Um, this is the committee of the whole, and uh And we have today one item on the agenda, which I cannot open my computer, but I know that it's a preliminary budget presentation, so, welcome. All right. Thank you, counsel. Um, My name's Armando Pavoni, mayor for the city of. I should announce that first for the record. So good evening council members and residents. I'm pleased to present the city of Renton's 2027, 2028 biannual budget. It serves as both a financial plan and policy guide aligning our resources and our priorities. The citywide budget totals 782 million over the biennium or 391 million per year, including a general fund of 334 million. Renton begins this cycle in a position of real strength. We hold a AAA bond rating and have very little debt. After several years of minimal growth, our sales tax revenues rose notably this past year. Investments we've made are becoming a catalyst for future growth. That foundation lets us invest with confidence rather than retreat. This budget reflects the voice of the community. More than 800 residents took part in a statistically valid community budget survey conducted by Recon Marketing Research. An outside firm. Alongside our budget portal, which provides insight and information for community education and feedback. The voice of the community shapes every part of this plan. And we are going to start with. Uh, I have 2 items today on the agenda. I don't have my notes here, but I'm gonna start with the, I think it's diversity, equity, and inclusion, and with us is our human uh resource administrator, David Thomas. Welcome. Thank you and good afternoon. Ah, as the council president said, Dave Topaz, the HRRM administrator. I've been in this role since March of 2026. Um, and in large part I came to Renton for the challenge of building a more diverse workforce and creating belonging in this organization that's already high performing, uh, but can be so much more. Uh one of my first tasks here was to hire a senior HR analyst for workforce development and equity. That's Teresa Yagon Roschetto in our office who's been here since July of last year, and we started focusing on, uh, processes, improving our processes, access to data and to make informed decisions and building our outreach muscle because our focus really was on data process, outreach, building pipelines to employment, employee engagement and development. From 2024 to 2025 and into 2026, we've had more than a 25 to 30% increase in the applications from a discrete individuals, that's massive sign that we're doing a good thing as far as our outreach. We have more new people applying for jobs here all the time. Um, of course, in our, in our view, more outreach leads to a broader pool of applicants and a broader pool of applicants leads to a more diversity in our hires. So outreach, that was one …
