging themselves through advanced placement courses and exams, as
well as, the teachers supporting them throughout the process. Social events have also brought

VA. 13. CHILD ABUSE AND NEGLECT
The East Providence School Department recognizes that employees, because of their
contact with students, may be in a position to identify suspected child abuse or neglect. In
accordance with Rhode Island law, any employee who has reasonable cause to know or
suspect that a child has been abused or neglected shall ensure that a report is made to the
Rhode Island Department of Children, Youth and Families (DCYF) within twenty-four
(24) hours.
Employees shall also immediately notify the principal or immediate supervisor so that the
District may respond appropriately; however, internal notification does not replace or
delay the legal duty to report to DCYF.
In compliance with the Rhode Island Child Abuse and Neglect Law, RI Gen. Laws
§ 40-11-1 et seq., it shall be the policy of the East Providence School Department that
any teacher or any other employee who suspects that a child's physical or mental health
or welfare may be adversely affected by abuse or neglect shall have the duty to report
according to the following procedures.
For the purposes of this policy, an abused or neglected child means a child whose
physical or mental health or welfare is harmed or threatened with harm by the acts or
omissions of his or her parents or other persons (e.g. school employees, bus monitors,
etc.) responsible for his or her welfare.

been in 2™ grade at Hennessey since 2010. She left Oldham when district moved to a one track
school. She stated that research states that class sizes of 25 are too large in elementary school.
They have a full range of needs and there are behavioral challenges. It's not equitable to stretch
one teacher for all these needs. Students need meaningful inclusion time with their peers.
Teachers working without a teaching partner, no one to collaborate with. Classes are
overcrowded and under supported. Displacing students from their home school takes the
opportunity for them to learn with their peers goes away. Bus costs are being spent rather than
have the classes in the school. Educators need to be more aware of how district decisions are
made and how they affect students.

V.A.6a ADMISSION REQUIREMENTS for Registration of School Aged Children
Residency
Except as provided by law or agreement, any school aged child shall be enrolled in the East
Providence School Department, as long as their parent and/or legal guardian is a resident of East
Providence (A guardian means a person to whom a court has awarded legal custody). In the case
one of the child's parent/guardian resides in a different city or town, the child shall be deemed to be
a resident of the city or town in which the parent/guardian having actual custody of the child
resides. When custody is shared, the District may require documentation (court order) to

OPEN SESSION — February 10, 2026
I, Call to Order - Open Session
The East Providence School Committee met in Open Session on Tuesday, February 10, 2026 at
6:00 pm in the auditorium at East Providence High School. Present: Davd Luiz, Chair, Antonio
deSimas, Vice Chair, Anthony Ferreira, Clerk, Ryan Queenan and Jessica Beauchaine.
Superintendent Forand and Assistant Superintendent Lisa Benedetti-Ramzi were also present.
Mr, Luiz called the meeting to order at 6:02 pm.
Motion by Mr. Queenan, seconded by Mr. deSimas and carried by unanimous consent
to move up VI. Special Public Comments regarding the Naming of the High School
Weight Room.
Mr. Queenan stated that per the district’s policy this item needed a second discussion and a
vote. He opened it up to the Committee who are all in favor of naming the weight room at the
high school after Manual and Stephanie Vinhateiro.
Next Mr. Queenan opened it up to the public. Mayor DaSilva commended the School
Committee for moving this initiative along. Secretary of State Gregg Amore supports this vote.
Councilman Frank Rego stated Mr. and Mrs. Vinhateiro symbolize what it means to give back to
the community and is in full support. Principal Bill Black stated that this is a fitting tribute to
two amazing people. Superintendent Forand stated that this has been a long time coming for

The East Providence School Committee met in open session on Thursday, January 22, 2026 at

II. Discussion / Action Items
1. Sale of Generator at Martin Middle School
Motion by Ms. Beauchaine, seconded by Mr. Ferreira and carried by unanimous consent to
approve the sale of the generator at Martin Middle School as submitted with discussion. Mr.
Ferreira stated that at the last meeting Mr. Carpenter mentioned that he was able to salvage
the generator at Martin that is in really good condition. The proceeds would go towards the
KUBOTA RTV1100 which costs between $32K-$45K and a sander for $7K. The generator could
sell for $10K-$12K. There isn’t a school in the district that could use the generator and there’s a
possibility of doing a trade with the City for a sander.

V.A.6a ADMISSION REQUIREMENTS for Registration of School Aged
Children
Residency
Except as provided by law or agreement, any school aged child shall be enrolled in the East
Providence School Department, as long as their parent and/or legal guardian is a resident of East
Providence [A guardian means a person to whom a court has awarded legal custody]. In the case
one of the child's parent/guardian resides in a different city or town, the child shall be deemed to be
a resident of the city or town in which the parent/guardian having actual custody of the child
resides. When custody is shared, the District may require documentation (court order) to
determine residency for enrollment.
