Good afternoon. I'm calling to order the October 27, 2026 at 4:30 p.m. Committee of the Hope for Parks and Environment Sustainability. In attendance, we have all the council members here, so we 'll not spend time on that. There are seven items on the agenda that has been already shared with all the council members in their agenda packet. There are two consent items to be submitted for November 2 business meeting, three informational and two items from the other committee. Let's go to the first agenda item. The first item is Park Impact Fee Schedule Update. We have Parks Director Lauren Hamilton, Lindsay Falkenberg Parks Planning Manager, Cameron Zepetta, our Senior Parks Planner. Good afternoon, City Council. We are back to discuss the park impact fees, which we discussed with you at the last Committee of the Whole. At that point, it was requested to bring a little more detail around where we've been, where we're going, and the changes that we are making, as well as decision points that council has already been engaged in. And so Cameron is here to share that overarching information. Our hope is that this will move towards the consent agenda with other impact fees for the, for the omnibus, what's the meeting? November 17th consent. Good afternoon. Today we are here returning for our final update to City Council on the park impact fee updates. And the purpose of today's update is to refresh the council 's memory on the work that Park has under parks has undertaken over the las …

I think that was Allery. Oh, all right. I'm calling this meeting to order. This is a Redmond City Council special meeting held on Tuesday, October 27th, 2026, commencing at 6.40 p.m. And all of the council members are in our attendance, so we don't have to take room. This special meeting is being held to interview candidates for the Parks, Trails, and Recreation Commission and the Planning Commission. And we're going to, because we can, we're going to interview both of them at the same time. So think of that when you're asking your questions, council , how to ask a Planning Commission question and a Parks, Tra ils, and Recreation Commission question. So Lindsay Falkenberg, Parks Planning Manager, will introduce the Parks, Trails, and Recreation Commission candidate, and then she'll be followed by Becky Fry, Principal Planner , will introduce the Planning Commission candidate. So, Lindsay, please go ahead. Thank you, Mayor. Good evening, council. I am excited to introduce our newest commissioner candidate , Jenny Baldwin. When we read through applications and resumes and conducted interviews for PTRC candidates, we are considering a candidate's connection to Redmond Parks, Trails, and Recreational Experiences, the relevant experience or skills they might have that they could lend to the commission to move the commission's work forward, and gaps that they might fill in terms of community perspective. And we are so excited to have Jenny apply because she checks all these boxes. …

In just a moment, I will pass it off to our wonderful human services staff to introduce this item and our wonderful commissioners who've joined us here tonight. Just a brief programming note following our conversation with the human services commission. We are expecting to take a brief reset to reset the room and begin our budget deliberations. So with that, Brooke and Alaric, I leave it to you. Thank you. Great. So thank you so much for having us here tonight. We're really excited to be able to present the hard work that the commission has been doing over the last few months and have conversation with council , answer questions about the deliberation. Hopefully, these really reflect our community values and priorities. So we really don't have much more to say. The commission will really be leading this conversation and I'm super excited. So thank you so much. Do you want them to introduce themselves? Yes. So did you want to kick that off, council president? Do it? Wonderful. They did, chair Fowler, excuse me, if you'll permit, th …

I'm calling this meeting to order. This meeting is being held for the creation of a new department to support improved development service functions. And I have the team here to take questions from Council. We don't have a presentation this evening, but we wanted to continue the conversation that you had last Tuesday and prior to that as well. So I'd love to open it up to Council members to have your questions answered. I will remind everyone that we do have a hard stop at 7 o' clock for our regular business meeting. So anyone with a question? And I will go around the table so everyone will have an opportunity to ask a question. I'll make sure everyone gets an opportunity for any second questions. Council member Kritzer. I'll kick us off. Thank you so much. I appreciated the follow-up on the questions that we asked in the last meeting. A few questions that kind of stood out to me following up on some of those. I'll make sure we're not creating new silos and the response about the SLAs. That'll be set up in that structure. I guess one follow-up question that I had on that, and then maybe I'll pose a similar question related to it, is in moving to this structure, I guess the question is if we can create SLAs to address a …

Hello and welcome. It is 4:32 p.m. and this is the October 20th Public Safety and Human Services Committee of the Whole. Council members in attendance are myself, Presiding Officer Councilmember Procria, Council President Stewart, Council Vice President Nueva Camina, and Council Members Kritzer, Parsi, Forsyth, and Sony. We have three action items on the day. The first one is the Noise Code SEPA appeal presented by Jeff Churchill of the Planning Department. Good afternoon, Council Members. Today I will provide some background on this item focusing on the process to date and the process going forward. I can answer process questions that Council Members may have, but because this is a pending quasi-judicial matter before the Council, I cannot discuss the substance of the record or the hearing examiner's recommendation. So as background, on May 13th, 2026, the city issued a State Environmental Policy Act or S EPA, threshold determination of non-significance for amendments to chapter 6.36 of the Municipal Code concerning noise standards. And the city reissued that determination on June 10th and on June 24th, the Interlake Sporting Association appealed that determination. The Reven Zoning Code, specifically 2170-190, F2B calls for such appeals to be heard by the hearing exam iner in an open record hearing, and for the examiner to make a recommendation to the City Council following the hearing. And the City Council is the decision maker. That open record hearing was held on Septemb …

