Happy birthday, Tony. I'm happy to do that. When people do that to me, I hate it. Thank you, Chris. Today, we are honored to recognize another outstanding high school team whose hard work, discipline, and teamwork have earned them a championship title and have brought great pride to their school and to Oneida County. The Notre Dame baseball team captured the 2026 Section 3 Class B baseball title. They advanced to the Class B regional tournaments, beating Canton in the regional semifinals. They reached the state tournament stages, playing in the NY S-PHSAA Class B semifinals in Binghamton in June of 2026. I'd like to call County Executive Anthony Pesetti to the podium. At this time, I would like to recognize the following legislator whose legislative district is home to the Notre Dame School District. Chad, if you'd just give a wave. And I would also like to call forward head coach Todd Car ville, our own Todd Carville, our DA, assistant coaches Dan Bogard, Jim Sinikowski, and Connor K off, and the members of the Notre Dame baseball team, if you would all come forward. So as our Chairwoman stated, I'm proud to recognize, of course, my alma mater, Notre Dame. And I take credit for this one, too. Just like I took credit for Kevin Green winning, you know, because I put pressure on both of these guys. But, you know, by daytime, he's, you know, F. Lee Bailey in the courtroom. And at nighttime, he's Aaron Boone. Well, Joe Torrey. All right. I agree with that. You know, as a Yankee f …

You got your own helicopter? Committee meeting the order. Docket 2026-3025 for our district attorney. This is an approval of a grant agreement between Annette County through its district attorney's office and the state of New York through its division of criminal justice services. Good morning. This is a $50,000 reimbursable grant, a violence intervention that we use generally for ShotSpotter. So that would be our intention this year as well. Questions on this docket? Grants we like. Yeah, we like grants. Grants are good. That's about 100%. 100% state. I ask for questions, not comments. Any questions? I'm sorry. I want Waterman back. This is why public safety should go first. I make a motion for public safety to go first from here on out. Next up is docket 2026-2999. It's a supplemental appropriation of $19,880 to A-1165-1165 .3389-175. State Aid Public Safety Strive Grant. Yeah, so this is an appropriation based on the fact that when we made the budget, we used last year's numbers, but when the grant came through, it was actually $19,000 more. So we're simply utilizing that money for the Strive Grant to pay for our coordinators' training and things of that nature. Any questions on this docket? Take the vote. All those in favor? Aye. Opposed? Docket passes. Next up is 2026-3118. An approval of an amendment to a grant agreement between Annette County through its District Attorney's Office and New York State through its Office of Victim Services. Trying to get rid of the superintendent. All right, we'll call the Public Safety Committee meeting to order. Mike is going to catch up on the roll call when we figure out our IT stuff. First up is docket 2026-3023. And just for everybody's awareness, we're going to talk about the first four dockets and the vote on them together. So we'll go through all four of them first. 2026-3023 is an approval to set the hourly rate of the position title Special Patrol Officer SPO at $33.50. Actually, you want to speak on each one, but we'll vote on them together. Sure. So we began our SPO program in 2015, and hourly rate then was $25 an hour. Then in 2017, it greatly expanded. That's where you're supporting it. We added on after the Parkland shooting, we went into every school district in the county. Somewhere around 2017, that's when it changed to its current rate of $26.50. And it's been at that for nearly 10 years. Each time when budget review comes up, I've discussed this and certainly was trying to get a raise. And we're here today hoping that we can get this much-ne eded adjustment because the issue we have, all of our neighboring counties, all of our contiguous counties, their SPO programs, because they built theirs off of ours. We were one of the first ones in the state to have SPOs. And they've all far surpassed us now with their hourly rate . So trying to stay with keeping our people that we have. We manned 56 different posts per day, each and every day, just with our basic FBO …

