Jake Sgambati introduced himself. He is a newer resident to Royal Oak and
wanted to speak about the Civil War Day at the Orson Starr House. His concern
was the display of the confederate flag, stating that if felt "supercharged" and
contrary to the current climate. He urged the Historic District Commission to
rethink how that history is honored. Staff Liaison Schwanger explained the
event aims to be historically authentic, which sadly includes teaching the ugly
aspects of history. She noted they strive for balanced representation and
typically include actors portraying historically Black regiments, Union soldiers,
Confederate soldiers, and Clara Barton. Chair Sean Dunlop had attended the

event and explained it was meant to be a scene from Gettysburg being

The meeting was called to order at 6:30 pm.

Roll Call and Preamble
Chairperson Laubach performed the roll call and recited the Preamble for
audience. He let the audience know these items will go before the City
Commission at their August 10, 2026 meeting. Anyone who wishes to attend the
commission meeting can speak during the Public Comment portion of the
meeting.

Chris Garr of 3227 Evergreen spoke about shutting down Main Street to vehicles
and converting into pedestrian area/zone. Spoke about 5th Street plaza being
turned from a road into a pedestrian area and how during COVID Main Street
