January 27, 2025
The Village of Napoleonville held a Special Council Meeting at the Administration Building Chamber on
Monday, January 27, 2025. The session was called to order at 6:00 p.m. by Mayor Ron Animashaun, the
Clerk being present.
Present: Mayor Ron Animashaun, Alderwoman Kia Converse, Alderwoman Velma Jupiter, and
Alderwoman April Williams. A quorum to conduct business was declared present by Mayor
Animashaun.
Public Comments Open
Alderwoman Jupiter motioned, Alderwoman Converse second “THAT” the Board open a public
comment session. Upon a unanimous consent by the Board, Mayor Animashaun declared the motion
carried and the public comment session was opened.
Derelict Structures & Ordinance Violations
The Mayor and Board addressed the status of each ordinance violation, derelict structure, and the progress
that the property owner(s) have made according to the Village’s Ordinance Chapter 11 Condemnation of
Dangerous Structures by Village.
The Board unanimously agreed, that the property owners of 504 Canal St, and 608 Railroad St, 610 Railroad
St, 311 St. Mary St. and 313 St. Mary St. be allowed time to continue the repairs to correct the ordinance
violations.

Administration Building Meeting Chamber. The session was called to order at 6:00 p.m. by Mayor Pro

Administration Building Meeting Chamber. The session was called to order at 6:02 pm by Mayor
Animashaun, the Clerk being present.
The Pledge of Allegiance was led by Alderwoman Jupiter, followed by a moment of silence, Alderwoman
Jupiter led the invocation.
Present: Mayor Animashaun, Alderwoman Velma Jupiter, and Alderwoman April Williams. Alderwoman
Kia Converse was absent. A quorum to conduct business was declared present by Mayor Animashaun.
Trina Animashaun and Paula Rome, Entergy-Southeast Customer Service Manager, were also present.
Approval of the Minutes
Upon a motion by Alderwoman Jupiter, seconded by Alderwoman Williams, the minutes from the
Regular Council meeting on August 12, 2024, were approved. With a unanimous agreement from the
Board, Mayor Animashaun declared the motion carried.
Financial Reports
Upon a motion by Alderwoman Jupiter, seconded by Alderwoman Williams the Board agreed to accept
the financial reports from August 2024 were approved. With a unanimous agreement from the Board,
Mayor Animashaun declared the motion carried.
Paula Rome, Entergy-Southeast Customer Service Manager, addressed the Board about the upcoming
Entergy franchise fee renewal. An ordinance will be introduced to renew the 2% franchise fee at the
October 7, 2024 meeting.

The Village of Napoleonville held a Special Council Meeting at the Administration Building Chamber on
Monday, July 22, 2024. The session was called to order at 6:02 p.m. by Mayor Ron Animashaun, the
Clerk being present.
Present: Mayor Ron Animashaun, Alderwoman Kia Converse, and Alderwoman April Williams.
Alderwoman Velma Jupiter was absent. A quorum to conduct business was declared present by Mayor

Public Comments Open
Alderwoman Converse motioned, Alderwoman Williams second “THAT” the Board opens a public
comment session. Upon a unanimous consent by the Board, Mayor Animashaun declared the motion
carried and the public comment session was opened.
Ordinance Violations Court Update
Hearing Officer, Felix Sternfels addressed the Mayor and Board on the status of the open cases, the court
process, and the fines imposed for non-compliance to the court’s request to correct the ordinance
violations and repairs to blighted properties. Alderwoman Converse motioned, and Alderwoman
Williams seconded, “THAT” the tax sale process begins in January of each year for all properties with
delinquent property taxes and court fines attached. The Board unanimously agreed and Mayor
Animashaun declared the motion carried.

