Grant Writing Discussion
Currently when the library holds events, some monies can be obtained from Cultural
Council grants, which receive money from the state lottery system each year. Grants are
written in October and can be used to pay for speakers and cover materials for classes. We
will keep this in mind when planning for any future events.
Finances
At this time in the fiscal year, the library has about $5900 remaining in the budget, as
received from town and state monies. That gives the library roughly $590 per month to pay
for books and supplies. Our dues of about $470 for CWMARS membership will be due in
September and this money will come from library gift monies. There is still $2800 of town
furniture money left. Some will be used to replace some of the older, rusting bookcases
and for the purchase of a thermal printer for printing book receipts. This will save on the
cost of ink and paper for the current printer. The furniture money can be rolled over to
future fiscal years. The next allotment from the State Aid to Libraries will be in April and we
expect about $4000. That money will be forwarded to the next fiscal year which starts in
July 2027.

Planning Board Minutes
July 27,2026
Members in attendance: Andrea Tosi, Missy Main, Irene Rodriguez and Maureen Sullivan.
Michael Hitchcock was absent. Anne Marie Visconti was present.
The meeting came to order at 6:50.
Nominations for planning board chair (Andrea Tosi) and secretary (Maureen Sullivan) were
made. Both individuals accepted the positions.
The minutes of the July 13, 2026 meeting were read and accepted.
A letter from the Division of Fisheries and Wildlife was circulated. The letter announced a
comment period concerning changes to the Priority Habitat map as a result of delineation
changes. No action was taken by the board at this time.
The Town Council Michael D’Ortenzio will be contacted re the status of his review of the board’s
draft camping bylaw.
The board discussed next steps in preparing for a public meeting concerning by right,
commercial scale solar development. Andrea Tosi will contact DOER point person Doug Finn,
Maureen Sullivan will contact Westfield Wild and Scenic.
The meeting closed at 8:30.

The meeting was called to order at 6:30 PM by Ann Marie Visconti, Chair with Curt Robie and Sherri Venditti,
members, were also present. Members of the Finance Committee present were Louise Harlow, Noreen Suriner,
Kenneth Murray, and Eric Main. Evan Kenney, Town Administrator and Mark Doane, Administrative Assistant were
also present.
Town residents in attendance were: Tamarin Laurel-Paine and Adair Cafarella-Paine. On ZOOM were Deborah
Schnappauf and Michael Miller.
The final End of Year transfer was approved and signed off by the Selectboard and the Finance Committee. A copy
of the transfer is attached to the hard copy of these minutes.
The minutes of the Joint Selectboard-Finance Committee Meeting were approved and signed off.
There was no public input.
Curt gave an update on the Senior Center Project. The project is going well; bid documents are being prepared and
should be available in the next few days. The bid process will be placed on the State Central Register, and
published in the Country Journal for two consecutive weeks: July 23, 2026 and July 30, 2026. The time frame for
awarding contracts is approx. 1 month. Some changes have already been required due to the “Buy American
Federal Policy”. This is currently affecting the windows, and the lift for access to the second floor. There will be a

1)Jay looked at the metal roofs on DPW, Fire and Salt Shed; He thinks that they should be painted with
aluminum paint which bonds to galvanized steel in order to preserve them and possibly get 10 or more
years out of them vs replacement
2) Skip informed Jay that he will get estimates for the backhoe, grader, loader and 10 wheel dump truck
3) Skip thinks that he may be able to obtain a grant for the roller

Jeffrey McCoullough, from Pioneer Valley Planning Commission was present to explain what a Scenic Byway is, as
the Towns encompassing Skyline Trail are being asked to consider designating Skyline Trail a scenic byway. He
explained that the designation does not alter local zoning laws; does not require tourism promotion; does not
create new town regulations; does not transfer authority to the State, and does not obligate municipal spending.
The benefits are that it helps protect the town character, it strengthens the State voice, increases eligibility for
capital improvements, provides regional cooperation across the 5 towns which comprise Skyline Trail, and
encourages community scaled economic activity. Following the presentation, multiple questions were raised

Murray for the position of Chair because of his experience in the town. It was also brought
up that Noreen may not be able to serve as chair do to a conflict of interest as she is also the
Town Moderator. Questions of a legal standpoint gave credence to her holding both offices.
Opinions for both sides were strongly expressed as part of a heated debate.

