Okay, according to the clock on the wall, it's 5.30, so I'm going to bring this meeting to an open. First order of business is the introduction of a new board member. Brian, Jerry, would you like to introduce yourself? Just got approved two nights ago, something like that. I've been in the community for 15 seconds late, 30 seconds late. Almost 40 years. Worked at a lab, scientist, continue to work part-time. I'm a musician. That's part of why I'm happy to leave a little early. Down to Santa Fe to a performing rehearsal down there. Somewhere between five and six different groups. My wife is an artist and also a scientist, but never worked at a lab. Does iconography. Should you be interested. That's sort of it. Then I'm... Okay, thanks for having me. The next item on the agenda is the approval of minutes from July 26th. No public comment. We have to just second mark. Oh, yeah, yeah. You have to ask for public comment. Public comment. On things that are not on the agenda. Anyone? All right, moving on. Approval of minutes for the July 23rd, 2026 meeting. I move that the board approve the minutes from the July 2026. meeting, 2023rd, 2026 meeting as published. I second that motion. Okay, all in favor? Aye. Opposed? Oh. Okay. On to the next meeting. On to the next item. Approval of minutes from the August 10th, 2026 meeting. I move that the board approve the minutes from the August 10th, 2026 meeting. I'll second again. Okay, all those in favor? Aye. Okay, motion passes by unanimous …

Thank you. Okay, I call to order this August 26, 2026, special meeting of the Board of Public Utilities, annual strategic planning discussion. Thanks, everyone, for being here. And we do have four board members. We have three board members here this evening and one remote. And one very remote who's not likely to be able to join us. So first item of business is public comment. Do we have any public comment in the room? I don't see any. Do we have any online? Thank you, Chair Gibson. For members of the public who are joining us tonight on Zoom, when Chair Gibson calls for public comment, please use the raise hand function. If you are participating by phone, please press star 9 to raise your hand. If you'd like to make a public comment now, please raise your hand. There are no hands being raised, Mr. Wilson. Okay. Well, I will take this opportunity, since I'm a member of the public, to make sure that everyone knows that the gas rate increase was passed by Council last evening, and the ECA was approved by Council last evening. So now we can go back to real work. I don't know. You must have logged in somewhere. We're not asking you to leave so that you can come in by the remote access there. Okay. There's no more public comment. Is there a motion to approve this giant agenda tonight? I move that we approve tonight's agenda. That's great to be. Thank you. While Eric catches up, I'll second that. All in favor? Aye. Thank you. Motion passes 4 to 0. That takes us to strategic planning …

All right, it's 5:30, so we're called to order. Quick roll call, Vice Chair Lachelle, Member Grove, Member Blair. And other member, Blair, is absent, and Member Chandler. So we have a quorum. So with the agenda, would you guys entertain a change in the agenda where we move the B-City report to right after the presentation on bio salts? Any other changes to the agenda? Okay, agenda is approved unanimously with that as amended. Does anyone have any changes to the minutes from July? Those minutes are approved unanimously. And with that, we'll go to Mr. Silva for the presentation. Sorry, give me one second. I thought it was up. Good afternoon, Board. My name is Joshua Silva. It's nice to be here in front of you guys all tonight. So I'm going to talk a little bit about biosolids compost ing and what we do down in the canyon at the wastewater treatment plant as far as composting biosolids. So here's my presentation. I did this a couple years ago. I don't seem to remember any of you guys. If you were here, forgive me for forgetting. But we'll go through it again. Next slide, please. This is just a little bit about me. Like I said, my name is Joshua Silva. I'm wastewater treatment plant superintendent. I've been at the county of Los Alamos for 10 years. I have 13 years in the wastewater field. I'm currently certified as a level 4 wastewater operator, a level 3 wastewater lab tech, and a level 3 water systems operator and hold a compost facility operator certification all from the NME …