All right, let's call DPW to order. Mr. Boulard, even though you don't have your microphone, you have to be in attendance. Very good. We have, I think, five dockets tonight. We'll start out with water pollution control. Docket 2749, found on pages 86 and 89. Water quality pollution control seeks consideration of a work order amendment to the engineering contract with GHD Consulting. This is for the Barnes Ave Pumping Station Upgrade Project. It is an additional cost of $279,000, which will provide on -site engineering support and inspection of the construction. GHD did the design work already, so that's why they're being funded for this. This funding all comes 100% from New York State, so there's no additional binding or funding coming from the county. Questions? Seeing none, we'll call the vote. All in favor, say aye. Aye. Any opposed? Passes unanimously. Good job. Yeah, that was easy. If Carl was here, we would have gave him out. Yeah, if Carl would have had him. Let him know. All right, moving on. 2,863. This is our annual snow plowing template, found on pages 90 through 93. Public Works request approval of the template agreement with towns, villages, and cities for snow plowing during the upcoming 2,627 and 2,728 seasons. This puts it for the 2,627 at 7,000 per centerline mile. 7,100 for the 2,728 season. Historically, 2,425 was 6,800. 2,526 was 6,900. We've typically seen this $100 per mile increase each year, and we're following suit with that again this year. Having sa …

Okay, we're calling Health and Human Services to order. We have three dockets beginning on page 29. And docket 3093. Approval is requested for an agreement with Alpha Kappa Alpha Sorority to give $10,000 to support the sororities. I can't say that. New Psi Omega Chapters Childhood Hunger Initiative Power Pack Program. It provides free meals and snacks to children at Watson-Williams Magnet Elementary School on weekends and extended breaks. The term is June 1st, 2026 to August 1st, 2026. And we have done this in the past. I remember it. I remember this coming before us. What I... Who's... Is anybody here to speak to this? No, it's for the one school. I remember that before, but I... Is there anybody here to speak on that? Does anybody have any questions? Corrections on this? I remember that before, but I think that was June 1st, August 1st. I think it was June 1st or August 1st. We got an extended breaks from August 1st. It kind of ended. Yeah. Stacey James. Yeah. Stacey James. What's that? Stacey James. Yeah. That's the first docket there for the kids and the lunches. I guess we had a couple of questions. The question was close to June 1st, August 1st. They don't do anything in August. It's kind of like... They do it for great... But this is a lump sum payment. So that is just to be my time for that about your... Show receipts from when they set up money at it for us to ... It's not the term of the work. It's the term for us to... Okay. All right. I've got to do some of my que …

Call me crazy. We'll call Economic Development and Tourism Committee to order. Thank you all for staying tonight. This is probably the most important committee tonight because we're going to adopt a local law. So Amanda's here to explain this. The docket came down in volume two. There's a lot of language there that has big words, so I won't read it for a buck. But Amanda, would you explain what's going on with this? This is a proposed local law to supersede the provisions of county laws, Section 215, which limits the county's ability to sell its property to a requirement that it be auctioned off to the highest bidder. We have the ability as a charter county to supersede that. So this is a proposal to supersede it, very narrow, specific to the four listed sub-districts. Griffith Park, Rome, their zoning code has divided Griffith Park into, I believe it's eight different sub-districts. And there are four that are impacted here. It just happens to be where they intersect. And the purpose of this is to allow us to convey the necessary easements needed to convey to National Grid, Griffith Utility Services Corporation. And there will be an easement also in an exchange of property, an exchange of a piece of property in exchange for an easement with Robert's office interior. So because they are not municipal entities, we don't have the ability to do that right now without going out to a bid . So this is, it's narrow, it's specific to these sub-dist ricts, and it will allow us to conv …

All right, I'll talk loud if I can. Government operations will come to order. We have one docket. It's docket number 3048. What's that? Did I get my seat messed up? Uh-oh. Yeah. Sorry about that. I had the old one. I apologize. What's the new one? 3048. 3048, approval of the mortgage tax receipt and distribution for the period ending March 2026. You all have the report that shows you the tax receipts. Any questions on that, or does anyone want to speak to government ops, our folks here? No questions? Hearing none, we'll go to vote. All in favor say aye. Aye. Oppose? Motion carries. Do you second? Volume 2. Gotcha, yeah, Cindy just. Yep. Thank you. Oh, it's a memorandum for the town of Whitesound, correct? Correct. So, town of Whitesound County, town of Whitesound regarding properties acquired by the town as part of the flood mitigation project. Does anyone have any questions about that docket? Looks like Chad does. Go ahead, Chad. I'd just like to commend the work. No, I'd just like to commend Commissioner Carvalli because he's not letting any taxable status periods of time slide by without the county getting its fair share. Basically, it's making things equitable between the town and the county in terms of who should pay what. Thank you. Thank you, Commissioner Carvalli. Good work. Village of Whitesboro. Most of these homes are in the village of Whitesboro, weren't they? Yes. This particular first one is actually making sure that that village tax gets paid. The village tax f …
