The legislature does have until August 31st to conclude its business for the year. As we do every year, we'll go to and probably past midnight that night working on the hundreds of bills. There are several hundred bills. In both the Assembly and the Senate pending for final votes in the Houses. Also want to note, just from a calendar perspective, tomorrow is the final day to amend bills on the floor. But, of course, rule waivers and other maneuvering means that they can certainly amend through next …

It's my pleasure to introduce Dr. Anil Puri from Cal State Fullerton, who will be providing a sales tax forecast. As you know, we get forecasts each year from three different universities. You've heard from the other two, so I already advised Dr. Puri that he's going to be compared to two other presentations that have already occurred. But just as a brief introduction, Dr. Puri, he currently serves as the director of the Woods Center for Economic Analysis and Forecasting at Cal State Fullerton. The center produces economic reports and forecasts that are widely used by business and public leaders. And he's also the director of the Wood Center for Economic Analysis and Forecasting at Cal State Fullerton. He has previously served as provost and vice president for academic affairs, dean of the College of Business and Economics, and chair of the economics department at Cal State Fullerton. Measure M 2 allocates net revenues for the development of various competitive programs
which provide funding for transit, environmental cleanup, and local streets and roads
projects. Funding for local streets and roads projects is anticipated to be made available,
subject to the Orange County Transportation Authority Board of Directors approval, through
a 2027 call for projects for the Regional Capacity Program and Regional Traffic Signal
Synchronization Program. Staff has updated the Comprehensive Transportation Funding
Programs Guidelines and is seeking approval to advance these proposed revisions to the
Technical Advisory Committee. The proposed revisions incorporate 2027 call for projects
cycle changes, as well as payment process streamlining recommendations to expedite the
review and authorization of grant payments, consistent with Board direction from the 2025