This August 19th, 2026 meeting, regular meeting of the Board of Public Utilities. Welcome to another evening of fun and frolic. We appreciate everyone's participation. Is there anyone, before we go into any more substance, is there anyone here or online for the water rate hearing that was incorrectly published for tonight when it's actually going to be two weeks from now? Do you have anybody online for that? No, Chair Gibson. Okay. Thank you. With that, we will open the floor to public comment. Is there any public comment on any item this evening that is not otherwise on our agenda? I don't see any in chambers. Do we have any online? Thank you, Chair Gibson. For members of the public who are joining us tonight on Zoom, when Chair Gibson calls for public comment, please use the raise hand function. If you are participating by phone, press star 9 to raise your hand. If you wish to make a public comment at this time, please raise your hand. There is no public comment. Thank you. That takes us to the approval of the agenda. And there's several things we need to deal with there. First, item 4C on the consent agenda. The agenda got published last Friday without a title for that. So without a title, there's no description. There's nothing for the public to know what we're doing. And by the time that was caught and corrected, it was too late for the normal 72-hour notice requirement. So we will not hear that tonight. That will be postponed. Secondly, there are two board members, Eric …

Okay, so this is going to be work sessions I indicated. So we're going to be doing it in hybrid format. We're going to have councillors or presenters and public participation either in person or on Zoom. Remember there's always phone lines are available too for people if they would like to do that. We'll be taking public comment at the beginning of the meeting for items that are not on the agenda. We'll take public comment for items as we go through the meeting agenda too. We'll have Mr. Rayal look for attendees who are virtually attending and just make sure that you include your names and be properly addressed on Zoom. Please limit your comments to three minutes or as otherwise directed. And also please make sure that you address the comments to the chair and be relevant to the topic being discussed. So our goal is to complete the meeting no later than 10 pm and if we're still meeting at 9 pm we'll check our progress at that point. I think now we're ready to go on to item number two which is the pledge of allegiance. So if you are willing and able please join us in the pledge. Thank you. Okay. So now we're on to item number three which is public comment. So this is the opportunity for a public comment for items that are not on the agenda. So do we have anybody here in person at the fire station that wants to make public comment? I'm not seeing anyone in person. Mr. Rayal can you check online for us? If you're online and you'd like to make a public comment please raise your h …

Not on the subject of this evening's meeting. Seeing none, we'll move on to the business of the commission. I'm looking for a review and approval of the agenda. You've all seen it in your packet. I move to approve the agenda. Thank you, Commissioner Crean. I'll second. Thank you. All those in favor, raise your hand, including online. Okay. The team can pop in there and it gives them little tidbits and little videos that they can look at to help them navigate. And then at the end of that, it gives them additional resources. So we want to make sure that that is out there because, you know, that 13 to 18 year age, which, you know, I think we can all agree is a very difficult time in our lives. It's been a while since I've been there, but nonetheless, it hasn't changed. That's a very difficult time, especially for kids that might not feel like they belong to a group or have that ability to talk to someone. If they're going to use an app, I would rather that they use something that's been vetted. And these actually have evidence based practices associated with them, which means that they've been tried, tested and fixed. It's not ChatGPT. It's not Dr. Google. This is an actual thing that's related to science. And we're going to be rolling this out across the state. And so far, what we've seen is really good results from this because we're meeting teens where they're at, when they want it. And we're making sure that they know that there's resources available to them. The app is free. The crisis resources are free. We need to kind of get the word out. Right now, it's available on their website. It's awaiting release onto the Apple Store and the Google Play Store. I have an Apple, so I don't know what it's called on Google . Forgive me. But we're going to make sure that it's available. It's Google Play. That's it. All r …

All right, it's 530, so the meeting's called to order. Quick roll call. Member Edwards, Member Hampton, Member Lasowski, Member Ge ppard-Kleinrath, and Member Chappelle are in chamber. Member Connolly is online, and Member Muck is excused absence. Does anyone have any changes to the agenda? Mr. Chair, I just have to make a quick question. Just want to clarify, I'm seeing both the agendas for the regular meeting and then the special meeting we had, correct? I think that's part of the minutes? Yeah. Oh, yeah, just for tonight's agenda, though. Oh, yeah, I'll ask again. All right, since there's no changes, the agenda's approved unanimously. Is there any public comment for items not on the agenda? There are none. Next with the minutes for June 4th. Do we have any changes? All right. June 4th minutes are approved unanimously. June 22nd minutes. Any changes or correction? All right. The June 22nd minutes are approved unanimously. And with that, update on public works projects. All right. Thank you, Mr. Chair. The agenda notes the presenter is Keith Wilson today, but he couldn't make it due to the family matter. But I can do my best Scottish accent if you would like me to. We'd like to hear you try. Yes, please. No, you don't. I can say garage. So, all right. Thank you, Ms. Martinez, for pulling up the presentation. Can you go to the next slide, please? Since we didn't have any specific project presentations today, we kind of wanted to put together a presentation to give an update o …

