Good morning, everybody. We're calling this meeting to order today. The first time we've ever met at 10 in the morning on the third Tuesday of a month. It's the 17th of October, 2023, and our Parks and Recre ation Board meeting will now commence. The first thing we're going to do is make sure that we have a quorum to do business with. And so, Sherry Carlton. Ryan Hex. Here. Eleandre Escobar Ryan. Antonio Rooney. Here. Leah Harrison. Michael Wolfe. Renee Borden. Here. John Gerald. Kristen Graham. Jake Renfroe. So, with five members present, we do have quorum, and others may join us. We understand there are some traffic jams out there today. We're going to begin with the minutes from our last meeting and see if anybody had any corrections. Then could we have a motion to approve? Move approval. Minutes from September. So, Jake, motion's approval? Second. Antonio. Second. Antonio. Second. Any further discussion? All in favor, please say aye. Aye. So, the minutes are approved as written. And I know you've all had a chance to read the director's report, but you may have specific questions that you'd like to ask Tonya Byrd, our interim director, who's with us today. I have tons of questions. Go ahead, please. There wasn't anything. There's a disc golf tournament at Hollis T. Williams this weekend. Do you know anything about that or if we can get any word on that? Yes. Rand did actually alert me to that a few weeks ago, and I apologize that I did not get that on the agenda or on the …

We are calling the City of Pensacola Planning Board Tuesday , October 10, 2023, meeting to order. Right now we do have a quorum. If everyone would make sure that their mics are on so that the green light is lit, just by pressing the button. No one really in our audience today, but just even for us on the board, make sure our phones are set to silent. We'll go ahead and get started. Our first order of business is the oath of office for Ms. Powell. I see Ms. Tice in the audience, so you're singled out for the moment. Probably sit right here and follow any directions Ms. Tice has. Thank you, Ms. Tice. And now we are. Yes, we are official. It takes us to our next agenda item, the approval of the meeting minutes from our September 12, 2023 meeting. Mr. Chairman, I have a comment about the minutes. Yes. They're so detailed. They're so detailed and we typically, I typically, personally, bow to the detail that you put in because it's just, you have to pick and choose. You can't write it all verbatim. But in this particular case, because we spent three hours on that, the one item. Yes. There's a line that says that the, what would you call him in this case, the petitioner? The applicant. I heard no suggestions from the board as to alternatives to the LTU issue. And I believe that we did present him with several alternatives. And I think we'd be remiss if we didn't say that. If we're going to say one point, we should say the balance. So I would like to amend the minutes to add the line …

I'll call David Vortay, deputy mayor, I think. Oh, okay. We have to effort it real quick. Got it. It is on the website and it should be in your packets. The PowerPoint is on the website? Correct. Okay. So the website should be in your backup packets. We have Chris Solz here. He is going to be providing an update on that. And while we do that, just to give you some groundwork and to catch us up, as we talked about a few months ago, we wanted to come really for the first time that I know with some cohesive data-driven plan about how we want to ultimately, I think we all agree that if we've got money to plant trees that we should start utilizing that money and get trees in the ground, not talk about them. And so, as you guys recall, we said we would come up with a plan as well. And I know Chris will give you an update on some of the safety removals that we've gotten real far behind on, as well as start to talk about where those dollars could be used moving forward. …

I mean, I guess we can go ahead and call the meeting to order, knowing that there isn't a quorum. We are having some IT issues. Council President Wiggins usually attends via Teams. And then we did have another confirmation of another person who said they would be here but is not. But we'll go ahead and call it to order, knowing that we don't have a quorum, so we won't be able to vote. I guess we can do roll call. Sorry, maybe, sir? Paul Ritz, representing the City of Pensacola Planning Council. Ed Brown, representing Annie Mack Home Mortgage. Deborah Mays, Remax Horizons Realty. Garrett Griffin, in Scambia County. Tim Evans, in Scambia County. Meredith Reeves, City of Pensacola. Tracy Pickens, City of Pensacola. Laura Gilmore, Fairway Mortgage. I am Crystal Scott, and I am with NeighborWorks America. Good morning. We're just doing roll call. This is one of our new members, ma'am. Can I sit with the microphone? Yeah, yeah, yeah. Come in. Where the microphone is. Give me one more. So I think as soon as our tech is resolved, we will have a quorum. So that's good news. Laura, since you are a new member, if you want to just take like a couple of minutes and tell us just a little bit about who you are and why you were interested in joining AHAC. We'll know why you were selected. I know that you and I had had a couple of conversations, but I think it would be good for everybody else. Absolutely. Good morning. Laura and Green. Good afternoon. My name is Louis Ray. I am one of the special magistrates for the city of Pensacola. It is now 3 p.m. on Tuesday, September 19, 2023. And we are being audio and video recorded, including everything that the witnesses might say during their presentation. We're assembled for a meeting of the Code Enforcement Authority of the City of Pensacola. We are located in the City Hall, assembled at 2222 West Main Street in the Council Chambers. And I welcome you to the meeting. We have an agenda that's available on the table outside. And we will be jumping around on the agenda, but we're going to try to give preference to folks who've taken their time to come to the meeting personally. And we thank you for that. I will now call the meeting to order and ask you to join me by standing and pledging allegiance to our flag. And would you remain standing afterwards? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation and our God, indivisible, with liberty and justice for all. If you're going to be speaking today, you need to be sworn in. I'd like to do that. If you're going to speak, raise your right hand. Do you solemnly swear or affirm to tell the truth and the whole truth and nothing but the truth, so help you God? I do. Thank you very much. Please be seated. Thank you. I have been asked to first take case number 23241, which is located at 902 West Jackson Street. Thank you. expect the owner to bring it into com …

Officer Boutin, sworn code enforcement officer, City of Pensacola. This particular case was found in violation on July the 18th and given until August the 15th to come into compliance and as you see in the photos I've submitted as evidence, still not in compliance. The fence was replaced but the pool is still in its same condition. So staff would request you fine within the guidelines. Officer Boutin, a couple of questions. There were, I remember, two violations. The fence is taken care of for the gate. Yes, sir. And the pool in this photograph you submitted appears to be covered with some canvas or tarpaulin. Does it completely cover the pool? That is the actual pool. It's an above ground pool and those are the sides that are collapsed in on itself. So it's a freestanding pool. And so the pool interior is open? Yes, sir. What you're looking at is a picture of a round pool and this whole side has fallen in onto itself. Okay. Is there any water or stagnant water? I'm not sure from the room. But the owner is here. She may could answer. Okay. All right. Thank you. Good afternoon. Ms. Shin, let's have your full name and address for the record, please. My name is Kermin Shin. My address is …

Thank you, Council President. Members of Council, my name is Caitlin Serame, transportation planner. And today I'm going to give you all an update on the microm obility program. I'm just going to try to move that. Okay. Somewhere. Perfect. So then in November we did segue into a permanent program. We came back before you. And this was part of the micromobility service area map that was approved. And we did do a lot of pivoting throughout the pilot program. We added some additional regulations wit …
