1. CALL TO ORDER
Mayor Maly called the meeting to order at 3:00 p.m. with the Pledge of Allegiance.
Present: Council Members Jay Tyminski, Colleen Twardzik, John Planchart, and Don Walsh.,
Town Manager Carol Houck, Finance Director Dawn Parks, Police Chief Ken McLaughlin,
Planning, Zoning & Development Director Ken Cimino, Public Works Facility Manager Matthew
Martin, Town Solicitor Tanner Jameson was on Zoom, and Town Clerk Donna Schwartz.
2. PUBLIC HEARINGS
A. First Reading of an Ordinance Authoring the Issuance of General Obligation
Bonds, Series 2026, to provide Funds for and toward the Completion of Capital
Improvements Projects and Related Expenses.
Town Manager Houck explained the ordinance, adding that her power point on the
subject was available in the Council packets. Mr. Jamie Schlesinger, of PFM, was
present and explained the bond process to Council.

A. Second Reading of an Ordinance to Adopt New Chapter 16 of the Town of Ocean
View Code to Establish a Tax Rate Stabilization Trust Fund.
Town Manager Houck explained the ordinance, adding that she was taking a more
conservative approach, with changes indicated by yellow highlighting.

This is the annual reorganization meeting of the Ocean View Town Council. The Council will administer the oath of office to three elected officials, elect a mayor pro tem, and vote on appointments to the Board of Adjustment, Planning & Zoning Commission, Board of Assessment, and Board of Election. 1. CALL TO ORDER
Mayor Reddington called the meeting to order at 3:00 p.m. with the Pledge of
Allegiance.
Present: Council Members Colleen Twardzik, Jay Tyminski, and John Planchart, Town

Mr. Cimino read his prepared overview and said that Town Council can apply any
restrictions to the R-2 approval they feel are necessary. Mr. Sean Cummings of SMC,
LLC, spoke on behalf of himself as the developer. He noted that the property can
easily accommodate a 4,000 – 5,000 square foot house, which is 5x larger than he
was thinking of building. He stated that his semi-detached homes will increase the
property values of all the homes around it.

1. CALL TO ORDER
Mayor Reddington called the meeting to order at 12:30 p.m. with the Pledge of Allegiance.
Present: Council Members Colleen Twardzik, Jay Tyminski, Don Walsh, John Planchart, and
Police Chief Ken McLaughlin, Finance Director Dawn Parks, Town Manager Carol Houck,
Planning, Zoning & Development Director Ken Cimino, Public Works Director Matt Martin,
Town Solicitor Max Walton, and Town Clerk Donna Schwartz were also present.
2. ADOPTION of Agenda
A motion was made by Council Member Twardzik, seconded by Council Member

A. Presentation: International Association of Chiefs of Police (IACP) Risk Analysis.
Mrs. Houck opened the presentation by explaining the reasons behind the study by the
IACP. The IACP presentation by Meghann Cassanova, Scott Roberts, and John Fitzgerald
was made over Zoom to the Town Council. The analysis focused on the following areas:
assessment of the policing environment, legal and risk analysis, and risk mitigation
strategies. The risk assessment employed a multi-faceted analytical approach that integrated
both quantitative and qualitative data The key findings were legal authority, liability
