Mayor and Council Conference and Regular Meeting —July 21, 2026
The Conference and Regular Meeting of the Mayor and Council of the Borough of North Caldwell was
held on Tuesday, July 21, 2026. The meeting began at 6:31p.m. at Borough Hall and virtually via
tele/video-conference.
Mayor Raymond called the meeting to order announcing that notice was provided in accordance with the
requirements of Chapter 231, P.L. 1975. He provided a statement regarding the conduct of the
teleconference which would allow members of the public to participate and be heard during public
comment.
Roll Call indicated the following:
Present: Mayor Joshua H. Raymond, Council President Anthony Floria-Callori, Councilman Matthew Atlas,
Councilwoman Suzanne Corbo, Councilman Arthur Rees, Councilwoman Johanna Stroever, Councilman
Tilton.
Also present were: Jarrid Kantor, Borough Counsel; Glenn Domenick, Borough Administrator; and Tami
Michelotti, Borough Clerk.

Mayor’s Report
Mayor Raymond announced that the next Mayor and Council meeting would be a combined Conference
and Regular to be held on August 11 at 6:30pm. He stated that 3rd Quarter 2026 estimated property
taxes are due on August ist with a 10 day grace period. He noted that the new E-bike regulations
regarding licensing, registration and insurance became effective in July. He welcomed all to participate in
the Blood Donation Drive at Firemen'’s Community Center on August 5th from 2pm to 6pm.

Mayor and Council Regular Meeting — June 23, 2026
The Regular Meeting of the Mayor and Council of the Borough of North Caldwell was held on Tuesday,
June 23, 2026. The meeting began at 6:30p.m. at Borough Hall and virtually via tele/video-conference.
Mayor Raymond called the meeting to order announcing that notice was provided in accordance with the
requirements of Chapter 231, P.L. 1975. He provided a statement regarding the conduct of the
teleconference which would allow members of the public to participate and be heard during public
comment.
Roll Call indicated the following:
Present: Mayor Joshua H. Raymond, Councilman Matthew Atlas, Councilman Arthur Rees, Councilwoman
Johanna Stroever.
Absent: Council President Anthony Floria-Callori, Councilman Tilton.
Also present were: Glenn Domenick, Borough Administrator; Jarrid Kantor, Borough Counsel; Karl
Strodthoff, Police Chief; and Tami Michelotti, Borough Clerk.
Mayor Raymond led the Pledge of Allegiance.
Mayor Raymond welcomed Maya Harlow, Essex County liaison, who provided an update on the GIS
initiative regarding rodent complaints. She announced summer hours at Turtle Back Zoo, the Wellness at
the Waterfront event, July 4" Fireworks and the annual mosquito prevention program.

Mayor and Council Special Meeting — April 7, 2026
The Special Meeting of the Mayor and Council of the Borough of North Caldwell was held on Tuesday,
April 7, 2026. The meeting began at 5:30p.m. at Borough Hall and virtually via tele/video-conference.
Mayor Raymond called the meeting to order announcing that notice was provided in accordance with the
requirements of Chapter 231, P.L. 1975. He provided a statement regarding the conduct of the
teleconference which would allow members of the public to participate and be heard during public
comment.
Roll Call indicated the following:
Present: Mayor Joshua H. Raymond, Council President Anthony Floria-Callori, Councilman Arthur Rees,
Councilwoman Johanna Stroever, Councilman Kenneth Tilton.
Absent: Councilman Matthew Atlas, Councilwoman Corbo.
Also present were: Glenn Domenick, Borough Administrator; Rich Mondelli, Chief Financial Officer; and

Mayor and Council Regular Meeting — March 24, 2026
The Regular Meeting of the Mayor and Council of the Borough of North Caldwell was held on Tuesday,
March 24, 2026. The meeting began at 6:31p.m. at Borough Hall and virtually via tele/video-conference.
Mayor Raymond called the meeting to order announcing that notice was provided in accordance with the
requirements of Chapter 231, P.L. 1975. He provided a statement regarding the conduct of the
teleconference which would allow members of the public to participate and be heard during public
comment.
Roll Call indicated the following:
Present: Mayor Joshua H. Raymond, Council President Anthony Floria-Callori, Councilman Matthew Atlas,
Councilwoman Suzanne Corbo, Councilman Arthur Rees, Councilwoman Johanna Stroever, Councilman
Tilton.
Also present were: Glenn Domenick, Borough Administrator; Jarrid Kantor, Borough Counsel; Karl
Strodthoff, Police Chief; and Tami Michelotti, Borough Clerk.
The Travel Knights soccer team members led the Pledge of Allegiance.
Mayor’s Report
Mayor Raymond announced upcoming events including the Spring Spectacular on March 31, Senior
Luncheon on April 1, Seniors Book Club on April 17, Earth Day on April 19 and Baseball/Softball Opening
Day parade on April 25. He announced that pool and summer camp registrations are open and that
lifeguard and counselor employment positions are available.

The Zoning Board of Adjustment will consider applications for building and lot coverage and yard setbacks. The board will also review a memorialization for a property on Central Avenue.

Zoning Board of Adjustment Meeting — March 18, 2026
The Regular Meeting of the North Caldwell Zoning Board of Adjustment was held on Wednesday, March
18, 2026 and started at 7:31pm. The meeting was held in person at Borough Hall and virtually via
tele/video-conference.
Chairman Augustitus called the meeting to order and announced that the meeting was held in
accordance with the Open Public Meetings Act and that notice of the meeting was provided in
accordance with the requirements of Chapter 231, P.L. 1975. He noted that tele/video-conference
participation instructions were provided to the public in advance of the meeting.
Board Member Roxana Demel led the Pledge of Allegiance.
Roll Call indicated the following Board Members present: Chairman Robert Augustitus, Vice Chairman

The Mayor and Council will consider several new ordinances regarding affordable housing, development fees, and zoning overlays. The body will also review a blasting ordinance and approve various resolutions including budget transfers and road improvement change orders.

Mayor and Council Regular Meeting — February 24, 2026
The Regular Meeting of the Mayor and Council of the Borough of North Caldwell was held on Tuesday,
February 24, 2026. The meeting began at 6:30p.m. at Borough Hall and virtually via tele/video-
conference.
Mayor Raymond called the meeting to order announcing that notice was provided in accordance with the
requirements of Chapter 231, P.L. 1975. He provided a statement regarding the conduct of the
teleconference which would allow members of the public to participate and be heard during public
comment.
Roll Call indicated the following:
Present: Mayor Joshua H. Raymond, Council President Anthony Floria-Callori, Councilman Matthew Atlas,
Councilwoman Suzanne Corbo, Councilman Arthur Rees, Councilwoman Johanna Stroever.
Absent: Councilman Tilton
Also present were: Glenn Domenick, Borough Administrator; Jarrid Kantor, Borough Counsel; Karl
Strodthoff, Police Chief; and Tami Michelotti, Borough Clerk.
Jake Ryan led the Pledge of Allegiance.
Mayor’s Report
Mayor Raymond welcomed County Commissioner Len Luciano for his service to the county. He
recognized Black History Month and the importance of African American history on American history. He
noted the importance in preserving diversity, inclusion and unity.
Mayor Raymond announced a Special Budget Meeting on Thursday, February 26, 2026 at 5:30pm. He
welcomed coaches to volunteer for Little League baseball and softball. He announced registration for

Zoning Board of Adjustment Meeting — February 11, 2026
The Regular Meeting of the North Caldwell Zoning Board of Adjustment was held on Wednesday,