All right, good evening everyone. Thanks for joining us. Rachel and we have a new person, Irene Powell, a new member of our board. So we'll go through introductions in a minute. So I call the August 5th meeting of the Historic Pres ervation Advisory Board to order at 541. And next is board introductions, now that we've had the call to order. So since the three of us hardly know each other, we can do a little extended introduction rather than just name. So Chair Patrick Cruz could not make it tonight, so he asked me to run the meeting. My name is Carrie Gregory, I'm a cultural resources specialist at the laboratory. I have an undergraduate degree in archaeology and anthropology and a master's degree in historic preservation . And I serve as an architectural and landscape historian at the lab. And I'm a little bit more resource rich as the rest of the county is. So it's an honor to be able to work on this board and help the county with their resources as well. So, Rachel. Hi. I'm Rachel Adler. I am an architectural conservator for the National Park Service. I also have a bachelor's in archaeology and a master's in historic preservation. And I have spent the last 15 years working either for the Park Service at Bandelier or at the regional office down in Santa Fe with this two-year stint in the archives with the state. Sounds great. So you worked with the state. I did. I'm currently back with the federal government with the Park Service again. I've worked for the state for two ye …

Good evening. I call to order this August 5th, 2026 meeting of the Board of Public Utilities, and I welcome everyone who's here and online. Much appreciated. We do have Jen Hollingsworth on Zoom, and we expect to have Charlie Dockley on Zoom soon, once he escapes the traffic jam. So we should have a full membership this evening at some point fairly soon, we hope. First order of business is public comment. Is there any public comment on any item that's not otherwise on our agenda this evening? Any in chambers? I don't see any. Do we have any online? Thank you, Chair Gibson. For members of the public who are joining us tonight on Zoom, when Chair Gibson calls for public comment, please use the raise hand function. If you are participating by phone, press *9 to raise your hand. If you wish to make a public comment at this time, please raise your hand on Zoom. No, Chair Gibson. There are no public comment. Okay. Thank you very much. That takes us to approval of the agenda. Are there any requested changes to the agenda? Seeing none, could we have a motion to approve it? Sure. I move we approve the agenda as presented. I'll second. Okay. All in favor? Jennifer, I see a thumbs up. That passes four to zero. Thank you. That takes us to first presentation, UNM and New Mexico State, pathways to zero natural gas usage. And we'll start with Philo. Yes, Chair, I'll introduce Y uting Yang and Jamal. I will ask them to introduce the students online. I don't know if all of them got admitted a …

All right, 5.30, that means it's time to call this meeting to order. Thank you everybody for attending. So, I guess the first order of business is public comment. Are there any public comments? Okay, that being the case, the next is the order of business. First thing on the agenda is the approval of the minutes from the May 28, 2006, 2026 APP meeting. Any votes on this or any comments? The minutes from the May 28, 2026 APP meeting. I second. So, Jasmine seconded. It's like Mexican stand-up. I'll abdicate the second thing. Okay, that being the case, it's been forwarded and seconded , and I have to read it, or do I just say the vote on? I think you can just say all in favor. All in favor. Aye. It was unanimous. Unanimous. The best comment. Okay. Next on the order of business is the Lion Sculpture Designs . And so we have the deputy chief is online, and James Rodriguez. I'd like him to go ahead and bring forward his comments and point of perspective for this topic of business. So, James, floor is yours. Okay. Can everyone hear me? It's a little bit muffled on my side. Okay. All right. You can hear me. I'll just start off with this. Finally, we're to this point. We're kind of rolling. And to kind of give everyone a bit of background of where we're at internally with the county and at the PDE, I actually just met with contractors today, and they were here on site looking at the location of where we're going to be setting up what they call a radius wall or radial wall, kind of a ci …

