President Wilson called the meeting to order at 7:00 PM in Council Chambers of the Palmyra
Municipal Center, located at 325 S. Railroad St. Other Council members in attendance
included Matthew Andrews, Nancy Fleegle, Karen Nye, Tony Pearson, Marcus Riddell, and
Beth Shearer. Also in attendance were Assistant Borough Manager Brenda Pera, Mayor Tom
Miller, and Western Lebanon County Regional Police Chief Andrew Winters. Borough Manger
Kimberly Kaufman was absent.
Special Visitors
Angelina Marko, America 250th Parade of Lebanon County parade, was in attendance to thank
the Council for their participation in the July 3, 2026, 250th parade held in Jonestown. A total of
ten municipalities sponsored the parade, however, only Palmyra representatives participated.
She presented a thank you letter, lanyards, and programs to Council.

• Bill Zeiders, 333 East Main Street, expressed his dissatisfaction with Met-Ed utility pole
replacement project that is taking place throughout the Borough.

Library Production Figures: Circulation for July 2026 was down 2.96% from July
2025. Library visitors, including library, out of library programs & Phoenix Center, were
down totaling 11,462 in July 2026 compared to 11,583 in July 2025.
Finance, Technology, and Personnel Committees: Did not meet
Fundraising/Donations: The Annual Fund Drive has raised $18,792.48 to date.
Library Events: The Book Sale raised $14,795.95 – 2nd highest ever!
The Spice of the month for July was Chesapeake Bay Seasoning and for August is
Mexican Fruit Seasoning.
Little Explorers registration starts on September 8th

allows new regulations for Live/Work residential developments in the Town Residential
zoning districts, which could potentially allow a four-story housing project to be built
adjacent to his property.
• Donald Darcas, 631 North Grant Street, expressed concern about potholes in Kramer Way
Alley.
• Reuben Woodley, 401 West Pine Street, suggested adding Council member names and
Council’s mission statement to future agendas. He asked whether the snow guidelines
discussed in February 2026 have been completed or updated, inquired about the status of
street sweeping, and recommended improving communication with residents about schedule
changes or delays for services the Borough provides.

• Dropped off the street sweeper to get worked on at Golden Equipment
• Took the new dump truck back to Curtis to fix the strobe lights and the PTO.
• New batteries for the leaf truck also called SEI to have a preseason check over on the
machine in august.
• Replaced the gas hose in the gas tank at the office.
• Made parking stalls out front for all of our trailers.

The Palmyra Public Library Board of Director’s met on June 16, 2026.
Library Production Figures: Circulation for May 2026 was down 5.91% from
May 2025. Library visitors, including library, out of library programs & Phoenix
Center, were up totaling 8,023 in May 2026 compared to 7,894 in May 2025.
Budget/Treasurer’s Report: Working within a balanced budget, the library’s
total expenses at the end of May 2026 were 37.24% of the budgeted annual
expenses.
Finance, Technology, Property and Personnel Committees: Did not meet
Fundraising/Donations: The Annual Fund Drive has resulted in $12,590.57
for 2026 to date.
United Way has awarded the Library a grant of $9000 for Little Explorers
Downtown. This was the full funding requested in our application.
Library Events: The Book Sale is scheduled for July 11th – 16th at 1st United
Methodist Church.
Registration for the 2026 Summer Learning Program: Unearth a Story began on
June 8th. The Summer Learning Program website houses information about

As of June 12th, we have 332 children registered to participate in the program.

Vice President Riddell called the meeting to order at 7:00 PM in Council Chambers of the
Palmyra Municipal Center, located at 325 S. Railroad St. Other Council members in attendance
included Matthew Andrews, Nancy Fleegle, Karen Nye, Tony Pearson, and Beth Shearer. Also
in attendance were Borough Manager Brenda Pera, Mayor Tom Miller, and Western Lebanon
County Regional Police Chief Andrew Winters. Denver Wilson was absent from the meeting.
Public Comment Period #1
• Rebecca Zalit of the Palmyra Community Parade Committee thanked Borough Council for
its continued support and involvement in this year’s Memorial Day parade. She said the
partnership helped bring the community together to honor those who gave their lives for our
country. She further thanked the Western Lebanon County Regional Police Department for
providing traffic control and helping ensure a safe event. The Committee plans to return later
this summer to request approval for the November Holiday Parade.
• Brad Frye from In The Net sports complex attended to inquire about the rental of the softball
field at Memorial Park for two weekends in June for tournaments. Borough Manager Pera
noted that she has this on her list to discuss during the Borough Manager’s report and that
she will be in contact with him with Council’s decision.

Special Visitors
• Kathy Fitzkee, PAWS, was in attendance to discuss the TNR(Trap, Neuter, Return)
program. Ms. Fitzkee provided information to Council regarding PAWS’ efforts to trap,
neuter, and return stray and feral cats with the goal of reducing the local cat population.
She explained that no cats are brought into the area from other locations as part of the
program. Only the cats trapped are returned to their original location after they are
neutered and treated with flea/tick medication. If kittens are trapped, PAWS will shelter
them until a permanent home is found. Ms. Fitzkee also noted that PAWS provides traps
and education on proper trapping procedures for community members who wish to assist
with the program. She expressed PAWS’ commitment to becoming more active with the
community and emphasized the commitment of community involvement and public
education for the program to be successful.

this historical experience!!!
