Mr. Russell, director of strategic planning will present R 148-2026 regarding rules for public participation and comment at meetings of the sewage and water board of New Orleans. Mr. Russell, please proceed. Thank you. Good morning. Thank you for taking this up. This is a resolution authorizing an update to the board's public comment rules. I would say these are largely tweaks to our existing regs. These align with state law, open meetings law, and our existing ADA rules. We've introduced these hoping to make our public comment regs easier to understand for the public to more closely align with the city and council's public comment rules. These keep public comment time cap at three minutes per public comment, though most of these regs, the chair or presiding officer can extend time if needed. It requires commenters to submit a public comment card with their name, address, and a few other items. Just looking to standardize our process and better align with the c …

Good morning. It's now 9 a.m. I'd like to call the Sewerage and Water Board Finance and Administration Committee meeting to order. Special Counsel, please call the roll. Director Kimbrough. Director Gallo. Here. Director Kennedy. Director Thomas. Here. Director Walmsley. Here. Chair, you have a quorum. Thank you. All right, we'll proceed with the three presentation items. Grass, I think you're first, correct? Yes, thank you. Good morning, everyone. Jump in. Happy to be here to provide an update on the August financials. We're obviously staying busy with everything going on and preparing the budget cycle due next month to the Council and we'll present to the Committee as well. So, for August, the top line water and sewer revenue, $23.7 million. Pretty flat to the budget. Year-to-date, we're at $188 million through August on water and sewer revenues. A little over one percent ahead of budget. Drainage taxes, about $67 million. Pretty well tracking to budget. Operating expenses, you'll notice here we're still pulling from the expended reports. We're at $266 million year-to-date. With the Oracle implementation, we're continuing to work on the financial reporting piece. We're on like about the month of May when we look at the traditional water sewer drainage breakout. So, that's still a work in progress. Work with the implementer through August, a little bit into September. Now, the team is sort of running all the processes themselves. So, we're continuing to catch up on that side …

Thank you. And there are. Thank you. And then finally, endorsing and providing updates for the city council motions adopted on August 6th. Now, I just want to capture a little bit where we've been. Feel free to read this on your own time. I'm not going to go through every step of this, but I just wanted to show that these months, these eight months, have been filled with action. Whether it's been in this boardroom, at the city council chambers, in the state legislature, or behind the scenes just working day in, day out between the administration, the city council, and the sewage and water board staff and board, there have been numerous actions that have continued to take place and drive down the field, bringing us to this moment here, as well as future board meetings with you all. And so please, I encourage you to read all this. It's a lot to be proud of. And then some of the funding priorities, too. There has been some great funding wins that have already been secured to advance priorities, whether it's at the federal level, the 6.25, for different water infrastructure improvements, state capital outlay, identifying money there, or continuing to work on the parcel fee, like we've done week in and week out. And then finally, where are we going? So in the months ahead, the four priorities that we want to look to is, first of all, continuing this collaboration. We need to stay on top of this. We're going to be all over it in the mayor's office. I know that the sewage and water …

Keith Redling, Executive Vice President with Raftelis. And I am going to make a presentation of our kind of an updated status report on the transportation fee and drainage fee work. Norm McKinley is going to work with me. And so we are looking forward to this as well. And if you all can fire up the PowerPoint, I will operate from that slideshow. Thank you. I think they have to sort of put them together. Is it possible to just give them screen sharing and then they can just share the slides? Unfortunately, it was out of our control with Microsoft global outage. But again, we were able to reconvene and appreciate everybody's being here and online. And I need to pause. I got to go find Angel from ADBP. Okay . I'll be right back. She said. Good morning. …

I've seen people working cold in Philadelphia with ice in their beer. I've seen people working cold in Philadelphia with ice in their beer. But I saw something I had never seen before on that date where we had water. The pipe was down below. The water is muddy. I saw a person go down into the water with a tool that's hard to control in regular air. And went down with it, tightened it, and came right back up . Got a breath and went back down. And I'm very proud of their ded …

Second by Director Anthrop. All in favor? Aye. Thank you very much. We've accepted the minutes. And we'll go right into our action items. First up, Gray Lewis, our CFO. Yes. Thank you. Resolution 94 follows our Pitch and Plan funding policy and as was presented by the plan actuary, estimates fiscal 26 employer contribution 11.2 million or 18.16% of pensionable compensation. In addition to the regular 6% employee contributions, these amounts for fiscal 26 are pretty similar, just a little bit below fiscal 25 driven by a small reduction in covered employees. And we continue to follow our annual funding policy that was adopted in 2021, which is improving our funded ratio each year. Also with this, we're adopting the actual recommendation to update the mortality table used in the actuarial evaluation , which is adjusted via publication 2016. And we appreciate the board's vote to pass the continued funding of our pension plan under the policy. And happy to answer any questions. All right. Are there any questions before we proceed? No. Seeing none. We have a motion to approve resolution R094-2026. So moved. Moved by Dire …

Thank you. As I am aware, there was a question dealing with grievances on our policies and also what do we do when a leader has a situation where there's a question and there being a question warranting investigation or concern. I've asked special counsel to look at that and to speak to us today, and so go right ahead. So very briefly, what we currently have is a grievance process that is managed through the employee relations department and then that goes, that is also housed in the CAO's org chart. If there is a conflict or need for further review, that is then referred to legal and we will engage outside counsel to complete any outside investigation of the matter.
