This meeting was called to order on 10:15 AM on August 13, 2026:
1. Campbell Falls State Park Stone Arch Bridge (map 416, lot Parcel 26). The
commission conducted a site visit for the purpose to meet with Gill Engineering
concerning the Stone Arch Bridge Rehabilitation project. Present were representative
Tim Dutill, from Gill Engineering and Adrian Sak, intern from Gill Engineering. No
motions were made and no votes were taken.
2. 98 Norfolk Road (map 409, Lot 5), Berliner. The commission conducted a site visit for a
request from the property owner concerning questions about the possibility of
construction of an ADU on her property. Present was Roshelle Berliner, property owner.

3. 395 Brewer Branch Road (map 409, lot 58.4), Gagnon. The commission conducted a
site visit in response to an RDA request to dig two trenches for repair of two sections of

Discuss Town Hall Renovations—direction/next steps
EDM distributed a schematic depicting an elevator with a staircase inside the town hall in the
southwest corner. This rendering is to show an alternate option to an addition to house the
elevator/staircase. Tim Widman said he conferred with a structural engineer who felt installing
the elevator inside the building was doable. The exterior walls would require bracing with steel.
It was decided that the program was going to dictate the location of the elevator as installing it
inside the existing building takes up a valuable space on both floors.
Bob spoke to what he believes are the defining features of the building which are the exterior
historical look and the large hall upstairs. He would like to see both preserved. He asked if it
was a definite decision that the staff offices would be moving upstairs resulting in the loss of the

New Marlborough Town Library
Library Trustees Meeting
July 30, 2026, 2:00 PM
The meeting was called to order at 2:10 with Deb O'Brien, Librarian, Tom Masters, Chairman,
and Robin Tost, Trustee, present.
The minutes from the previous meeting, June 18, were read and approved.
The Chairman, Tom Masters, signed the Director's Employment Contract and the completed
ARIS report.
Deb reported on the Carlos Ball book talk which was very well attended and well
received. There was an excellent article about the talk in the NMU5VNews.
The stargazing program on July 24 drew a large group to the Goodnow Preserve to watch the
emergence of the stars, the moon and, unfortunately, some light fog. We are making plans to do
it again in the fall when it will be dark sooner.
The Summer Reading program was successful with many activities crammed into a rather short
period of time. 15 children participated.
The Digital Navigator programs have been very successful and well attended.
Zach Adams gave a talk to a good crowd about his work establishing nest boxes for bank
swallows along the newly reconstructed banks of the Konkapot near Hartsville. He also sold
copies of his new bird book, "Birds of New England".
Deb is in the process of trying to work out a 3-D printer program for 8 invited children on
August 15.
The election of Trustee positions was held. The slate remains the same with Tom Masters as
Chairman and Robin Tost as Secretary.

Discuss Town Hall Renovations—direction/next steps
Before EDM submits a final proposal to the Town for architectural services, the Committee
reviewed and refined the scope of the work. There was a discussion on whether all work should
start from scratch or if the most recent schematics (produced by EDM in 2021) could be used as
a jumping off point. The committee reviewed the schematic which depicts an addition to house
an elevator and new staircase to provide accessibility to the upper floor. There was a discussion
on alternative options such as moving the building and potentially siting it to allow the upper
story to be at ground level, and/or using just one floor of the building and avoiding the need for
an elevator. After discussion, all present agreed that the proposed Town Hall renovation should
include use of both the upper and lower floors. Some felt the building should remain in its

Presentation of ADA Self-Evaluation and Assessment Plan-James Mazik
ADA Plan consultant Jim Mazik was present to provide updates on the ADA transition plan. He
explained that he assessed town properties for ADA compliance and made recommendations. Jim also
thanked Tom Stalker for his hard work reviewing the entire plan. One of the recommendations Jim gave
to the Select Board was to increase the membership of the Commission on Disabilities as it cur rently only
has three members. Jim said it's preferred to have 5 members on the Commission. He suggested making
the Request for R easonable A ccommodation form available to all employees. He also advised having