So I'll first kick it to Parks Director Lorraine Hamilton to introduce the commission. Thank you. Good evening, City Council. We 're very excited to be with you tonight and have our Parks, Trails, and Recreation Commission here for their annual joint commission meeting. We're really excited. Thank you all for being here tonight, and I'm actually just going to kick it over to our chair, Siri Blesner, to help lead this meeting. Well, thank you, and we are very excited to be here. So thank you so much for having this opportunity. So I'm not quite sure how you want to advance. There we go. So our agenda tonight is short, but we'll start with some introductions, then we'll give an update on what's happened over the past year since we last spoke with you, and then there are three priority projects you'll hear about that have been being worked on, and we'll have different commissioners speaking to those, and then we'll open that up at the end to questions, feedback, and discussion directly with the council. So our goal is to get there and to have that opportunity. So with that, with introductions, I'll go ahead and start, and then we can just pass right down the line here. So as they mentioned, I'm Siri Blesner. I'm currently the chair of the Parks, Trails, and Rec Commission. Hello. Hi, everyon …

Thank you. to the 2026-2029 extension. And here to present this first item is Deputy Fire Chief Amade Varell. Hi, welcome. Thank you very much. Good evening, Council. Today, I'm presenting the second addendum to the Emergency Services Operating Agreement between the City of Redmond and King County Fire District 34. This addendum provides a straight two-year extension of our existing interlocal agreement that we have, moving the end date of the current agreement from December 31st of 2027 to December 31st of 2029. The extension ensures an uninterrupted delivery of our fire suppression, prevention, EMS, and emergency preparedness services for the district residents. It also preserves the longstanding partnership between the city and the district and maintains a stable cost recovery for about $12 to $13 million and for the annual services that we provide the district. We are requesting that Council approve this second addendum to extend the contract two years and place it on the consent agenda for October 6th business meeting. Council, who would like to kick off any questions or comments at this time? Well, seeing none, everybody is just ready to go for this. All right. Thank you. You're very welcome. The second item on the agenda today is feedback for study session for the 2027-2028 human services funding update. And joining us today is Philly Marsh. Well, thank you and good afternoon. This is a Redmond City Council study session held on Tuesday, September 8th, 2026, commencing at 7.06 p.m. All council members are in attendance with one council member remotely. Council member Prokria is remote today. There are four items on the agenda tonight, and Mayor Bernie is in attendance. There are four items on the agenda tonight. The creation of a new department to support development service functions, preparation for the 2027 legislative session, 2027-2032 capital improvement review, and council talk time . The plan for this evening is to take a brief recess before we get into the capital improvement program. That'll give chance for staff to get settled and for everyone to have a little bit of a break, and then that item will be facilitated by our budget chair, Councilmember Kritzer. So with that, we'll get started. The first item on the agenda tonight is the creation of a new department to support development services functions, we will have Jason Lynch, the interim co-director of planning and community development, kick us off with this item. Welcome, Jason. Thank you. And I'm actually going to kick this off. Hi, I'm Mayor Bernie. I failed to share that. Didn't say that in the script. Sorry about that. I'm going to kick this off for all of you tonight. I'm really excited. Today we're presenting the plan for a new department in the city, and the reason we're calling it the new department is because it's not named yet. So a new department in the city is the culmin …

- Tuesday, September 1st, 2026, commencing at seven o'clock PM. I will call roll starting with Council President Stewart. - Here. - Council Vice President Nueva Camino. - Here. - Council Member Forsythe. - Here. - Council Member Precria. - Council Member Parsi. - Council Member Soney. - Yes. - And Council Member Kritzer. - The first item on the agenda is special orders of the day with a presentation on Redmond Library updates by Mary Comstock. Welcome. - Thank you, Mayor Burney. Hello, Council. Hello, Council President Stewart. I'm gonna share my screen for my PowerPoint, if I may. All right. Did that go through? Excellent. Let's turn to presentation view. Awesome. All right. So as Mayor Burney said, I am Mary Comstock and I am the regional manager for your Redmond Library. And tonight I'm gonna be talking to you about some of the things that have been going on at the King County Library System in 2025, year to date, 2026, and moving forward. So first of all, our mission in the King County Library System is to inspire the people of King County to succeed through ideas, interaction, and information. And I think we do that every day at the Redmond Library. So let's talk a little bit about KCLS, the King County Library System. We have 50 locations. And in 2025, we circulated 21 million items, believe it or not. And 11 million of those were digital items. Now this makes us number two in the US. Only LA Public Library beats us. I suspect we will keep trying to beat them in 2026. T …

on Tuesday, September 1st. Welcome back from the break, everyone. Back to our regularly scheduled programming. We have a very busy agenda tonight. We have 11 items, so I'm gonna remind everyone to keep your remarks brief. And if you have a lot of questions, please indicate to staff that you will be emailing your questions for follow-up. And we're gonna go ahead and kick it off tonight. We're gonna start with items from other committees, since this is on tonight's business meeting for new business. And we're gonna look at the FY24 Assistance to Firefighters Grant Program. And I will hand it on over. - Excellent, thank you. Good afternoon, or evening everyone. Thank you for allowing us to be here to participate in tonight's meeting. We're here asking that you authorize the mayor to execute the first amendment to the fiscal year 24 Assistance to Firefighters Grant for joint peer support training program. This grant provides the opportunity for Redmond Fire to participate in a joint training to build out our peer support team with regional collaboration. So we are included in this grant today already is agencies from Bellevue, Eastside Fire and Rescue, Kirkland Fire, and Shoreline Fire Department. Bothell Fire Department was originally a part of this grant and pulled out because they're in the process of a regional fire authority with Shoreline Fire. So it didn't make sense to have both of them in there. With them removing themselves, it gave us the opportunity to come in and be …
