Planning Board (PB) Chair Woody Knight opened the July 29, 2026 Newbury Planning Board
(PB) meeting at 7:02p.m. Knight took a roll call of Planning Board members present: Pete
Paicos, yes; Larry Murphy, yes; Scott Kinter, yes; Steve Mangion, yes. Planning Director Kristen
Grubbs and Assistant Planner Sadie Woodward were present. Town Counsel Attorney Jay
Talerman was present.
Opening Statement: Knight announced that this July 29, 2026 Open Meeting of the Newbury
Planning Board was being conducted remotely consistent with Chapter 2 of the Acts of 2025,
which extends the Governor’s March 12, 2020 “Order Suspending Certain Provisions of the
Open Meeting Law, G.L. c. 30A § 20” until June 30, 2027. This Order suspends the requirement
of the Open Meeting Law to have all meetings in a publicly accessible physical location and
allows public bodies to meet entirely remotely so long as reasonable public access is afforded so
that the public can follow along with the deliberations of the meeting. Knight stated that the
Planning Board was convening by video conference via Zoom, as posted on the Planning
Board’s agenda, and provided information on how people could view and join the Zoom meeting
and participate when public comment was invited. Knight then described the ground rules and

Election of Officers for FY27:
Damon reviewed the officer positions available: Chair, Vice Chair, and Clerk. He also reviewed
people can nominate someone or self-nominate.

Damon Jespersen stated he has continued to have meetings about a permanent home for the COA
and how to move it forward. Damon also reminded Members that they need to complete the

open seats and it would be nice to have some younger members join and to help us grow

The Zoning Board of Appeals will hold continued public hearings on two special permit requests for properties on Plum Island. Planning Board (PB) Chair Woody Knight opened the July 15, 2026 Newbury Planning Board
(PB) meeting at 7:00p.m. Knight took a roll call of Planning Board members present: Pete
Paicos, yes; Larry Murphy, yes; Scott Kinter, yes; Steve Mangion, yes. Planning Director Kristen
Grubbs and Assistant Planner Sadie Woodward were present.
Opening Statement: Knight announced that this July 15, 2026 Open Meeting of the Newbury
Planning Board was being conducted remotely consistent with Chapter 2 of the Acts of 2025,
which extends the Governor’s March 12, 2020 “Order Suspending Certain Provisions of the
Open Meeting Law, G.L. c. 30A § 20” until June 30, 2027. This Order suspends the requirement
of the Open Meeting Law to have all meetings in a publicly accessible physical location and
allows public bodies to meet entirely remotely so long as reasonable public access is afforded so
that the public can follow along with the deliberations of the meeting. Knight stated that the
Planning Board was convening by video conference via Zoom, as posted on the Planning
Board’s agenda, and provided information on how people could view and join the Zoom meeting
and participate when public comment was invited. Knight then described the ground rules and
guidelines for the meeting proceedings and public participation. He concluded by stating that

Call to Order: The meeting was opened and called to order by Bill Hoffman at 7:04 pm.

Open Space Committee Updates
A. Open Space Plan Update. Kay Emery from MVPC attended the meeting to assist the Committee in
finalizing a schedule for submitting a final draft of the Plan to Town Boards and Commissions, The State
Division of Conservation Services, and the public. The Committee reviewed the current version of the
draft Plan and made edits to MVPC comments. Next steps are as follows:
1. Committee members will complete edits to their sections and the general narrative by the end
of the week of July 17.
2. Newbury Town Day Saturday August 15. Opportunity for the Committee to table at this event
and talk about the OSRP update.
3. MVPC will review and format the draft Plan and have it ready by early September. Town Boards
and Commissions will then review and provide support letters.
4. Aiming for second and final public meeting in mid-September.
5. Goal of submitting the final version of the Plan to Mass DCS by mid-November.

