Resource District to Snag & Clear a section of the natural water course in Ramsey County. The proposed
project would allow sheet/surface water and debris to be removed, to improve numerous township
roads, county roads and agricultural/ranch land Pursuant to North Dakota Century Code 61.16.1-09.1.
The starting point and terminus of the channel are detailed below:
Beginning at a point in the:
NW1/4 of Section 3, T153N, R62W
Ending at a point in the:
NW1/4 of Section 21, T153N, R62W
The Water Resource District Board of Managers and the County Commissioners of Ramsey County must

TOWNSHIPS IN RAMSEY COUNTY
A request and petition have been filed with the Board of Managers of the Ramsey County Water
Resource District to Snag & Clear a section of the natural water course in Ramsey County. The proposed
project would allow sheet/surface water and debris to be removed, to improve numerous township
roads, county roads and agricultural/ranch land Pursuant to North Dakota Century Code 61.16.1-09.1.
The starting point and terminus of the channel are detailed below:
Beginning at a point in the:
NE1/4 of Section 18, T154N, R62W
Ending at a point in the:
SW1/4 of Section 12, T155N, R63W
The Water Resource District Board of Managers and the County Commissioners of Ramsey County must
attend this hearing and must file a Resolution of Necessity approved by two thirds of the Ramsey County
Water Resource District Board and the Ramsey County Commission. The hearing will be held July 7th,
2026 at 8:30 AM at the Ramsey County Courthouse, located at 524 4" Ave NE, Devils Lake, ND in the

The meeting was called to order by Paul Wilhelmi, Vice-Chairman. Roll call was taken and the
following members were present: Commissioners Hodous, Frith & Brown. Those absent:
Commissioner Volk.
Motion was made by Commissioner Brown, seconded by Commissioner Hodous to approve the minutes
of the June 2, 2026 meeting. All members voted “AYE”. Motion carried.
Motion was made by Commissioner Hodous, seconded by Commissioner Brown to approve the agenda
as submitted with the addition of payment to DL School. All members voted “AYE”.
Motion carried.
Roger Gunderson, Maintenance Supervisor, was present to discuss with the board about the
electrical switchover to connect the Generator to the courthouse. He has checked with the Court
System and there is court the morning of July 15, 2026 and nothing July 16-17, 2026.
Darrin Hall, Bergstrom Electric was present to answer any questions the board had about the
switchover or power outage for the building.
Motion was made by Commissioner Brown, seconded by Commissioner Frith to approve the
closure of the courthouse starting at noon on July 15 th thru July 17, 2026. All members voted
“AYE”. Motion carried.
Chris Jaeger, Emergency Management was present to discuss the opening of the courthouse as a
shelter during inclement weather. It is difficult with him being a weather spotter and trying to

A request and petition have been filed with the Board of Managers of the Ramsey County Water
Resource District to Snag & Clear a section of the natural water course in Ramsey County. The proposed
project would allow sheet/surface water and debris to be removed, to improve numerous township
roads, county roads and agricultural/ranch land Pursuant to North Dakota Century Code 61.16.1-09.1.
The starting point and terminus of the channel are detailed below:

The Water Resource District Board of Managers and the County Commissioners of Ramsey County must
attend this hearing and must file a Resolution of Necessity approved by two thirds of each County Water

Meeting Held at the Ramsey County Courthouse 7:00 a.m.
Present: John Martinson, Randy Schemionek, Duaine Ash, Bryston Berg, & Van Howatt

The meeting was called to order by Chairman John Martinson at 7:00 AM.
Martinson asked if there were any additions or changes to the agenda. Bryston Berg made a motion to
approve the agenda, as presented; Randy Schemionek seconded. All members voted aye and motion
carried.
March Minutes: The minutes were reviewed by the water board members. Duaine Ash motioned to
approve the minutes, as presented; Bryston Berg seconded. All members voted aye and motion carried.
March Financials: The financial reports were reviewed. Randy Schemionek motioned to approve the
financials, as presented; Bryston Berg seconded. All members voted aye and motion carried.
March Bills: The bills were reviewed. Bryston Berg motioned to approve the bills, as presented; Duaine
Ash seconded. All members voted aye and motion carried.

The Ramsey County Water Board will hold a public hearing to consider a petition to snag and clear a section of the Clara Bartlett Watershed channel. The hearing will address a proposed project to remove surface water and debris to protect township and county roads and agricultural land. Approval requires a Resolution of Necessity signed by two‑thirds of each County Water Resource District Board and each County Commission.

OF CHANNEL MAINTENANCE OF THE
CLARA BARTLETT
SNAG & CLEAR
A request and a petition have been filed with the Board of Managers, of the Nelson County
Water Resource District and the Ramsey County Water Resource District, to snag & clear a
section of the natural water course known as the Clara Bartlett Watershed channel area. The
proposed project would allow surface/sheet water and debris to be removed, to improve and
Save numerous township roads, county roads and agricultural/ranch land.
A snag & clear approach is planned as follows pursuant to NDCC 61.16.1-09.
The beginning point & terminus of the channel clearing are detailed below:
Beginning at a point in the
Section 34 T 153 N R61 W (Bartlett Township, Ramsey County)
Ending at a point in the
North Part Section 33 T155.N_ R 60 W (Lillehoff Township, Ramsey County)
Two thirds’ members of both the Nelson County Water Resource District Board of Managers
and the Ramsey County Water Resource District Board of Managers along with two thirds’
members of the Nelson County Commission and the Ramsey County Commission must attend
this hearing and must file a Resolution of Necessity approved by two thirds of each County
Water Resource District Board of Managers and two thirds of each of the County
Commissioner's.
The hearing will be held on Tuesday, April 7, 2026 at 3:00 P.M. at the Lakota Community
Center, 404 US-2, Lakota, North Dakota.