We want the new camping bylaw to be clearly understood and consistent with oth er
town bylaws.
The camping bylaw is ready to go to Evan Kenney, Administration, in preparation for
review by Town Counsel.
The company the town has hired to clean up the bylaws will be starting after July1.
BESS and Solar panels
We reviewed Renewable Energy bylaw from Plainfield and the information from town
counsel Michael D ’Ortnzio
Having a town bylaw in place soon is our priority.

The Minutes of the joint selectboard and finance committee meeting of June 3, 2026 were
approved.
Kristen Dearborn, Amy Hutchins, and Ang elica Sanchez f rom Northampton Public Health were
present to review food permit inspections, the application process for a food service
establishment. Currently there is no fee for a food permit, and non-profits are exempt from
paying any fees. Multiple questions were asked concerning events that occur in Middlefield on
a regular basis such as the annual cookie swap, the Fair pancake breakfasts ’, and community
potluck dinners. Overall recommendation was to have a Serv-Safe qualified person present for
potluck dinners and Fair breakfasts. For the annual cookie swap just having a statement that it
hasn ’t been inspected by the Board of Health, and to avoid refrigerated …

Minutes:
Minutes of March 15, April 08 and May 13 were reviewed. Motions were made to accept the minutes as
written. Motions were seconded and all were in favor. Motions passed.
Dump Run Cafe:
• The June 07 dump run featured an interview with Priscilla Suriner from the Middlefield Memory
Project. It was viewed by Suzanne Lemieux and Dan Suriner. Linda Fontaine Greenia popped in
for a visit. The next dump run café will be hosted by Ray and Char Gero on July 12th, the 2nd
week-end of July. A Middlefield Memory project will be aired.
July 08 Agenda:
• It was suggested to play the Middlefield Memories after lunch sometime. We will discuss this at
the July board meeting.
• We will also discuss the VCR player that will be needed to play the Purple Heart celebration that
Char and Ray have.
Farmer’s Market:
• Pat asked about the status of the Farmer’s Market coupons. Last year we received two sets of
coupons, each set is worth S25. We need to drive to Northampton to attend a training in order
to pick them up. We will wait to see if we can distribute more than two this year, to make the
trip worthwhile.

Permit can be online. Maureen will finalize the application. The bylaw is ready to
be reviewed by the town attorney before holding a public hearing.
BESS and Solar panels
The state is rapidly and aggressively pursuing solar installations and battery storage in
western mass where the land is cheaper. They have created a map of where they can
install solar. There was discussion about whether they can clear cut state forests .
There was discussion about whether the hilltowns join together and have one lawyer
represent us.
Plainfield has partnered with MIT for their bylaw. We will review prior to next meeting.
Having a town bylaw in place soon is our priority.

The meeting was called to order by Ann Marie Visconti, Selectboard chair at 6:30 PM with
Selectboard members Curt Robie and Tamarin Laurel-Paine also present. Finance Committee
members present were Noreen Suriner, Louise Harlow, and Kenneth Murray. Town residents
present were Sherri Vandetti, Adair Laurel-Cafarella, Maureen Longobardi, and Alfonso
Longobardi. On ZOOM were Joe Hagopian from Pioneer Valley Planning Commission (PVPC) ,
and Michael Miller. Evan Kenney, Town Administrator and Mark Doane, Administrative
Assistant were also in attendance.
Evan Kenney and Joe Hagopian then presented a potential cost proposal concerning an
American with Disabilities (ADA) Self-Evaluation and Transition Plan Cost Proposal for the Town
of Middlefield. Following a question-and-answer period regarding the Proposal, a motion was
made, seconded, and carried to allow the Town Administrator to work out the contract details ,
with PVPC, of the ADA Self-Evaluation and Transition Plan to be designed for the Town of
Middlefield. A initial proposal is attached to the hard copy of these minutes. It is also noted
that a Town Committee will need to be established, as part of the ADA plan. Joe Hagopian