Regular meeting of the Newbury Historical Commission began at 7:27 pm.
Members present: Rebecca Fuller, Jan Forrest, Lon Hachmeister, and Rich Morin
Members absent: Eva Jackman
We need to discuss selection of a new Chairperson. Rich made a motion, due to Eva’s absence, to table the
discussion until the next meeting. The motion was seconded and approved by all.
APPROVAL OF MINUTES: The Minutes of the 06/17 meeting were reviewed, 1 minor correction and approved
by all. Minutes of the 06/25 meeting were reviewed, 2 minor corrections, and approved by all.
TREASURER’S REPORT: Lon – Report of the General Account- General funds: Portable Toilet has committed funds
and it will leave $54.23 for the fiscal year. Gift Fund: $2,8167.65; Special Article Fund: $3500: Return of these
funds was approved at the May 2026 Town Meeting and will be set up under the prior account number. The draft
report was accepted as corrected and approved by all.
Lon updated the Commission on the purchase of several mannequins and some clothing; new slates for the desks.
He also purchased a new Town Flag.
He also noted, that when we select a new Chairperson, he/she will need to buy a new stamp, with the chair’s
signature. He uses it to approve the request for funding, to show use of funds, etc. after approval in our meeting.

Mary reported that the open invoices from Triton Youth Soccer have been paid and that the open
invoice for youth football is expected.
Myk would like to move forward with the project to update rules and regulations documents,
including the new price schedules, and have the new documents replaced on line.
New business :
Received an update from the Newbury Town Day Committee.
The following motions were made and passed unanimously.
Permission for operation of a Beer Truck.
Permission to put a tent over the performance stage, with provision that stakes not be
used to secure tent (sprinkler lines)
Permission to erect stage and tent on Friday, with take down on Monday.
Motion by committee to purchase two “ lawn bocce ” games for the games area at Town Day.
Approved a motion to create staggered terms for Recreation Committee members.

Conservation Commission to decide on multiple Certificates of Compliance and RDAs
The Newbury Conservation Commission will hold a public hearing to consider several requests for Certificates of Compliance for projects at various addresses, including a never-started project at 32 School Street and a deck expansion on a primary dune at 26 Northern Boulevard. Call meeting to order; roll call attendance & meeting preamble: Bob Connors (Chair) called the meeting to order at 6:00 p.m.. Mason Ferrick (Conservation Agent) read the preamble regarding the remote open meeting law and conducted a roll call of members.

General Project Discussion/ Updates:
At the request of the applicant, the Chair, Co-Chair, and the board's peer reviewer drafted a summary memo for the review of the planning board regarding the approved project at 34 Central Street. The letter was intended to summarize the board's thoughts and the hearing process for the duration of the project.
Following the discussion, the board made a motion to approve the drafted letter to be sent to the Planning Board for their review.

Certificates of Compliance:

MINUTES
NTL Trustees’ Special Meeting 07-01-2026
Attending in person were Trustees Melissa Mashburn and Alex Burke. Trustee Terry Litterst attended
remotely. Absent were Trustees Patti Olsen and Dick Passeri, who is Chair.
Also attending were Assistant Director Katherine Szuplat and Director Candidate Alia Colburn.
Acting as Chair, Mr. Burke declared that a quorum existed and called the meeting to order at 4:35.
Mr. Burke then observed that her presence in a rehabilitation facility precluded Ms. Litterst from
attending in person and that she would be participating, as permitted, through a telephonic link.
Mr. Burke distributed copies of the Draft Minutes for the Trustees Special Meeting of 06-24-2026. After
examination, Ms. Mashburn moved acceptance, Ms. Litterst seconded and the Minutes were
unanimously accepted. The Minutes are now Official Minutes and will be timely and publicly posted.
Mr. Burke then moved that the Trustees extend an offer to Ms. Colburn to become the Director of
Newbury Town Library. Ms. Mashburn seconded. Ms. Litterst spoke in favor and the Trustees
unanimously voted to extend an offer.
The offer was then extended and Ms. Colburn accepted it.
Mr. Burke then declared that the Special Meeting would close and attendees enter Executive Session to
negotiate with Ms. Colburn the terms and conditions of her service as Director of Newbury Town
Library.
There being no additional business, the meeting was adjourned at 4:48.