The Village of Napoleonville held a Special Council Meeting on Tuesday, April 16, 2024, at the
Administration Building Meeting Chamber. The session was called to order at 6:00 pm. by Mayor Ron
Animashaun, the Clerk being present.
Present: Mayor Ron Animashaun, Alderwoman Kia Converse, Alderwoman Velma Jupiter , and
Alderwoman April Williams. A quorum to conduct business was declared present by Mayor Animashaun.
Also present were Trina Animashaun, Patrick Morris, and LaTasha Williams.
Alderwoman Converse motioned, Alderwoman Williams second “THAT” the Board open a public
comment session before discussing any agenda items. Upon a unanimous agreement by the Board, Mayor
Animashaun declared the motion carried.
All agenda items were discussed and all questions and comments from the public were acknowledged ,
however, no action was taken. Therefore, Alderwoman Converse motioned and Alderwoman Williams
second, “THAT” the public comments session be closed. T he Board unanimously agreed and Mayor
Animashaun declared the motion carried.
Adjournment: Upon unanimous consent, the meeting was adjourned at 7:18 p.m.

The Board addressed the APSO regarding the Mardi Gras Parade scheduled for February 10, 2024.
Captain Bruce Prejean and Officer Rodney Rhodes with the APSO informed the Board that the Assumption
Parish Sheriff’s office is fully committed to helping maintain crowd control and safety for all. The APSO
will provide 15-20 deputies during the parade and also allot several deputies to maintain the festivities once
the parade is complete by overlapping the deputies' shifts. Mayor Animashaun assured the APSO, that no
street permits would be issued for the day of the parade.

Minutes of Regular Council Meeting
December 11, 2023
The Village of Napoleonville held a Regular Council Meeting on Monday, December 11, 2023, at the
Administration Building Meeting Chamber. The session was called to order at 6:00 p.m. by Mayor
Animashaun, the Clerk being present.
The Pledge of Allegiance was led by Alderwoman Williams, followed by a moment of silence, Alderwoman
Jupiter led the invocation.
Present: Mayor Animashaun, Alderwoman Kia Converse, Alderwoman Velma Jupiter and Alderwoman
April Williams. A quorum to conduct business was declared present by Mayor Animashaun.
Approval of the Minutes
Upon a motion by Alderwoman Jupiter, seconded by Alderwoman Converse, the minutes from the
Regular Council meeting on November 13, 2023 and the Special Council meeting on November 30, 2023
were approved. With a unanimous agreement from the Board, Mayor Animashaun declared the motion
carried.
Financial Reports
Upon a motion by Alderwoman Jupiter, seconded by Alderwoman Converse, the Board agreed to accept
the financial reports from November 2023. With a unanimous agreement from the Board, Mayor
Animashaun declared the motion carried.

November 30, 2023
The Village of Napoleonville held A Special Council Meeting on Wednesday, November 30, 2022, at the
Administration Building Meeting Chamber. The session was called to order at 6:00 p.m. by Mayor
Animashaun, the Clerk being present.
The Pledge of Allegiance was led by Alder woman Converse, followed by a moment of silence,
Alderwoman Jupiter led the invocation.
Present: Mayor Ron Animashaun, Alderwoman Kia Converse, Alderwoman Velma Jupiter and
Alderwoman April Williams was present. A quorum to conduct business was declared present by Mayor
Animashaun
Public Meeting
Alderwoman Jupiter motioned, Alderwoman Converse second “THAT” the Board open a public
comment session. Upon a unanimous consent by the Board, Mayor Animashaun declared the motion
carried and the public comment session was opened.
The 2023 Amended General Budget and the Proposed 2024 General Operating Budget was presented.
With no public comments, and upon a unanimous agreement by the Board, an adjustment is to be made to
the community activities line item to increase from five hundred dollars to six thousand dollars on the
2024 proposed budget.

October 16, 2023
The Village of Napoleonville held a Special Council Meeting on Monday, October 16, 2023, at the
Administration Building Meeting Chamber. The session was called to order at 6:00 p.m. by Mayor Ron
Animashaun, the Clerk being present.

Franklin St, be given until January 22, 2024 to complete the repair and upgrades on the mobile home or he