Good evening folks. I call to order this July 22nd, 2026 meeting at the Board of Public Utilities. Thank everyone for being here. We have two voting board members here in the room and we have two more online. Let's verify we can hear, they can hear us and we can hear them. Jennifer and Mike, can you hear us okay? Still? Yes, sounds good. Yes, I can hear you. Great. We can hear both of you. But thank you much for being here at this rather ridiculous hour for you folks. Okay. I don't see anyone. Time for public comment. I don't see anyone here in chambers for public comment. Do you have anybody online for public comment? There is one person online. I'm not sure if they want public comment, but we will ask. Thank you Chair Gibson. For members of the public who are joining us tonight on Zoom, when Chair Gibson calls for public comment, please use the raise hand function. If you are participating by phone, please press star 9 to raise your hand. If you wish to make a public comment at this time, raise your hand on Zoom. Okay. For clarity, ask if they want to make any comment on either of the rate hearings because those are going to be later this evening then they might want to stay just to make sure. Okay. If the caller who is the phone would like to make any comment regarding the rate hearings, it is going to be a little bit later than anticipated. They did raise their hand. Okay. We can -- we're willing to take public comment on the rate issues now so they don't have to wait all …

Thank you. Haviman. Here. Here. Councilor Herman. Here. Councilor Neal Clinton. Here. Councilor Ridey. I'm here. Okay. We have seven counselors present with Councilor Haviman remote. Okay, like we're showing that all counselors are present. Councilor Haviman is joining us remotely tonight. So now we 're on to item number two, which is the Pledge of Allegiance . If you're willing and able, please join us in the Pledge. Okay. Okay. So now we're on to item number three, which is a statement regarding the closed session. Is there, Councilor , have that up? Want to read that into the record? That's our hand. The matters discussed in the closed sessions of County Council held on July 14, 2026, that began at 4 p.m., was limited only to the topic specified in the notice of the closed session, and no action was taken on any matter in the closed session. We requested this statement. That the statement be included in the minutes. Okay. Thank you, Councilor. Hand. So now we're on to item number four, which is public comments. Again, this is for items that are not on tonight's agenda. Do we have any members of the public that would make a public comment tonight in person? Yeah. So please come up to the microphone here and just ask you to state your name for the record. And to be audible, you'll have to press the little person looking thing and have the green line come on. Great. Hi, I'm Catherine Bourne, Jusoma Foundation. I think I have three minutes. I want to create a local Los Alamos …

All right, good afternoon, everybody. Let's get started. We 'll call this meeting to order. First item on the agenda, public comment for any topics not currently on the agenda. Okay. We'll go to the next topic, which is business. So first item, approval of minutes from the June 11, 2026 meeting. Any discussion on those minutes before we move forward? Okay. Someone would like to make a motion to approve those minutes. I move that the board approve the attached meeting minutes from the June 11, 2026 meeting as presented. Anybody second? I second. We'll vote. I don't know that we need to do a call for this one. All in favor? I think, Jerry, you're abstaining because you weren't here. Okay. And David said aye. Okay. Thank you. Jasmine? Oh, yeah. Aye. All right. Thank you. Next item is working group discussion. This is one of the topics that we had talked about the last week for the last session, that we would just kind of make this a standing session on work group discussion, assignments, anything appropriate to either discuss or to make assignments. Does anybody have any topics they'd like to bring up? New items? Okay. We did have... I want to make sure we don't have this later on. I don't think so. So we'll talk... So Wendy passed out the Parks and Rec Board this draft for a request form. The drafts are circulated for this. I think everybody has a copy. Obviously, take time. But I guess, you know, for just general discussion, we had talked at the last meeting about a little mor …

Okay, I want to welcome everyone to the County Council July 7th regular session. So we're going to be doing the meeting in hybrid format. So we'll have some counselors and some presenters in person and some remote. So we'll be taking public comment at the beginning of the meeting for items that are not on tonight's agenda. And then when we ask for public comment, Ms. Madison will look on Zoom to see if there's any people with their hands raised on Zoom. And if you're on the phone line, use star 9. We request that you keep your comments to three minutes unless otherwise directed. We also ask that virtual commenters include their full name on Zoom so they can be properly addressed. We also ask that comments be addressed to the chair and be on the topic. And okay, and so we're hoping to meet in the meeting tonight and we'll be there at 10:00 p.m . If we're still meeting at 9:00 we'll check our progress at that point. So now we 'll have the roll call. So since we have a counselor on Zoom. So please call the roll. Councilor Regor. Councilor Cole. Councilor Haviman. Council or Herman. Councilor Herman. Councilor Wrighty. Councilor Neal Clinton. Councilor Hand. We have six present in chambers and one remote. Okay. Let the record show that all seven counselors are present. Counselor Neal Clinton is a remote. And if you are willing and able please join us in the Pledge of Allegiance. Justice for all. So now we're on to item number three which is public comments. As I mentioned this se …
